NMC Modifies Standard Format for Essentiality Certificate, extends deadline for submission
New Delhi: The National Medical Commission (NMC) has introduced modifications in the standard format of the Essentiality Certificate to make it in consonance with the NMC Minimum Standard Requirements for Establishment of New Medical College/Increase of seats in MBBS Course Guidelines, 2023.
NMC has also extended the date for submission of the requisite Essentiality Certificate and extended it up to 13th October, 2023. However, the Commission clarified that "... this facility to extend the last date is restricted to submission of the requisite Essentiality Certificate only and no application or the requisite documents thereof (except the Essentiality Certificate) shall be accepted beyond the already notlfied time period for this purpose."
Notifying the "Guidelines for Under Graduate Courses under Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023," on August 16, 2023, NMC had announced that these guidelines would be effective from the Academic Year 2024-2025 onwards.
Now, the Medical Assessment and Rating Board (MARB) of NMC has modified the format for Form-2 (Essentiality Certificate) making it in consonance with the NMC MSR Guidelines.
Issuing a Public Notice today, NMC stated, "It is notified to all the stake holders that Form -2 (Essentiality Certificate) has been suitably modified to make it in consonance with the National Medical Commission (Minimum Standard Requirements) for Establishment of New Medical College/lncrease of seats in MBBS Course) Guidelines, 2023 notified by National Medical Commission, New Delhi effective for the Academic Year 2024-25 onwards."
Along with the notice, NMC also enclosed the Standard Format (Form-2) of the Essentiality Certificate applicable for the Academic Year 2024-2025 onwards. "The Essentiality Certificate shall be valid for 03 years from the date of its issue," clarified NMC.
The Medical Assessment and Rating Board of NMC further mentioned that "Essentiality Certificate is one of the mandatory documents required to be submitted to National Medical Commission along with the application for Establishment of a new Medical College with intake of 50/100/150 MBBS seats."
"State Government/UTs are required to consider and verify the ratio of 100 MBBS seats for 10 lakh population in their State/UT while issuing new Essentiality Certificate for establishment of new medical college or increase of MBBS seats in an existing medical college in the State/UT," the Commission further mentioned in the notice.
Further extending the last date to submit the requisite Essentiality Certificate, NMC further added, "Considering the fact that on account of the revision/modification of the format of Essentiality Certificate (Form-2), some Medical Colleges might have faced/facing some difficulties in furnishing the Essentiality Certificate along with their applications, it has been decided that the last date for submission of the requisite Essentlallty Certificate only be extended upto 13th October, 2023. It is important to clarify that this facility to extend the last date is restricted to submission of the requisite Essentiality Certificate only and no application or the requisite documents thereof (except the Essentiality Certificate) shall be accepted beyond the already notlfied time period for this purpose."
