No Bank Guarantee required for 14 PG medical courses: NMC rationalises PG Medical seats rates
New Delhi: In a major move to promote certain neglected PG Medical Specialisations across the country, the apex medical regulator has now done away with bank guarantees for medical colleges intending to start these courses. Besides this, through a recent notice, the National Medical Commission ( NMC) has also announced the rationalisation of the Bank Guarantee rates for medical colleges offering PG Medical courses in various specialisations.
The rates are revised for Bank Guarantees mandatorily to be furnished by the medical institutes from the next academic year.
These 14 postgraduate medical courses, for which no bank guarantee is required, include-
i. MD (Aerospace Medicine)
ii. MD (Anatomy)
iii. MD (Biochemistry)
iv. MD (Biophysics)
v. MD (Community Medicine)
vi. MD (Forensic Medicine & Toxicology)
vii. MD (Health Administration)
viii. MD (Hospital Administration)
ix. MD (Marine Medicine)
x. MD (Microbiology)
xi. MD (Pharmacology)
xii. MD (Physical Medicine and Rehabilitation)
xiii. MD (Physiology)
xiv. MD (Sports Medicine)
Apart from this, the Apex Medical Commission has also informed about the revision in the rates and the period of performance bank guarantees/ e-PBG.
Medical Dialogues had earlier reported that NMC had revised the rates and the period of performance bank guarantees/e-PBG applicable from 2025-2026. As per the revised rates published in the notice dated 02.09.2024, for the Establishment of medical college and for admission to 50 MBBS seats, the rate is Rs 15 crore for 6 years.
For 6 years of tenure, the rate of bank guarantee for admission to 100 and 150 MBBS seats is Rs 20 crores (or 5 crores in case of additional 50 seats), and Rs 25 crores respectively. In the case of a PG degree or higher speciality, the rate is Rs 2 crores for 4 years, and for an additional PG degree/ higher speciality, the rate is Rs 25 lakh for each addition of course seat/penalty for a tenure of 4 years.
In continuation of the earlier notice, the Commission on 20.09.2024 issued another notification in this regard. Although the rates of bank guarantees and the tenure mentioned in it are similar to the earlier notice, there are slight changes regarding the PG medical courses.
As per the new notice, the rate for PG degrees or higher speciality is Rs 2 crores for 4 years for the first 4 PG seats. For additional PG Degree/Higher Speciality seats, the rate of bank guarantee is Rs 25 lakh for 4 year per additional seat in that PG course.

The Commission further informed that there shall be no bank guarantee/ electronic bank guarantee for 14 postgraduate courses. "This change is notified under the section 18(b) of the MARB notification no. M27011/01/2023-MARB dated 2 nd June, 2023 and same was also published on NMC website dated 8 th June, 2023," the Commission mentioned.
"Therefore, it is enjoined upon all concerned medical college/institute to comply and furnish bank guarantees / e-PBG with corresponding validity period and rates mentioned in above table for the puropose of application being submitted. This change is applicable from the academic year 2025-26," it further added.
