MP Round 2 counselling not over despite MCC AIQ Round 3 conclusion- NEET PG Candidates claim irregularities in seat allotment
New Delhi: Pointing out how the NEET PG 2024 Round 2 State Counselling has not been concluded yet in Madhya Pradesh, the NEET PG aspirants across the country have claimed that this is giving an undue advantage to the Madhya Pradesh students where people can choose between State Round 2 and AIQ Round 3 seats.
Apart from this, the candidates have also claimed that there was a huge negative shift in the seat allotment and upgradation of seats and institutes, compared to last year.
Highlighting these issues, a group of NEET PG aspirants from Telangana, Gujarat, Haryana, Bihar and Chhattisgarh recently wrote to the Medical Counselling Committee (MCC) and urged the Committee to reconduct the All India Counselling Round-3 after the completion of Round-2 counselling of all States or conduct a 4th round. They also urged MCC to give a chance for Upgradation to stray round to all candidates who have been allotted seat till All India Round-3.
They pointed out that, the Medical Counselling Committee (MCC) recently the Round-3 All India Counselling and the result was published on 27th January 2025.
However, as per the aspirants, after the publication of the results, several candidates were disappointed with the allotted seats as they claimed that there was a "humongous negative shift" in seat allotment and upgradation of seats and Institute.

In this regard, the NEET PG aspirants highlighted that there was a notable shifts in closing ranks for esteemed institutions- such as in case of Paediatrics at Ganga Ram Hospital Delhi, while the closing rank was 6043 in 2023, it became 3725 in 2024. In the case of BL Kapoor college, while the closing rank was 11040 in 2023, it was changed to 8867 in 2024.
Apart from this, they also pointed out that there was a significant influence of MP's substantial PG seat allocation (approximately 1500) compared to neighbouring states like Haryana (432 seats) and Punjab (408).
Writing to MCC in this regard, the pointed out that "This negative shift in seat allotment is attributed to MCC conducting the All India Counselling before the Madhya Pradesh State Round-2, which is contrary to the rule as well as the established practices."
"Since Madhya Pradesh has not yet conducted it's state round-2 counselling, a huge number of seats are already being blocked by MP candidates," they added.
"Conducting All India Counselling after MP Round 2 counselling would have potentially prevented seat blocking, ensuring deserving candidates secured their seats. The current counselling schedule can lead to vacancies and seat blocking, particularly when students resign from allotted seats. The 2023 counselling session exemplifies this issue, with numerous seat vacancies and resignations prompting additional rounds, including a special stray vacancy round," they further added in the letter.
The aspirants pointed out that now the MP candidates who will join the seat allotment by State Counselling will leave the All India seat, those seats will go to stray round which the already joined candidates from All India Round-3 would not be eligible.
"This is a massive disadvantage to us, since those seats which went into stray round was because of MCC prematurely conducting the All India round-3," they argued, further adding that "Undue advantage to state of Madhya Pradesh where people can choose State Round 2 and AIQ R3 causing disequilibrium in seat share."
Highlighting the impact of one State, especially how it can affect the counselling, they added, "let's see a gross idea of number of seats MP has for PG is approximately 1500. Now this number may seem small but if you compare it with number of seats of other states such as Haryana (432 seats) and Punjab (408) seats, it's significantly high."
Accordingly, they have urged the MCC to reconduct the All India Counselling Round-3 after the completion of Round-2 counselling of all states. Alternatively, they urged MCC to conduct the All India 4 th Round or they have demanded MCC to give a chance for Upgradation to stray round all candidates who have been allotted seats till All India Round 3.
"Please consider our request since we have put in our youthful years of work and We are the Health Care Fraternity of Our Nation going to build a strong future of Healthcare of our country...We request All the Authorities Including MCC, NMC ,State Medical Council and Directorate of Medical Education of Respective States, Health Ministry to kindly look into this matter and help us get Justice so that we can pursue our academic courses," they added.
