Kerala govt denies seat matrix approval to Century International Institute of Dental sciences and research centre

Thiruvananthapuram: The Kerala government has rejected the proposal to approve the seat matrix for admission to Century International Institute of Dental Sciences and Research Centre, Kasaragod for the academic year 2025-26, citing concerns over recognition, infrastructure deficiencies, and potential future liabilities on the state exchequer.

The decision was taken through G.O.(Rt) No. 3903/2025/H&FWD dated December 16, 2025, issued by the Health & Family Welfare Department, after examining recommendations of the Dental Council of India (DCI), court proceedings, and reports from the Director of Medical Education (DME) and Kerala University of Health Sciences (KUHS).

The Dental Council of India (DCI) had conducted an inspection at the premises of Century International Institute of Dental Sciences & Research Centre, Kasaragod and recommended to initiate the process of withdrawal of recognition u/s 16A and stoppage of admission in the institution due to the deficiency of adequate infrastructure and faculties in the institution as per DCI norms. Subsequently, as per the letter dated, 12.12.2024, the Government of India has directed to furnish comments on the recommendations from DCI to initiate the process of withdrawal of recognition of said institution and to facilitate the transfer of students to other dental colleges within the State. As per the letter dated 28.02.2025, the Chairman, Admission Supervisory Committee had informed that the Committee has no objection to shift the students of the said Institution to other Dental Colleges to safe guard the interest of the students.

In view of the recommendations of DCI , the KUHS has not granted affiliation to Century international Institute of Dental Sciences & Research Centre, and hence the institution was not included in the list of colleges eligible for allotment in the current academic year. Subsequently ,the Principal, Century International Institute of Dental Sciences and Research Centre, filed WP(C) No.8960/2025 & WP(C) No.30442/2025 before the Hon'ble High Court against the recommendation of DCI and as per the interim Order dated 06.03.2025, the Hon'ble High Court has stayed the operation of the letter issued by the Registrar, KUHS to the College management with a direction to furnish the details of students to be shifted for a period of three months and the stay further extended up to July 2025.

As per the letter, the DME informed that the allotment of students to the said institution, having no recognition from the KUHS will affect the future of the students and also will entail financial burden to the state exchequer towards payment of fees and stipend of admitted students in future.

Subsequently, the Director of Medical Education & Commissioner for Entrance Examinations filed WA 2221, 2223 and 2241 of 2025 against interim Order dated 20.08.2025 of Hon'ble High Court in WP(C) No. 30442/2025. The KUHS also filed W.A No. 2360/2025 against the above mentioned interim order. As per the interim order dated 18.09.2025, in WA 2221,2223 and 2241 of 2025, the Hon'ble Division Bench issued an interim stay of the operation of the interim order dated 20.08.2025 in W.P. (C)Nos.12613 of 2025, 8960 of 2025 and 30442 of 2025 for a period of three weeks.

In the mean time, the college management filed WP(C) No.33461/2025 before the Hon'ble High Court against denial of provisional affiliation to the college by the University. As per the Judgment, the Hon'ble High Court allowed the Writ Petition and direct the 1st Respondent (KUHS) to grant continuation of affiliation for the petitioners College for the academic year 2025 -2026.

The Hon'ble Division Bench of High Court disposed of the Writ appeals filed against the interim Order dated 20.08.2025 of Hon'ble High Court in WP(C) No. 30442/2025 & 8960/2025 with the following directions.

"In such circumstances, these writ appeals are disposed of by setting aside the aforesaid interim order dated 20.08.2025 of the learned Single Judge; however, after leaving open the legal and factual contentions raised by both sides, since the writ petitions are pending consideration before the learned Single Judge."

Subsequently ,in compliance with the judgment, the KUHS granted conditional continuation of Provisional Affiliation to the Century International Institute of Dental Sciences & Research Centre, Kasaragod for the current academic year subject to the further decisions of DCI regarding recognition of the College and also on the basis of the surety assured by the institution regarding completion of their attached hospital within next nine months.

Director of Medical Education then furnished the seat matrix for admission to Century International Institute of Dental Sciences & Research Centre, Kasaragod for the academic year 2025-26 for approval.

The government authorities noted, " Government have examined the matter in detail. As per the judgment dated 11.11.2025 in WA Nos. 2221/25, 2223/25 & 2241/2025 filed by the Director of Medical Education ,the Hon'ble Division Bench of High Court disposed of the said Writ Appeals filed by the DME , CEE and KUHS by setting aside the interim order dated 20.08.2025 of the Hon'ble Single Judge in W.P.(C ) Nos. 8960/25, 12613/2025 and 30442/25. Hence there is no legal impediment before the State Government to provide its comments on the recommendation of DCI regarding withdrawal of recognition of Century International Institute of Dental Sciences & Research Centre. More over , if the DCI withdraw the recognition of the said institution in future , the responsibility of shifting of the students to other dental colleges will be the responsibility of Government."

"In a similar situation, the Kannur Medical College, Anjarakkandy was closed down pursuant to the proceedings issued by the Hon'ble Supreme Court dated 29.05.2018 in SLP(C) No. 23225 of 2018 and the students of were shifted to various self financing Medical Colleges in the State. However, the managements of those colleges refused to pay stipend to these students during their internship period. Subsequently , in compliance with the strict directions issued by the Hon'ble High Court in various petitions filed by the transferred students, Government had to disburse the stipend to the shifted students from the state exchequer. More over ,admitting students to a college facing the imminent threat of withdrawal of recognition will impose significant future liabilities on the State Government. Hence if the interim direction dated 20.08.2025 of the Hon'ble High Court in WP(C) No.30442/2025 is implemented by including the said institution in the allotment process, the action will entail huge burden to the State exchequer in future," it further observed.

The authorities concluded, "In the above circumstances, the proposal for approval of seat matrix furnished by the Director of Medical Education for admission to Century International Institute of Dental Sciences & Research Centre, Kasaragod for the academic year 2025-26 is rejected."
