BFUHS Debars 13 MBBS, BDS Candidates over Submitting Double Domicile Certificates

Faridkot: Taking action against 13 NEET-UG candidates who tried to avail the benefit of state quota by submitting double domiciles, the Baba Farid University of Health Sciences (BFUHS) debarred them from admission State quota MBBS/BDS seats in Punjab.

Although altogether 19 candidates came under the scanner of the University, it was found that 4 of them applied for State Quota seats in States other than Punjab. Moreover, they also submitted a false undertaking.

"On the basis of documentary evidence submitted by the candidates, it is proven that they have applied for State Quota seats in States other than Punjab. Moreover, they have submitted the false undertaking. Hence, debarred for admission under NEET UG-2023 for State Quota seats," BFUHS mentioned on the notice dated August 05, 2023.

Apart from these four candidates, a total number of 9 candidates did not submit any documentary evidence to support their reply whether they had applied for State Quota seats in States other than Punjab. Therefore, the University has debarred them as well.

"Despite of the repeated communications / instructions of the University they did not submit any documentary evidence in support of their reply. Hence, debarred for admission under NEET UG2023 for State Quota seats," the notice mentioned.

The University took cognizance of the matter after receiving various emails and lists from the parents and candidates regarding double domicile in more than one State. Following this, the University asked the candidates tosend the documentary evidence in support of their reply whether they have applied for State Quota seats in State other than Punjab, failing which their candidature will not be considered for Punjab State Quota seats. After verification of the documents, the University issued a notice on August 05 and released the list of candidates debarred from admission to the State Quota seats in Punjab.

As per the latest media report by Hindustan Times, the University authorities said that these 13 candidates were found to be using the domiciles of Haryana, Rajasthan, Uttar Pradesh, Himachal Pradesh, Chandigarh and Punjab in an attempt to increase their chances of securing MBBS/BDS admission under the State quota seats. According to the rules, a candidate cannot apply for the State Quota seats in more than one State.

Commenting on this, the Registrar of BFUHS Dr. Nirmal Ouseppachan said that the candidates were asked to send documentary evidence in support of their reply whether they have applied for state quota seats in a state other than Punjab.

“Based on documentary evidence submitted by the four candidates, it is proven that they have applied for state quota seats in states other than Punjab. Moreover, they have submitted false undertakings. While nine candidates, despite repeated instructions from the university did not submit any documentary evidence in support of their replies. Hence, 13 candidates were debarred for admission under NEET UG2023 for state quota seats,” he told HT.

“After document verification of six other candidates, it was found that they have applied in other states for management and All India Quota (AIQ) seats. Hence, they were found eligible to avail Punjab state quota seats,” Dr. Ouseppachan added.

The Daily adds that the University had received complaints against 106 candidates for allegedly availing benefits of domicile in more than one State for MBBS/BDS admission. However, when the University verified the records, it found out that 88 out of the 106 candidates did not apply for the Punjab State Quota seats. These candidates applied for the minority quota seats, All India Quota seats, and J&K migrant seats. Therefore, they were declared to be eligible.

Medical Dialogues had earlier reported that last year BFUHS had debarred 40 students, who tried to avail the benefit of domicile in more than one State, from getting admitted to MBBS and BDS courses in the State quota seats in Punjab. These candidates allegedly used false information about their residential status for trying to avail of the domicile benefits in more than one state.

The problem with the double domicile is not a new one. Several litigations are pending before the High Court over this issue. The reason for the pending litigations is the fact that the students were applying for the State quota seats in Punjab and the other states at the same time. However, this is a violation of the rules since a candidate can avail the benefit of domicile only in one State at one time.

Back in the year 2021, taking note of the problem, BFUHS had directed all the MBBS/BDS candidates and their parents to submit affidavits stating that they were not claiming the benefit of residence anywhere else other than Punjab, except for central counseling.

In fact, back then the University had sacked around seven medical students as they had allegedly availed the benefit of domicile in more than one State by submitting false documents.
