MBBS, BDS 2021 at University Of Delhi Faculty Of Medical Sciences: View eligibility criteria, fee, all admission details here
New Delhi: The University of Delhi Faculty of Medical Sciences (FMS) has invited applications from eligible candidates for admissions into MBBS, and BDS courses for this academic year.
All the concerned candidates seeking admissions for said courses in FMSC can view the eligibility criteria, application process, admission procedure, fee structure, seat matrix and other pertinent details mentioned below.
The Bachelor of Medicine and Bachelor of Surgery (MBBS) and Bachelor of Dental Surgery (BDS) admissions will be made to 15% All India Quota & 85% Delhi Quota at the FMS.
The normal duration of the MBBS course is 4-1/2 years, followed by one-year of compulsory rotating Internship Training and BDS is 4 years, followed by one year of compulsory rotating Internship Training.
Online Registration Fee for MBBS/ BDS Courses is Non-Refundable.
Fee for SC/ ST/ PwBD categories: Rs.1000/-
Fee for General/ OBC/ EWS categories: Rs.1500/-
MCC of DGHS is conducting Counseling for 15% All India Quota and 85% Internal Quota seats of Delhi University. Hence the rules of MCC will supersede and subsume that of Delhi University. Since, the same Rules & Regulations, software and timeline are used for the counseling of various quotas conducted by MCC, Delhi University is bound to follow the rules of India Quota for internal seats as well.
ADMISSION PROCESS:-
ONLINE REGISTRATION FOR COUNSELLING:
The Candidates are required to register themselves online on www.mcc.nic.in/ Ministry of health & family welfare (Govt. of India) to participate in counselling of UG (MBBS/ BDS) Courses 2021-2022.
Admission (After Successful allotment of MBBS/BDS seats by MCC for 85% Delhi Quota):
1. Only those candidates who are allotted seats in Colleges affiliated to University of Delhi, after successful allotment of seats by the Ministry of Health & Family Welfare (Government of India) are required to register themselves for admission online at Faculty of Medical Sciences, University of Delhi website www.fmsc.ac.in online link - Application for admission to MBBS/BDS for 85% Delhi Quota. They are required to complete the Registration by uploading their documents, photograph, signatures and the online payment of registration Fee.
2. Before initiating the registration for admission, the candidates are advised to refer to UG (MBBS/BDS) Bulletin of Information 2021 thoroughly.
3. Any candidate, who has not been allotted any seat in University of Delhi under 85% Delhi Quota or if otherwise ineligible to register for admission, somehow registered himself/herself on www.fmsc.ac.in, in such cases their registration will be invalid and no refund of fee will be done under any circumstances.
Admission Process after successful Allotment of seats by MCC/Ministry of Health & Family Welfare (Government of India):
(a) All the candidates seeking admission to the Under-graduate (MBBS/BDS) Courses are required to register online on website :www.fmsc.ac.in
(b) Online registration details for admission to the Under-graduate (MBBS/BDS) courses are available on Faculty website: www.fmsc.ac.in
(c) As a first time user, candidate shall create the login details
• In the "Confirm your Information" webpage, candidate shall provide the NEET-UG-2021 Roll No. and Date of Birth. Clicking on "View" button will display further details of the candidate.
• If the details are correct, candidate can click "Confirm" and proceed further.
• On the "New Registration" page, candidate has to enter a valid Mobile No. and Email ID which would be used for any future communication with the University for admission purpose.
• Candidate shall then create a password (of maximum six characters) for online registration purpose. This password does not need to be same as candidate's email account password, which is used to access one's email account.
• Candidate shall provide a valid mobile phone number (10 digit number without any prefix).
• Please verify that all the details given in the form are correct. This information will be used during the entire admission process. No change/modification is allowed. Please be careful in filling up the required information in all aspect.
(d) Applicant shall now log on to using "registered email-id" and created "password" to fill the online registration form.
(e) Applicant shall click the "Save" and proceed to check the details filled in the form.
(0 These are log-in information is used every time to log in to the applicant's account.
(g) Application shall upload the following (Wherever necessary):-
(1) Passport size photograph of the applicant (120x130) (only jpg & size 150K8)
(ii) Scanned signature of the applicant (200x50) (only jpg & size100KB)
(ill) Self-attested copy of NEET-UG-2021 Admit Card(only PDF & Size200KB)
(iv) Self -attested copy of NEET-UG-2021 Score Card(only PDF & Size 200KB)
(v) Self-attested copy of Aadhar Card (only PDF & Size 200KB)
(vi) Self-attested copy of Matriculation Certificate for verification of date of birth (only PDF & Size 200KB)
(vii) Self-attested copy of 11th hand 10+2 Mark-sheet (only PDF & Size 200KB)
(viii) Self-attested copy of 10+2 Certificate (only PDF & Size 200KB)
(ix) Certificate from the Principal of the School on prescribed proforma available at faculty website: www,fmsc.ac,in stating that (i) the school is situated within National Capital Territory of Delhi, (ii) the school is recognized by the CBSE/Council for the Indian School Certificate/ jamia Milia Islamia/PatracharVidyalya/National Institute of Open Schooling(NIOS), (iii) the school is conducting regular classes, (except NIOS/Patracharya Vidyalaya) (iv) the applicant has attended regular classes in the school for class (standard) 11th & 12th(except NIOS/Patrachar Vidyalaya) (only PDF & Size 200KB)
(x) The Candidates who have passed qualifying examination from Patrachar Vidyalaya or National Institute of Open Schooling will be eligible for admission in MBBS/BDS courses under 85% Delhi Quota provided their study center and the examination Center were within the National Capital Territory of Delhi (NcTD) and they must submit a certificate from the controlling authority of Patrachar Vidyalaya/NIOS in this regard(only PDF & Size 200KB
(xi) Self-attested copy of Character Certificate in Performa as prescribed by CBSE, issued by the Principal of the school last attended or any Gazetted Officer (only PDF & Size 200KB)
(xii) Self-attested copy of Scheduled Caste/Scheduled Tribe certificates described in Section -B, clause 1A, if applicable (only PDF & Size 200KB)
(xiii) Self-attested copy of Person with Disability (PwBd) certificate, if applicable (only PDF & Size200KB)
(xiv) Entitlement Certificate for C.W. category as described in Section -B Clause E, if applicable (only PDF & Size 200KB)
(xv) Self-attested copy of OBC Certificate as described in Section-B clause B, if applicable (only PDF & Size 200KB)
(xvi) Self-attested copy of the Non-Creamy layer certificate shall be for the financial year 2021-2022, issued on or after 1.04.2021 and OBC caste certificate as per the Central list for OBC's (only PDF & Size 200KB)
(xvii) Self-attested copy of the EWS certificate as described in section B Clause D(only PDF & Size 200KB)
(xviii) Self-attested copy of Overseas Citizens of India (OCI) card, if applicable (only PDF & Size 200KB)
(xix) Allotment Letter issued by Medical Counseling Committee (MCC), Ministry of Health & Family Welfare, Government of India.
Note: The candidates are required to bring printout of registration form, allotment letter alongwith original certificates 02 sets of self attested photocopies at the time of admission.
(h) Once all the above - mentioned files are uploaded, applicant can proceed with "Make Payment". Applicant can also update the uploaded files and application form using Back button before making payment. Once the payment is made, no changes can be made in the application form.
(i) Candidates application submission process shall be completed only after payment of the online registration fee.
(j) In case a candidate wishes to apply in more than one Course then the candidate is required to submit total fee as prescribed for each course applied separately.
(k) Please note that the candidature is subject to the candidate's fulfilling the minimum eligibility requirements prescribed for applying to the concerned programme of study. In case a candidate does not meet the minimum eligibility criteria prescribed for applying to the concerned programme. it is done at the candidate's own risk and cost and if at any stag, it is found that the minimum eligibility requirements are not fulfilled. the admission if granted. shall be cancelled ipsofacto . And the fee paid if any. shall not be refunded in any case.
After payment for the registration form, corrections, additions, deletions etc. in any manner shall NOT be allowed. The candidates are, therefore, advised to fill their forms carefully. |
Online Registration Fee (Common for 85% Delhi Quota and 15% All India Quota):
(a) Online Registration Fee (Non-Refundable):-
SC/ST and Person with Disabilities (PwBD) : Rs. 1000/-
For all other categories (Unreserved, OBC/EWS etc.) : Rs. 1500/-
(b) Registration fee has to be paid during online registration process through one of the available online payment options.
(C) It may be noted that the application submission process shall be completed only after payment of the online registration fee.
(D) The counseling for 85% Delhi Quota shall be done by MCC, Ministry of Health & Family Welfare, Government of India through online mode. The candidates are required to fulfill all the modalities for Registration for counselling as specified by MCC, Ministry of Health & Family Welfare, Govt. of India at www,mcc.nic.in. Also, all the Rules & Regulations of MCC shall be followed in letter and spirit for admission to UG courses.
Bachelor of Medicine and Bachelor of Surgery (MBBS) Bachelor of Dental Surgery (BDS)
I. Course. College, Institutions. Number of seats and duration of Course:
(a) The University of Delhi conducts MBBS Course in three Medical Colleges i.e. Lady Hardinge Medical College (LHMC), Maulana Azad Medical College (MAMC), University College of Medical Sciences (UCMS) and BDS Course at Maulana Azad Institute of Dental Sciences(MAIDS).
(b) Only female candidates are eligible for admission in LHMC.
(c) The 15% seats under All India Quota (AIQ) are allotted directly by the Directorate General of Health Services (DGHS) based on NEET-UG of respective year conducted by the National Testing Agency(NTA), Ministry of Education (MoE), Govt. of India. The University will fill up these seats according to the allotment made by Directorate General of Health Services, Govt. of India.
(d) Statement showing total number of seats in Under-Graduate Courses for the Session 2021-2022 is as follows:
Note:
1. Seats may be added/deleted depending upon the status of approval from the University/National Medical Commission/Dental Council of India/Ministry of Health & Family Welfare (MOHFW) Government of India. However, in case of any increase in intake capacity in the MBBS/BDS course, the same will be displayed before the start of the counseling session(s).
2. The candidates are advised to see the website of the Faculty of Medical Sciences / Medical Counseling Committee for the distribution of seats.
2. Eligibility Conditions/Requirement for admission to MBBS/BDS courses under 85% Delhi quota:-
(a) Age: The candidates should have completed the age of 17 (seventeen) years on or before 31st December 2021. The candidates completing the age of 17 years on 1st January 2022 or later on will not be eligible for admission, i.e., the candidate must be born on or before 31.12.2004.
NOTE: The candidates above 25 years are provisionally permitted to appear and their candidature is subjected to the outcome of pending Petitions before the Hon'ble Supreme Court.

(b) Qualifying examination:
(i) The educational qualification for admission is as per NEET conducted by National Testing Agency (NTA). Further to become eligible for 85% Delhi Quota, the candidate must have passed the 11th and 12th standard examination under 10 + 2 system conducted by CBSE/Indian school certificate examination/Jamia Millia Islamia, New Delhi or any other equivalent examination from a recognized school situated within the NCT of Delhi only. (see Appendix I)
(ii) The Candidates who have passed the qualifying examination from Patrachar Vidyalaya or National Institute of Open Schooling will be eligible for admission in MBBS/BDS courses under 85% Delhi Quota provided their study center and the examination Center were within the National Capital Territory of Delhi (NCTD) and they must upload a certificate from the controlling authority of Ptrachar Vidyalaya/NIOS in this regard.
NOTE:-However, the candidature of candidates who have passed the qualifying examination i.e. 10+2 from NIOS or state of open school or as private candidates from recognized state boards, or with Biology/Biotechnology as an additional subject shall be allowed subject to the outcome of the special leave petitions/Appeals filed by National Medical Commission (NMC).

(iii) The candidates who do not qualify for the NEET-UG-2021 Examination conducted by NTA are not eligible.
(iv) Further, guidelines/eligibility conditions and other requirements will be decided by the Medical Sciences Course Admission Committee (MCAC) from time to time.
(c) Medical fitness: The candidate should be medically fit for the course.
(d) The candidates seeking admission under PwBD category will be required to appear before the Medical Board of the Faculty of Medical Sciences, University of Delhi. The decision of the Medical Board will be final in this regard.
The Medical Board constituted by Delhi University will examine the candidates on the basis of the guidelines notified by the Government of India.(Appendix - "H - 1")
(e) The date of appearance before the Medical Board will be notified on the website www.fmsc.ac.in. No separate intimation will be given to individual candidates. No TA/DA will be provided.
(I) The candidates who do not appear before the Medical Board or are found medically unfit shall not be allowed to join the course.
Procedure for selection to MBBS/BDS Courses shall be as follows :
The University of Delhi will not conduct a separate entrance examination for admission to MBBS/BDS courses under 85% Delhi Quota. Candidates are required to appear in NEET- UG-2021 conducted by NTA.
Procedure for admission, assignment of College/Institution:
(a) The candidate will be required to produce admission tickets of NEET-UG - 2021 and all original certificates including score card of NEET-UG- 2021 at the time of admission to the MBBS/BDS Course.
(b) The admission would be made strictly on merit on the basis of the percentile of the eligible candidates in each category, determined by rank/ marks obtained in the NEET-UG-2021.
Counseling Schedule:-
The counseling for 85% Delhi Quota shall be done by the Ministry of Health & Family Welfare, Government of India through online mode. The candidates are required to fulfill all the modalities for Registration for counseling as specified by MCC, Govt. of India at www.mcc.nic,in.
Counseling procedure:-
(i) The counseling will be done by Medical Counseling Committee, Ministry of Health & Family Welfare, Govt of India, and the candidates are advised to visit the website of MCC (www.mcc.nic.in) for all updates and procedures relating to counseling.
(ii) The leftover seats provided by MCC will be filled up through the final/stray round of counseling as and when notified.
Important: Candidates, appearing in the final/stray round of counseling and offered admission in such final/stray round, must carry their original certificates in person and they will have no right to surrender their seats once accepted and no extension of time for joining will be granted.
An undertaking is to be given by the candidate to the effect that they are not pursuing MBBS/BDS course anywhere in India. In case admitted/pursuing MBBS/BDS course anywhere in India, they will be required to produce a cancellation certificate from the concerned College/ Institution at the time of reporting/joining.
Surety Bond Money:-
A bond worth Rs.3 lakhs with two sureties should be executed by the candidate at the time of their provisional admission. The admission will not be valid unless and until the Surety Bond is executed by the candidate. The Performa of Surety Bond is available on the website: www.fmsc.ac.in.
Rules regarding payment of Surety Bond Money:-
a. If a student surrenders seat in violation of MCC rules/instructions after joining the allotted institution.
b. If a student does not join the course at the allotted institution after allotment of seat in the Stray Round counseling.
c. If the student leaves the courses before its completion.
d. If the admission/registration of the student is canceled/terminated by the University on account of unsatisfactory performance/misconduct /indiscipline.
The Original Certificates of the students would be kept in the custody of the admitting institution and would be returned only after completion of the course or on payment of Surety Bond money, as the case may be. The thirty percent of the Bond Money thus collected will be deposited with the University (Faculty of Medical Sciences) by the institution and the rest could be utilized by the Institution for the development of U.G teaching and training programs.
General instructions for the candidates:
(1) The fee for online application for Persons with Benchmark Disabilities (PwBD) shall be applicable at par with Schedule Caste/Schedule Tribe candidates. (EC Resolution No. 64(24) dated 23.06.2006). The decision of the Medical Board will be final. In this regard, the Medical Board constituted by Delhi University will examine the candidates on the basis of the guidelines notified by the Government of India.
(ii) The Persons with Benchmark Disabilities (PwBD) shall be exempted from payment of fee, including examination fee and other University fee, except Admission fee, subscription towards Delhi University Students' Union and Identity card fee. (vide DU circular no. Aca.I/082/2001/PwBD/2012-13/355 dated 13th September 2012)
(iii) The candidature for the Under-graduate MBBS/BDS courses in the University of Delhi is a strictly provisional and mere appearance at the National Eligibility Entrance Test (NEET-UG-2021), and registering online with www.mcc.nic.in /Ministry of Health & Family Welfare (Government of India) as well as in the University of Delhi will not entitle the candidate for admission, which will be subjected to the marks/merit of NEET- UG-2021 and candidate's fulfilling all the requirements for admission. Those candidates who are not eligible would apply at their own risk and would not be entitled for admission. If at a later stage it is detected that they are not eligible as per rules, the registration and admission of such candidates will be invalid and no refund of the fee will be done under any circumstances.
Further, if any information furnished by the applicant is found fraudulent, incorrect, or untrue, at any time during admission/course, he/she shall be liable to criminal prosecution; it will entail disqualification and shall render the candidate unfit for admission without any notice. The candidate shall abide by the Rules and Regulations of the University.
(iv) The candidates shall comply with all the instructions while filling in the application form. Any error arising on this account shall be the responsibility of the candidates.
(v) Candidates, before filling in online application form, should satisfy themselves of their eligibility for admission to the courses. The candidates are required to go through the BOI carefully and acquaint themselves with all requirements with regard to the filling-in of the application form and admission process.
(vi) This Bulletin of Information contains only brief extracts of the ordinances, rules and regulations of the University. The candidates should, therefore, acquaint themselves with the relevant ordinances, rules and regulations of the University regarding eligibility requirements, payment of fee, attendance, examination and other matters pertaining to their respective courses.
(vii) The candidate should seek information with regard to the hostel and other facilities from the college concerned.
(viii) The various terms & conditions mentioned in the Bulletin of Information are subject to changes made in the Ordinances, Rules and Regulations by the University from time to time as per the decision of the University/ Medical Council of India. The University reserves the right to amend the rules at its discretion as and when considered necessary.
In case candidates are found to have furnished false information or document(s) etc. or are found to have withheld or concealed any material information while submitting their application, their candidature/ result/ admission will be canceled and the fee deposited by him/her shall be forfeited.
(x) The medium of teaching and examination for MBBS and BDS courses shall be English.
(xi) No TA/DA is admissible for appearing in the Admission/Counseling.
(xii) Admission shall not be claimed by any candidate as a matter of right. The admission shall be entirely at the discretion of the Medical Courses Admission Committee of the University, which may refuse to admit any candidate without assigning any reason thereof.
(xiii) In case of any dispute, the decision of the Medical Courses Admission Committee shall be final. However, an appeal may file with the Vice-Chancellor, the University of Delhi against such a decision.
(xiv) For all legal matters, the jurisdiction will be the National Capital Territory of Delhi only.
(xv) The candidates must register themselves for online Counseling on the stipulated date and time to be notified by the MCC (Government of India) website (www.mcc.nic.in /Ministry of Health & Family Welfare (Government of India) as per the schedule notified.
The candidates nominated by the Government of India (GOI) having qualifications of a University/ Board which are not recognized by the University, should submit an equivalence certificate from the Association of Indian Universities (AIU). The admission of these students shall be subject to recognition of their qualifications by the University. The list of foreign qualifications recognized by the University equivalent to 12th class examination under the 10+2 system is contained in Appendix-I

General Instructions for all the candidates who are seeking admission under CW category to various UG courses (MBBS/BDS/BAMS/BUMS/BHMS) under 85% Delhi Quota
1. Candidates are required to apply online by visiting the website of the Faculty of Medical Sciences i.e. www.fmsc.ac.in. ( go to the home page of www.fmsc.ac.in Course updates of MBBS/BDS click on the online form for CW Category under (85% Delhi Quota) to various UG courses (MBBS/BDS/BAMS/BUMS/BHMS) for the Academic session 2021-22.
2. Candidate must have a valid email ID for applying online form.
3. Fill the details to apply for seeking admission in UG Courses (MBBS/BDS/BAMS/BUMS/BHMS) under 85% Delhi Quota for the Academ Session 2021-22
