NMC releases Assessment Results for LoPs, LoRs of this year on its website, details

New Delhi: In the middle of the fake/forged permission letter scam in the medical colleges, the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC) has now published the assessment results (LoPs/LoRs) of the academic year 2023-2024 on its website.

Referring to the recently released "Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023”, in short, “Establishment of Medical institutions, Assessment & Rating Regulations, 2023”, the NMC Board has now released the list of permissions and/or renewal for UG and PG seats in the Medical Institutions given by MARB for this academic year.

Through a recent notice dated 23.09.2023, the Commission referred to the concerned regulations that were published in the Official Gazette on 2nd June 2023, and mentioned, "With reference to the above the list of permissions and/or renewal for UG and PG seats in the Medical Institutions given by Medical Assessment and Rating Board (MARB) for the academic year 2023-24 is published on this site." This can be further viewed on the link mentioned in the notification attached below.

In its notice, the NMC has also attached a List of Colleges with total number of Seats (UGs & PGs) after Approval by MARB in Year 2023-24, as on 22nd Sept 2023.

NMC, in the notice, has also mentioned the steps to view the assessment results. The steps are as follows:

The assessment results for the medical colleges across the country are being published by NMC when earlier this month, the Commission took note of the recent scam wherein forged letters of permission and renewal (LoPs and LoRs) were being issued to various medical colleges.

Taking note of this, NMC earlier released the list of medical colleges specifying the number of medical colleges from each state, the course they sought permission or renewal for, and the types of applications- increase in intake, new courses, renewal online or offline as well as the number of seats for which they submitted their requests to the MARB.

According to the NMC list, the NMC MARB has given 1275 approvals for 51532 MBBS seats and 7582 PG medical and Super Speciality seats across 70 specialities this academic year 2023-24.

Even though the Apex Medical Commission has now published the assessment results for the medical colleges on its official website, the demand for publication of the assessment reports is still pending.

Assessment reports for a specific medical college, prepared by the apex medical regulator on the basis of an inspection, reveal the state of the infrastructure available at a particular medical institute. Using these assessment reports, the medical students seeking admission into the medical courses can make informed decisions when choosing the college.

Although the erstwhile Medical Council of India (MCI) started making these reports public, MCI was later replaced by the NMC with the implementation of the NMC Act, 2019.

With NMC taking charge back in September 2020, its website was also replaced by the MCI website in the new domain. Along with this, the data and other documents uploaded by MCI including the college assessment reports of the previous academic year were also removed from the MCI website.

Since NMC stopped uploading the reports for the current academic years on its website, a doctor approached the Central Public Information Officer (CPIO) seeking the information in this regard and it was denied by NMC. When the concerned doctor approached the Central Information Commission (CIC), earlier this year, the Commission advised NMC to upload the medical college assessment reports for the current academic year on the NMC website.

According to Section 26 (a) of the NMC Act 2019, the Medical Assessment and Rating Board (MARB) of the NMC shall "determine the procedure for assessing and rating the medical institutions for their compliance with the standards laid down by the Under-Graduate Medical Education Board or the Post-Graduate Medical Education Board, as the case may be, in accordance with the regulations made under this Act."

Section 26(e) specifies that MARB shall "make available on its website or in public domain the assessment and ratings of medical institutions at regular intervals in accordance with the regulations made under this Act".

However, Section 25 of the “Establishment of Medical institutions, Assessment & Rating Regulations, 2023", which was recently published in the Gazette of India on June 02, 2023 mentions-

"Publication of rating – the MARB shall make available on its website or otherwise in the public domain the latest annual assessment results and ratings of medical colleges or medical institutions, in such a manner as to facilitate public understanding and consumption."

These new rules suggest that NMC will only publish the "latest annual assessment results and ratings of medical colleges" replacing the previous practice of erstwhile MCI of uploading assessment reports of every medical college. Further, according to the newly implemented rules, only the "latest" annual assessment results will be available in the public domain, whereas all assessment reports over the years for a specific medical institute used to be available on the website of erstwhile MCI.

Accordingly, referring to the regulations published on June 02, 2023, the NMC Medical Assessment and Rating Board (MARB) has now published the Assessment Results (LoPs/LoRs) for the Academic Year 2023-2024.
