AYUSH medicos to undergo clinical training at modern medicine hospitals, colleges: AP Gazette

AYUSH medicos to undergo clinical training at modern medicine hospitals, colleges: AP Gazette

Amaravati: Through a recent gazette, the Andhra Pradesh Government has allowed the students of AYUSH courses to undergo clinical training at modern medicine hospitals and medical colleges.

While the State had already given its nod for the matter, the Commissioner of AYUSH had earlier requested to give permission to the students and interns of some more AYUSH colleges for undergoing clinical and Non-clinical training in the Allopathic hospitals.

Approving the same, the State Government in its recent notification has given the list of AYUSH colleges, their intake capacity and the Modern colleges/Hospitals to which they have been attached.

Published in the Gazette dated September 6, 2022, the notification states, "After careful examination of the matter, Government hereby decide and permit the Students of AYUSH Colleges both Government and private (shown above pars) to undergo clinical training in modern hospitals mentioned against the AYUSH College as per the norms/guide lines of Central Council of AYUSH Systems and also hereby direct the DME, DPH, APVVP and other heads of respective institutions to arrange clinical training to the students of AYUSH Colleges both Government and Private to be established in future also, subject to, a fee need to fixed to be collected from Ayush colleges (Private) per head which shall be remitted to Government."

As per the notice, altogether the medicos belonging to 11 AYUSH colleges (Government-4, Private - 5, TTD-1, Aided -1) require training in modern medicine. It stated that the students of Dr NRS Govt. Ayurvedic College, Vijayawada and S.V. Ayurvedic College, Tirupathi will undergo their training at Siddhartha Medical College & Govt. Genl. Hospital and SVIMS, Tirupathi respectively. In the case of SASSS Ayurvedic College, Guntakal, the students will complete their training at Govt. Medical College and. Hospital, Ananthapur and Govt. Area Hospital, Guntakal.

Dr Gururaju Govt. Homoeo College, Gudivada and Dr.A.R. Govt. Homoeo College, Rajahmundry have been attached with Govt. Area Hospital, Gudivada and Govt. District Hospital & G.S.L. Medical College, Rajamahendravaram respectively.

The BHMS and MD AYUSH students of Govt. Homoeo College, Kadapa will undergo training at District Gent. Hospital, and RIMS, while the students of SASSASS Homoeopathy College, Guntakal will complete their training at Govt. Medical College and Hospital, Anantapur and Govt. area Hospital, Guntakal.

As per the notification the students of Dr Abdul Haq Unani College, Kurnool and Care Yoga, Naturopathy Medical College, Pittalavanipalem, Baptla will undergo training at Govt. Medical College & Hospital, Kurnool and Govt. Area Hospital, Bapatla. In case of the students of Sri. Pathanjali Maharshi Naturopathy Yoga Medical College, Guntakal, they will pursue their training at Govt. Medical College & Hospital, Ananthapur and District Area Hospital, Guntakal.

Referring to previous Government orders issued back in 2002 and 2010, the Government notification stated, "In the reference 1st read above, Government have allowed the students of Government Ayurvedic Colleges along with colleges functioning under private sector for training in the Modern Medicine i.e., Allopathic Colleges / Hospitals. Accordingly, the Director of Medical Education and the Director of Health were directed to issue instructions to all the Superintendents of the concerned Allopathic Hospitals to arrange the Training for the students of all the Indian System of Medicine and Homoeopathy Colleges in the State. Later few more private AYUSH Colleges (established under private Sector) were included duly permitting the students studying in these colleges to undergo clinical and Non-clinical training at Modern Medical Colleges and Hospitals in the State vide reference 2nd read above."

However, the "Commissioner, AYUSH., has requested to accord permission to the students and internees of the some more colleges approved by Ministry of AYUSH., in the state for clinical training at Modern Hospitals," it added.

Mentioning the AYUSH colleges, their intake capacity and the modern medicine hospitals to which they have been attached, the Government further mentioned in the notification, "Therefore, the Commissioner of AYUSH., A.P., Vijayawada has stated that in order to generalize the applicability, has requested the Government (i) to issue suitable orders to DMR/ DHS / APVVP and other heads of respective institutions for arranging clinical training to the students of AYUSH Colleges both Govt. and Private and (ii) to accord permission to the students of all AYUSH Colleges i.e., Both Govt. & Private, in the above institutions, to undergo clinical training in modern hospitals as per the norms / guidelines of Central. Councils of AYUSH Systems."

Therefore the Government stated, "After careful examination of the matter, Government hereby decide and permit the Students of AYUSH Colleges both Government and private (shown above pars) to undergo clinical training in modern hospitals mentioned against the AYUSH College as per the norms/guide lines of Central Council of AYUSH Systems and also hereby direct the DME, DPH, APVVP and other heads of respective institutions to arrange clinical training to the students of AYUSH Colleges both Government and Private to be established in future also, subject to, a fee need to fixed to be collected from Ayush colleges (Private) per head which shall be remitted to Government."

In this context, it should be mentioned that recently the Tamil Nadu High Court had also allowed crosspathy as it had quashed criminal proceedings against a Homeopathy doctor for practicing Allopathy Medicine.

In doing so, the HC bench comprising of Justice RMT. Teeka Raman had laid reference on an order issued by the State Health Department back in 2010, where it had been mentioned that "the institutionally qualified Practitioners of Ayurveda, Sidddha and Unani, who are registered in the Tamil Nadu Board of Indian Medicine, Chennai are eligible to practice in the respective system with Allopathy based on the training and teaching they had in the Course. But they cannot exclusively do the practice in Allopathy Medicine."
