TN Health invites applications for NEET MDS admissions, check out details

TN Health invites applications for NEET MDS admissions, check out details

Tamil Nadu: The online application process has begun for admission to MDS courses for government and management quota with colleges affiliated with Dr M.G.R Medical University. Tamil Nadu Health (TN Health) has released a detailed prospectus.

The last date for online application submission is 13.07.2023, up to 5:00 PM. The tentative date of declaration of rank, counseling, course commencement, and admission closure will be notified later. The online application form is available in the websites www.tnhealth.tn.gov.in, www.tnmedicalselection.org.

Application Fee –

Government quota -

1. At the time of application, all candidates must pay the application fee of Rs.3000/- (Non-Refundable)

2. Scheduled Caste/ Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are exempted from payment of the cost of online applying

Management quota -

1. At the time of Application, all candidates must pay the application fee of Rs.5000/-

2. This is a nonrefundable application fee (Prospectus is available online free of cost)

3. At the time of registration for counseling, all candidates must pay the following fee: Non-Refundable registration fees for the counseling process is Rs.1000/-

Security Deposit –

Government quota-

1. For Government Dental Colleges- Rs.30000

2. For Government Quota in Self-Financing Dental Colleges– Rs.100000

3. Security Deposit will be refunded to the candidates who could not get any seat in any phase of counseling within three months after the end of the entire counseling process. No interest amount for the security deposit will be paid to the candidates.

4. Security Deposit will not be refunded for the candidates, as specified in clause 26 vii (b) in the prospectus.

Management quota -

1. For Management Quota in Self-Financing Dental Colleges – Rs.200000/-

2. Security Deposit will be refunded to the candidates who could not get any seat in any phase of counseling within three months after the end of the entire counseling process. No interest amount for the security deposit will be paid to the candidates.

3. Security Deposit will not be refunded to the candidates, as specified in clause 27 (vii) (b) in the prospectus.

4. The process of transfer of security deposit to the candidates (as per clause (3) will be initiated after the completion of the counseling process and receipt of Complete data needed for transfer.

All admissions and resignations will be made through online mode only. Any admission or resignation taken in offline mode will not be accepted. Colleges taking offline admission or resignation may face legal consequences at their own risk and are advised against such practices. (Candidates kindly note that – resignation applies to allotted candidates of the first round only).

Service Candidates should upload their service particulars along with the filled-in online application forms. Medical Officers working in any Government Institution should get their Service Proforma Duly certified by the designated Authority with the date and seal and upload the same along with the online application. Otherwise, the application will be summarily rejected.

Candidates seeking admission under a special category (PWD) should upload a filled and certified (within 3 months) special category form provided in the prospectus and upload the same along with an online application. If a photocopy of the Medical certificate for PWD is not uploaded, then the special category candidates’ application will be considered under the general category only.

The documents to be uploaded –

1. Copy of Aadhar Card

2. Any one of the following as supportive documents - Driving Licence/Voter’s ID/Passport

3. Copy of Parent’s Documents (Aadhar Card and School Certificates)

4. NEET MDS2023-ScoreCard

5. NEET MDS2023 Admit Card

6. BDS Degree Certificate and Diploma Certificate or Provisional Pass Certificate

7. CRMI Completion Certificate

8. Permanent or Provisional Dental Registration Certificate issued by the Dental Council of India /State Dental Council

9. Community Certificate issued by the competent authority of the Government of Tamil Nadu indicating the community status of candidates belonging to Backward Community/Backward Community (Muslim)/ Most Backward Community / Denotified Communities/ Schedule Caste/ Schedule Caste (Arunthathiyar)

10. Scheduled Tribe candidates should produce community certificates issued by a Revenue Divisional Officer of the competent jurisdiction, Government of Tamil Nadu

11. TNPSC/MRB (through competitive written examination) Selection & Posting Order (For Service Candidates)

12. Nativity Certificate by the competent authority

13. For candidates applying under the PWD category should obtain a recent medical certificate from the regional medical board and upload a clear copy

14. Same photo that has been uploaded for NEET MDS 2023 must be uploaded during the online application

NRI -

With reference to W.P. No. 27151 of 2022 and W.P. Nos.26366, 26368, and 26370 of 2022 High Court of Madras, the relevant documents would get verification from the Indian Embassy concerned, as to the genuinity of those certificates and after getting the communication from the Embassy concerned, if any ingenuine certificates are found, the candidature of those applicants who filed the ingenuine NRI certificates NOT be accepted.

1. NRI status of the financial supporter issued by the Indian Embassy of the respective country under their seal.

2. Certificate of Relationship between the NRI financial supporter and the candidate issued by the competent authority with a valid Indian Passport of the NRI financial supporter.

3. NRE (Non-Resident External) Bank Account Pass Book of the financial supporter.

4. Declaration ( Annexure III(a))

5. A copy of the Court Order legally declared as guardian of the candidate as per provisions in “Guardians and Wards Act 1890”, if applicable.

Eligibility criteria –

Government quota -

Candidates seeking admission to MDS Courses have to qualify for the National Eligibility cum Entrance Test-NEET MDS2023 conducted by the National Board of Examination.

Candidates should be Citizens of India and should have undergone a BDS course, including the entire Compulsory Rotatory Medical Internship (CRMI) period in the State of Tamil Nadu.

The candidates who are claiming Nativity of Tamil Nadu should upload their Certificates of Nativity of Tamil Nadu issued by the competent authority of the revenue department of the Tamil Nadu Government with the official seal.

Candidates should possess a BDS Degree awarded by the Tamil Nadu Dr M.G.R Medical University or any other University recognized by the Dental Council of India, and the candidates who have qualified from other University should produce an eligibility certificate from the Tamil Nadu Dr.M.G.R. Medical University, Guindy, Chennai-600032 at the time admission.

Candidates who are claiming community reservation in Tamil Nadu should upload both of their –

1. Community certificate issued by the competent authority of the Revenue Department of Tamil Nadu Government with the official seal

2. Community certificate of either of the Parents issued by a competent authority of the Revenue Department of Tamil Nadu Government with the official seal

Management Quota -

Candidates should be a Citizen of India

The following guidelines shall be followed regarding admission to MDS Courses under the NRI quota in the Self Financing Dental Colleges 2023-2024 session.

Candidates should be of Indian Origin and settled in foreign countries.

OR

Candidates who were born in foreign countries and whose parents are of Indian Origin.

OR

Children of Indian citizens staying abroad for employment, business

OR

Children of Indian citizens deputed abroad by Public Sector Undertaking

OR

Children of the Official of the Central/State Government on deputation abroad

The candidates seeking admission to NRI Quota should have a valid Indian passport.

Admission under the Non-Resident of India scheme may be made based on the marks obtained in the Qualifying Examination as prescribed.

The seats under the NRI quota should be utilized by the bonafide NRIs only and for their children or wards. Therefore, the NRI financially supporting the candidates should either be the parent (Father or Mother) of the candidate or the spouse or the blood relatives of the candidates or legally declared as guardian of the candidate by the Court as per provisions in “The Guardians and Wards Act 1890”.

Candidates admitted under the “NRI” quota should submit the following documents.

NRI status of the financial supporter issued by the Indian Embassy of the respective country under their seal.

Candidates seeking admission have to qualify for the National Eligibility cum Entrance Test-NEET MDS 2023 conducted by the National Board of Examination.

Duration of the course –

The duration of the MDS Courses is Three years

Non-eligibility -

1. Candidates who are undergoing MDS courses are not eligible to apply for any MDS Courses.

2. Candidates who have already completed an MDS Course are not eligible to apply for admission to any other MDS Course.

3. Candidates who have joined an MDS course in any Branch and who have discontinued the course on any ground on or after the second round as per guidelines of the Dental Council of India, the candidate shall be considered as discontinued.

4. Candidates belonging to other states (other than Tamil Nadu) are not eligible for Government seats in Government Dental College and Government Quota seats in Self-Financing Dental Colleges.

Service candidates -

1. Competent authorities, who are issuing certificates for Government Medical officers, have to issue a complete Service Particular Proforma including their leave and deputation in detail. The Service particulars should be uploaded within the stipulated time.

2. The service candidates who have applied under the service quota should have a minimum of Five years left over service at the end of their Post Graduate Degree / Diploma Courses.

3. “Online Application process will be closed as per server time and will not allow the submission of application beyond closing time.”

Eligible service candidates -

1. The following categories of Medical Officers will be treated as Service Candidates for the purpose of allotment of seats -

2. Medical Officers selected by the Tamil Nadu Public Service Commission (TNPSC)/ Medical Services Recruitment Board (MRB) through a Competitive Written Examination/ Special Qualifying Examination and appointed in Tamil Nadu Medical Services should have completed a minimum of Two Years of continuous service, as on 31.03.2023

3. Medical Officers serving in Local Bodies in Tamil Nadu should have completed a minimum of two years of continuous service as on 31.03.2023

Non-eligibility for service quota -

1. Candidates who have been temporarily appointed and who have not completed two years of continuous service as of 31.03.2023 as per clause 12 (a) (i) of this prospectus are not eligible to apply for Post Graduate admission in the 2023-2024 session. If any application is received from such candidates or even if certified inadvertently by the competent authority, that application will be summarily rejected.

2. Candidates working in Institutions coming under the “Registered Societies Act” and “Self Financing Institutions” shall be considered as Non-Service candidates.

3. If any Medical Officer working in Government Institutions/local bodies apply as a Private candidate suppressing the fact, and if found later about their service status, their application will be summarily rejected, and their allotments will be cancelled if allotted.

Rank list –

1. The State Rank list will be drawn based on marks obtained in NEET MDS 2023 and additional weightage marks awarded to eligible in-service candidates who have been qualified in NEET MDS as per existing norms.

2. The service candidates shall be awarded an additional weightage of up to 10% of the NEET MDS eligible marks secured in the NEET MDS-2023 per year of completion of service in remote and or /difficult or rural areas.

Counselling process –

1. There are four rounds of counseling i.e., Round -1, Round -2, Mop-up and Stray round.

2. Mutual transfer/ Individual request for transfer of college will not be permitted under any circumstance.

3. Admission to MDS courses shall be made through online counselling on the basis of rank by applying the rule of reservation.

4. A candidate who has not registered and is not choice locked in the 1st round of online counselling will be permitted to attend the subsequent rounds of online counselling.

5. A candidate who has taken a seat and not joined /resigned from the course within the stipulated time in the first round of online counselling, he/she is eligible to attend the second round of online counselling.

6. Re-allotment is permitted during the second round of counselling only, based on Rank and Rule of Reservation.

7. Candidates selected for admission should give a self-declaration form at the time of reporting to the concerned Dental College that he/she is liable for forfeiture of selection/ admission if suppression of facts or misinterpretation is found at any time during or after the admission to the course.

8. If any suppression of facts is found later, the selection/admission will be liable for cancellation during or after the admission to the course based on the declaration.

Method of selection and admission –

1. Out of the seats sanctioned for MDS Courses, 50% of the total recognized/permitted seats are offered to All India Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% of the seats will be allotted under State Quota during counseling by the state.

2. Seats in Self-Financing Dental Colleges: Seat sharing with Self-Financing Minority and Non-Minority Dental Colleges will be as per State Policy and NMC Post Graduate Medical Education Regulation, 2000, and applicable Court Orders.

3. Allotment will be made only for the seats affiliated to the Tamil Nadu Dr. M.G.R Medical University for the Academic Year 2023 - 2024 session. Seats approved by the respective university for the MDS course for the 2023-2024 session will be displayed before the counseling

4. Management Quota Seats in Self-Financing Dental Colleges: Seat sharing with Self-Financing Minority and Non-Minority Colleges will be as per State Policy and MCI Post Graduate Medical Education Regulation, 2000, and applicable Court Orders.

5. Among seats under Management Quota, up to 15% of the total sanctioned seat will be allotted for NRI Quota. Vide Supreme Court of India civil appeal No.3345/2020 with 3346 - 3348/2020,3349/2020,3350/20203351-3352/2020 order dated 9.1.2020 Nilay Gupta Vs. Chairman NEET MDS Medical and Dental admission /counseling Board 2020 and Principal Govt Dental College & Ors.

5. Unfilled seats of the NRI Quota will be reverted to Management Quota.
