NEET SS 2025 counselling: MCC clarifies on eligibility, non-upgradation, TN seats

The Special Stray Vacancy Round is being held for DM, MCh and DNB Super Speciality seats that remained vacant after Round 2 of counselling. The round follows a reduction in the qualifying percentile from the existing 50th percentile to the 30th percentile.

According to MCC, the special round is being conducted in compliance with the Supreme Court's order dated September 17, 2026, in Tamil Nadu Medical Officers Association & Anr Vs. Union of India & Ors., W.P. (Civil) No. 771 of 2026.

“In compliance to the order dated 17th Sept., 2026 of the Hon’ble Supreme Court in W.P (Civil) No. 771 of 2026 Tamil Nadu Medical Officers Association & Anr Vs. Union of India & Ors. a Special Stray Vacancy Round is being conducted after reduction of percentile from the existing 50th percentile to 30th percentile”, the notice stated.

In view of the above, as per the MCC, the participating candidates are advised to note the following points-

1 The Special Stray Vacancy Round of SS Counselling 2025 is being conducted for D.M/ M.Ch/ DNB SS seats (left vacant subsequent to Round-2 of counselling) and after reduction of percentile.

2 The Special Stray Vacancy Round is a Non- Upgradation Round. Candidates who were not allotted any seats in previous rounds and candidates who have become eligible after reduction of percentile will be able to participate.

3 The in-service vacant seats of Tamil Nadu, (if any, left vacant after Stray Round of Tamil Nadu state), are expected to be reverted by state counselling authority of Tamil Nadu on 28.09.2026. Once received, the in- service seats will be added in the seat matrix of All India SS Counselling 2025.
