NEET PG: Telangana HC allows OCI cardholder to register under NRI quota

Hyderabad: Granting relief to a National Eligibility-Entrance Test Postgraduate (NEET-PG) aspirant holding an Overseas Citizen of India (OCI) card, the Telangana High Court has recently permitted the student to register for counselling under the Non-Resident Indian (NRI) quota.
However, the HC bench asked the petitioner, Pamula Sushanth Reddy, to submit the requisite certificates under the updated guidelines for availing of NRI seat eligibility, once such guidelines are issued by the Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS), Government of India.
The counsel for the petitioner submitted that registration for participating in NEET counselling for admission to postgraduate courses, both under the All India Quota and State Quota, may commence on any date. Therefore, the petitioner may be permitted to submit the OCI card for registration till updated guidelines for the NRI seats eligibility are issued by the Department concerned, argued the counsel.
Further, the petitioner's counsel informed the court that the petitioner has already applied for the issuance of an Embassy Certificate of the Sponsorer, which has been rejected on the ground that the OCI card suffices. On the other hand, the counsel for the KNRUHS submitted that the University is guided by the guidelines laid down by MCC.
Taking note of the same, the HC bench observed, "Be that as it may, since it appears that the updated guidelines for NRI seats eligibility are in the pipeline and registration for NEET PG Counselling may commence any date and that as the petitioner has OCI card, his application for registration under NRI quota be entertained on the basis of OCI card."
"However, the petitioner shall be required to submit the requisite certificates, as may be laid down under the updated guidelines for availing NRI seats eligibility to be issued by respondent No.1 as per the written instructions supplied to the learned counsel for Central Government, noted above," it further observed.
The matter has been listed for further hearing on 08.10.2025.
