Issue duplicate NEET scorecards to FMGE 2026 aspirants who lost originals: Delhi HC directs NTA

New Delhi: Granting relief to several foreign medical graduates who had misplaced or lost their original NEET-UG scorecards, the Delhi High Court has directed the National Testing Agency (NTA) to issue them duplicates.

Taking cognisance of the fact that these students were preparing for the screening test i.e., the Foreign Medical Graduate Examination (FMGE), which is a mandatory eligibility requirement for practising medicine in India, the HC bench of Justice Jasmeet Singh observed, "I am of the view that since the petitioners are preparing for their examination which is crucial for their career prospects as doctors, it will not be possible for them to comply with all the aforesaid formalities at the last minute."

"Additionally, all the petitioners may write a letter stating that they are desirous of appearing for FMGE on 31.10.2026 and that shall be considered as sufficient compliance and be deemed as a valid application form by the NBEMS... The form of the aforesaid letter shall not be relevant or important, and it should just be in the nature of an intimation that the petitioners are desirous of participating in the examination on 31.10.2026," the bench further directed, while clarifying that the order would apply only to the petitioners in this case.

These directions were passed by the High Court bench while disposing of a batch of petitions seeking release of NEET-UG scorecards to enable the candidates to participate in the FMGE screening test scheduled to take place on October 31.

While considering these pleas, the HC bench took note of the fact that the petitioners' applications for the FMGE exam were incomplete due to the lack of their NEET-UG scorecards.

As per the schedule of the said examination, the applications are to be submitted on or before 25.09.2026 till 11:55 P.M., and an opportunity to rectify the deficiencies related to documents, including “eligibility certificate”, is permitted till 21.10.2026.

During the hearing of the case, the counsel for NTA pointed out to the Court the procedure for issuance of duplicate scorecards to candidates facing difficulties in retrieving their original scorecards. The counsel submitted that the procedure was specified in the public notice and office memorandum dated September 17, 2026.

The court took note of the list of documents that the candidates need to submit according to the procedure. Meanwhile, the counsel for NTA informed the Court that the NTA would not insist upon the police report requirement and would also not insist on attestation of photographs by a Gazetted Officer or head of the institution.

The bench observed that since the petitioners are preparing for a crucial examination, it would not be possible for them to comply with all the formalities at the last minute.

Accordingly, the Court modified the list of required documents. It asked the candidates to submit a duly filled and signed application, a self-attested affidavit declaring the facts and circumstances of loss of scorecard, two recent passport-size colour photographs of the Applicant without the requirement of stamp paper, self-attested photocopy of a government-issued identity document, details regarding availability of the admit card or registration slip, proof of payment of the requisite fee and a self-attested indemnity-cum-affidavit.

The bench also recorded the statement of NTA that the petitioners could deposit the prescribed fee through NEFT instead of a Demand Draft. "The proof the payment made using NEFT shall be annexed with the applications by the petitioners. An application with all the above particulars and documents shall be submitted to NTA within 7 days from today and the score card shall be generated within 7 days thereafter," clarified the bench.

"The petitioners can apply through the portal as well as by sending the application forms on the email Id provided under Clause No. 6.1 of the said office memorandum," it added.

Additionally, the bench directed that the petitioners could write a letter expressing their desire to appear in the DMGE scheduled for October 31 and such letter would be treated as sufficient compliance and a valid application by NBEMS.

"All the deficiencies shall be rectified by the petitioners by 21.10.2026 till 11:55 p.m...The Order passed today is only applicable to the present petitioners and from next examination onwards, the notification dated 17.09.2026 shall apply in accordance with law," ordered the bench.
