TN Health invites applications for DNB Broad Speciality Post MBBS, Post Diploma, 2-year Diploma courses, Check admission details here
Tamil Nadu: The Directorate of Medical Education Tamil Nadu, (DME, TN Health) has invited online applications for admission to DNB Broad Specialty (Post MBBS, Post Diploma) and 2 Years Diploma Courses (Post MBBS) for service candidates.
The concerned interested candidates can apply till 18.09.2024 Upto 05:00 P.M. Rest of the dates will be notified later.
The details from the prospectus for admission to DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) in 2024-2025 session in Tamil Nadu Government Medical Colleges affiliated to The Tamil Nadu Dr.M.G.R Medical University and DNB accreditated Institutions of Government Head Quarters Hospital, sub–district hospitals, are as follows:-
All admissions and resignations will be made through online mode only. Any admission or resignation taken in offline mode will not be accepted. Hospitals taking offline admission or resignation may face the legal consequences at their own risk and are advised against such practices. (Candidates kindly note that – resignation applies to allotted candidates of Round 1 & Round 2)
(a) Application fee :
At the time of Application all candidates must pay the application fee of Rs.3,000/- (Nonrefundable)
➢ Prospectus is available online free of cost
➢ Scheduled Caste / Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are exempted from payment of the cost of online application.
(b) Registration Fee :
b. At the time of registration for counselling, all candidates must pay the non-refundable registration fee of Rs.1000/- (Rupees One Thousand only).
Security Deposit:
Government Institutions / Hospitals- Rs.30,000/-
➢ Security Deposit will be refunded to candidates, within three months after end of entire counselling process.
➢ No interest amount for Security Deposit will be paid to the candidates.
➢ The Government reserves its right to amend the prospectus and make any modification in this prospectus during any phase of counselling process and to implement / adhere to any modification instructed by Honorable Court Orders and DGHS / MCC / NBEMS time to time.
➢ Legal issues if any shall be under the Jurisdiction of Hon’ble High Court of Madras.
GENERAL INSTRUCTIONS:
(a) (i) Only service candidates are eligible to apply for DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course), 2024-2025 session for State Quota seats as per letter Reference No. NBEMS / EDO / 2022 / 2705 dated 01.06.2022.
(ii) Candidates seeking admission to DNB Broad Specialty (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) in 2024-2025 session in Tamil Nadu Government Medical Colleges affiliated to The Tamil Nadu Dr.M.G.R Medical University, DNB accreditated Institutions of Government Head Quarters Hospital, sub–district hospitals can access the application from the websites
METHOD OF FEE PAYMENT:
(iii) Non-refundable application cum processing fee Rs.3,000/- Method of all fee payments through online payment portal only.
➢ Candidates have to pay application Fee through online via Debit Card / Credit Card / Net Banking or RTGS.
➢ Necessary facilities have been provided for making online payment through online payment portal.
➢ Candidates must note that mere deduction of fee from the Bank account is not a proof of fee payment.
➢ Check the validity and transaction limit of your Debit / Credit Card / Net banking / UPI to be checked and everything to be kept ready, while logging on to the website for online payment transaction. Candidate should enter the information asked for and make payment through Debit / Credit Card / Net banking / UPI as the case may be.
➢ All candidates should make sure sufficient transaction limit is available for their fee payment before remitting their Payment.
➢ All candidates should make sure to apply in time and avoid last minute rush.
➢ No extension of time for applying online will be entertained.
(iv) Scheduled Caste / Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are exempted from payment of the cost of online application (Application Fees).
(v) Service Candidates should upload their service particulars duly certified by the forwarding Authority with date and seal, along with the filled in online application form before 18.09.2024 05.00 PM.
(vi) The last date for submission of online application form will be upto 05:00 P.M on 18.09.2024. Thereafter there is no provision for the candidates to submit their online application form.
(b) As per W.P.No.27151/2022 dated 14.11.2022 Medical Officers working in any Government Institution should get their Service Proforma duly certified by the Designated Authority with date and seal and upload the same along with online application. Otherwise the application will be summarily rejected.
(c) Candidates seeking admission under special category (Persons with Disabilities) should upload filled and certified (within 3 months) special category form provided in the prospectus and upload the same along with online application.
(d) If photocopy of the Medical certificate for Persons with Disability (PwD) is not uploaded, then the Special Category candidate’s application will be considered under the General Category only.
(e) The entire study period will be treated as study leave following approval and permission from the Head of the Department as per state rules and norms.
The Government reserves its right to amend the prospectus and make any modification in this prospectus during any phase of counselling process and to implement / adhere to any modification instructed by Hon’ble High Court orders and DGHS / MCC / NBEMS from time to time. Legal issues if any shall be under the Jurisdiction of Hon’ble High Court of Madras.
ELIGIBILITY CRITERIA:
(a) Candidates seeking admission in DNB Broad Specialty (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course). He / She will have to qualify for the National Eligibility cum Entrance Test-NEET PG 2024 / DNB PD-CET conducted by the National Board of Examination. The eligibility criteria prescribed by the Director General of Health Services, Government of India, New Delhi, in accordance with Post Graduate Medical Education Regulations (as per latest amendment) notified by Board of Governors in supersession of the Medical Council of India with prior approval of Ministry of Health and Family Welfare, Government of India, New Delhi shall be taken into account for admission to DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) for the academic year 2024-2025.
(b) Candidates should be Citizens of India and should have undergone MBBS course including the entire Compulsory Rotatory Medical Internship (CRMI) period in the State of Tamil Nadu.
(c) The candidates who are claiming Nativity of Tamil Nadu and have completed MBBS in other states should upload their Certificates of Nativity of Tamil Nadu issued by the competent authority from the Revenue Department of Tamil Nadu Government with official seal. Candidates are advised against dual nativity and if found anytime during admission or course of study, their allotment will be cancelled and appropriate legal action would be initiated by competent authorities. Candidates who are claiming community reservation of Tamil Nadu should upload both the following certificates:-
(i) Community certificate issued by competent authority from Revenue Department of Tamil Nadu Government with official seal and (ii) Community certificate of either one of the parents issued by competent authority from Revenue Department of Tamil Nadu with official seal.
(d) The candidates are instructed to upload the following documents in addition to above:-
➢ Copy of Aadhaar Card
➢ Copy of Driving Licence or Voter’s ID or Passport, as supportive document
While in Tamil Nadu, the candidates should obtain minimum of marks at 50 percentiles for the General Category in NEET PG 2024 / DNB PD-CET 2024.
However, for the candidates who are natives of Tamil Nadu belonging to Scheduled Castes, Scheduled Castes (Arunthathiyar), Scheduled Tribes, Backward Classes, Backward Classes (Muslim), Most Backward Classes and Denotified Communities, the minimum marks shall be at 40th percentile in NEET PG 2024 / DNB PD-CET 2024.
In respect of candidates with Person with Disability (SC-PH/ST-PH/OBC-PH), the minimum marks shall be at 40th percentile in NEET PG 2024.
In respect of candidates with Person with Disability (General Category), the minimum marks shall be at 45th percentile in NEET PG 2024.
(e) Candidates who are pursuing their Diploma courses (including All India Quota) are eligible to apply for DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) Courses in the same academic year of 2024-2025, if he/she complete the course before commencement of counselling process (date of notification of online application).
(f) Candidates who have cleared their MBBS Examination and completed / completing the CRMI period on or before 15-08-2024 are only eligible to apply for DNB Broad Specialty Post MBBS and Post MBBS Diploma Seats (2 years Diploma Course) 2024-25 session.
However, the candidates should possess the Permanent Medical Council Registration Certificate of the States or of India or the Provisional Registration Certificate of the Medical Council at the time of the Counselling / admission.
Candidates should possess M.B.B.S. Degree awarded by the Tamil Nadu Dr. M.G.R Medical University or any other University recognized by the Medical Council of India and the candidates who have qualified from other University should produce ELIGIBILITY CERTIFICATE from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai - 600 032 at the time of admission / Counselling.
(a) The duration of the DNB Broad Speciality (Post MBBS and Post Diploma) is three years and Diploma Courses 2024 (Post MBBS) is two years.
(b) Whereas, for the Diploma candidates, who have undergone two year course in the same Specialty, shall be two years in DNB Broad Speciality and three years for other specialties.
(c) The Post MBBS Diploma Seats (2 years Diploma Course) Broad Speciality Course is introduced from 2020-2021.
The above concession is not applicable for those who have undergone one-year Diploma course either in the same or other specialties.
NON-ELIGIBILITY:
(a) Candidates who join a DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) 2024-2025 session in any Branch and discontinue the course on any Rounds on or after the Round 2 as per the guidelines of National Broad of Examinations, are not eligible to apply for subsequent academic year for any DNB Broad Specialty Post MBBS and Post Diploma and Post MBBS Diploma Seats (2 years Diploma Course) Courses as per NBE norms. Further the candidate shall be considered as discontinued and should pay the Discontinuation Fee as per Clause 23(b) of this Prospectus.
(b) The candidates who take allotments for DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) 2024-2025 session in any branch in the Mop-Up Round of counselling must join the courses, if not, they are not eligible to apply for subsequent academic year for any DNB Broad Specialty Post MBBS and Post Diploma and Post MBBS Diploma Seats (2 years Diploma Course) session as per NBE norms for 2022. The candidate shall be considered as discontinued and should pay the discontinuation fee as per clause 23(c) of this prospectus.
A candidate who is already a Diploma holder is not eligible to apply for Post MBBS Diploma Seats (2 years Diploma Course) 2024-2025 session, but can apply for DNB Broad Speciality (Post MBBS and Post Diploma) 2024-2025 session.
(a) Candidates who have already completed a Post graduate Degree / DNB / Equivalent Courses are not eligible to apply for admission to any other DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) 2024-2025 session.
(b) Candidates belonging to other states (other than Tamil Nadu) are not eligible to apply for DNB Broad Speciality (Post MBBS and Post Diploma) Post MBBS Diploma Seats (2 years Diploma Course) 2024-2025 session.
If any of eligibility criteria and non-eligibility criteria mentioned in this prospectus are suppressed / hidden by the candidate, it will result in cancelling the allotment order and appropriate legal / disciplinary action will be taken against them.
SERVICE CANDIDATES:
Candidates should fill online proforma, then download it and get it verified and signed by competent forwarding authority with official seal. Competent authorities who are issuing certificates for Government Medical officers, have to issue a complete Service Proforma including candidate’s leave and deputation in detail. This complete service particular should be uploaded by the candidate within the stipulated time
➢ The service candidates who have applied under service quota, should have minimum of Five years of left over service, at the completion of their DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course).
➢ “Online Application process will be closed as per server time and will not allow the submission of application beyond closing time”.
Eligible Service Candidates:
(a) The following categories of Medical Officers will be treated as Service Candidates for the purpose of allotment of seats:
i. Medical Officers selected by the Tamil Nadu Public Service Commission (TNPSC) / Medical Services Recruitment Board (MRB) through Competitive Written Examination / Special Qualifying Examination and appointed in Tamil Nadu Medical Services should have completed minimum Two Years of continuous service, as on 31.03.2024.
ii. Medical Officers serving in Local Bodies in Tamil Nadu should have completed minimum two years of continuous service, as on 31.03.2024.
Non-Eligibility for Service Quota (Private candidates are not eligible for (In-Service Doctors Quota)
(b) Candidates who have been temporarily appointed and who have not completed two years of continuous service as on 31.03.2024 as per clause 12 (a) (i) of this prospectus, are not eligible to apply for Post Graduate admission in 2024-2025 session. If any application received from such candidates or even if certified inadvertently by the competent authority, that application will be summarily rejected.
(c) Candidates working in Institutions coming under “Registered Societies Act” and “Self Financing Institutions” shall be considered as Non-Service candidates.
(d) If any Medical Officer working in Government Institutions / Local Bodies apply as Private candidates suppressing the fact of this employment, and if found later about their service status, their application will be summarily rejected and their allotments will be cancelled, if allotted.
PROCEDURE FOR FILLING & SUBMISSION OF APPLICATION:
a) (i) The candidate should log on in any one of the following websites:
At the time of online Application all candidates must pay the application fee of Rs.3,000/- (Nonrefundable) through online payment portal. Online portal for applying for admission to PG courses will be available between 12:00 Noon on 11.09.2024 and upto 05.00 P.M on 18.09.2024 as per server time. Candidates should fill up all mandatory column, upload all required documents and complete online application. The candidate may download a printed version of application for their future reference.
(ii) Change of particulars in the online Application shall not be entertained under any circumstances after completing final submission of online application. No offline submission of documents is accepted.
(iii) Incomplete applications will NOT be accepted.
(iv) Candidates are advised to submit only one online Application.
(v) Candidates should ensure that all information entered in the online application are true and correct.
(vi) The Government reserves its right to amend the prospectus and make any modification in this prospectus during any phase of counselling process and to implement / adhere to any modification by DGHS / MCC and honorable court of law.
Candidates must upload only visibly clear Self-attested photocopies of certificates / documents.
(a) (i) NEET PG 2024 - Admit Card / DNB PD-CET 2024 admit card.
(ii) NEET PG 2024 - Score Card / DNB PD-CET 2024 score card.
(b) MBBS Degree Certificate and Diploma Certificate or Provisional Pass Certificate.
(c) CRMI Completion Certificate.
(d) Permanent or Provisional Medical Registration Certificate issued by the Medical Council of India / State Medical Council.
(e) Community Certificate issued by the competent authority of the Government of Tamil Nadu indicating the community status of candidates belonging to Backward Community / Backward Community (Muslim) / Most Backward Community / De notified Communities / Schedule Caste / Schedule Caste (Arunthathiyar). Scheduled Tribe candidates should produce community certificates issued by a Revenue Divisional Officer of the competent jurisdiction, Government of Tamil Nadu.
(f) TNPSC / MRB (through competitive written examination) Selection & Posting Order (For Service Candidates).
(g) Nativity Certificate by competent authority. Candidates who are claiming Nativity and Community reservation of Tamil Nadu should upload both of their,
(i) Community Certificate issued by competent authority of Revenue Department of Tamil Nadu Government with official seal and
(ii) Community certificate of either one of the Parents issued by Competent Authority of Revenue department of Tamil Nadu Government with official seal.
(h) For candidates applying under Persons with Disability (PwD) category should obtain recent medical certificate from regional medical board and upload clear copy of the Persons with Disability (PwD) certificate.
(i) To upload eligibility certificate obtained from the Tamil Nadu Dr. MGR Medical University, Guindy, Chennai-32. (Only for the candidates who have qualified from other Universities).
(j) Candidates are instructed to produce all original Certificates / Documents for certificate verification at their allotted Institution.
(k) Same photo that has been uploaded for NEET PG 2024-Admit Card / DNB PD-CET 2024, must be uploaded during online application
(l) Post Card size colour photograph (4”x6”) (size: 50kb to 300kb) to be uploaded.
(m) Clearly visible copy of Aadhaar Card to be uploaded; Copy of Passport or Voter’s ID or Driving license to be uploaded, as supportive document.
Incomplete application and applications without clearly visible documents will be summarily rejected.
RANK LIST
The State Rank list will be drawn based on marks obtained in NEET PG 2024-DNB PDCET 2024.
Selection Committee will publish Provisional Rank Lists on the following official websites after completion of scrutiny of all applications received for this academic year 2024-2025

COUNSELLING PROCEDURES:
There are four Rounds of counselling i.e., Round-1, Round-2, Round 3 (Mop up) and Stray Round. (SUBJECT TO CHANGE AS PER THE GUIDELINES OF DGHS / MCC / NBEMS NORMS & COURT ORDERS)
➢ Mutual transfer / Individual request for transfer of college will not be permitted under any circumstances.
(a) (i) Admission to DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) courses, shall be made through ONLINE COUNSELLING on the basis of rank by applying the rule of reservation.
(ii) A Candidate who has not registered and not choice locked in the Round 1 of ONLINE COUNSELLING will be permitted to attend the subsequent Rounds of ONLINE COUNSELLING.
(iii) A candidate who has taken a seat and not joined / resigned the course within the stipulated time in the Round 1 of online counselling is eligible to attend the Round 2 of ONLINE COUNSELLING.
(b) Re-allotment is permitted during the Round 2 & Round 3 of counselling only, based on Rank and Rule of Reservation.
Candidates selected for admission should give a self-declaration form at the time of reporting to the Medical College concerned that he/she is liable for forfeiture of selection / admission if suppression of facts or mis-interpretation is found at any time during or after the admission to the course.
If any suppression of facts is found later, the selection / admission will be liable for cancellation during or after the admission to the course based on the declaration. Further, he/she will not be allowed to apply for the DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma (Post MBBS) for subsequent two academic years.
The candidates should download their provisional allotment order and join the course in the DNB institutions (District Head Quarters Hospitals and Sub-District Hospitals) concerned on or before the date and time stipulated.
Physical Reporting:
The candidates should produce the following original certificates at the time of joining in their allotted Institutions along with the scanned copy of original certificates:
(a) (i) NEET PG 2024-Admit Card / DNB PD-CET 2024 - Admit Card.
(ii) NEET PG 2024-Score Card / DNB PD-CET 2024 - Score Card.
(b) Aadhaar card and Passport / Voter’s ID / Driving Licence.
(c) MBBS Degree Certificate and Diploma Certificate (if applicable) or Provisional Pass Certificate.
(d) CRMI Completion Certificate.
(e) Permanent or Provisional Medical Registration Certificate issued by the Medical Council of India / State Medical Council.
(f) Community Certificate issued by the competent authority indicating the community status of candidates belonging to Backward Community / Backward Community (Muslim) / Most Backward Community / Denotified Communities / Schedule Caste / Schedule Caste (Arunthathiyar).
➢ Scheduled Tribe candidates should produce community certificates issued by a Revenue Divisional Officer of the competent jurisdiction.
(g) For Service Candidates TNPSC / MRB (through competitive written examination) Selection & Posting orders
(h) Nativity Certificate as mentioned in clause 5(c).
(i) Regional Medical Board Certificate (recent which was submitted during NEET PG 2024-/ DNB PD-CET 2024) for Person with Disabilities (PwD) (Bench Marked)
(j) Eligibility Certificate - To be obtained from the Tamil Nadu Dr. MGR Medical University, Guindy, Chennai-32. (Only for the candidates who have qualified from other Universities)
(k) Post Card size colour photograph (4”x6”) (size: 50kb to 300kb) to be uploaded.
(a) If the candidates do not report physically within stipulated date in particular institutions it will be treated as not joined and the seat will be treated as vacant.
(b) The NBE (National Board of Examinations, New Delhi) candidates who discontinue the course on or after the stipulated date specified by NBE (National Board of Examinations, New Delhi) / counselling should pay the Discontinuation Fees besides foregoing tuition fees already paid by them as specified below to the Dean of the respective College, the sum as specified below in total by means of a Demand Draft drawn in favour of "The Director of Medical & Rural Health Services, Chennai — 6", payable at Chennai.
➢ For DNB Broad Specialty Post MBBS and Post Diploma DNB Courses - Rs.15 lakhs
➢ For DNB Broad Specialty Post MBBS Diploma Seats (2 years Diploma Course) - Rs.10 lakhs
(c) The State Quota candidates who joined and discontinue the course after the resignation period as stipulated by Selection Committee should pay the Discontinuation Fees besides foregoing tuition fees already paid by them to the Head of the Institutions / Dean of the respective College, the sum as specified below in total by means of a Demand Draft drawn in favour of “The Director of Medical & Rural Health Services, Chennai – 6, payable at Chennai.
Discontinuation fees for
➢ DNB Broad Speciality (Post MBBS and Post Diploma) - Rs.15 Lakhs.
➢ Post MBBS Diploma Seats (2 years Diploma Course) - Rs.10 lakhs.
Unless the aforesaid discontinuation fee is paid in total, the candidates will not be relieved and original certificates produced by the candidates at the time of admission will be retained by the institutions concerned.
ROUND 1 OF COUNSELLING:
All eligible candidates participating by ONLINE COUNSELLING for DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) Courses will have to remit a non-refundable amount of Rs.1000/- through online as registration cum processing fee and the fee should be remitted online by logging on to the web portal of the official website.
The candidates allotted during Round 1 of the online counselling should download their
provisional allotment order and join the course in the DNB institutions (District Head Quarters Hospitals and Sub-District Hospitals) concerned on or before the date and time stipulated with relevant documents. (As mentioned in Clause 22)
ROUND 2 OF COUNSELLING:
(a) Round 2 of online counselling will be conducted for the vacancies arising due to not joined / not allotted seats and / or newly sanctioned seats arising after the Round 1 of counselling. The vacancies will be filled as per rank and communal reservation.
b) A Candidate who has not registered and not choice locked in the Round 1 of ONLINE COUNSELLING will be permitted to attend Round 2 of ONLINE COUNSELLING.
c) A candidate who has taken a seat and not joined / resigned the course within the stipulated time in the Round 1 of online counselling, is eligible to attend Round 2 of ONLINE COUNSELLING.
(d) Candidates who retained their seat allotted during Round 1 beyond stipulated date, or who have taken re-allotment seat during Round 2 or candidates who got newly allotted during Round 2 will be permitted to vacate the seat within the stipulated date given by Selection Committee. e) Candidates who have joined the allotted seat in Round 2 will be allowed to resign within the stipulated date given by Selection Committee (SUBJECT TO CHANGE AS PER THE GUIDELINES OF DGHS / MCC NORMS & COURT ORDERS)
➢ The State Quota candidates who joined and discontinue the course after the date as stipulated by Selection Committee (after Round 2) should pay the Discontinuation Fees besides foregoing tuition fees already paid by them as specified in Clause 23 (c) to the head of the institution / Dean of the respective Colleges, the sum as specified below in total by means of a Demand Draft drawn in favour of “The Director Medical & Rural Health Services, Chennai – 6”, payable at Chennai.
Discontinuation fees for
➢ DNB Broad Speciality (Post MBBS and Post Diploma) - Rs.15 lakhs.
➢ Post MBBS Diploma Seats (2 years Diploma Course) - Rs.10 lakhs
(f) If the candidate is allotted and has not downloaded the allotment order and has Not joined the course after completion of Round 2 of ONLINE CONSELLING, then he/she will have to forfeit the Registration Fee and Security Deposit paid by them.
(c) Virtual Vacancies - Any Candidate who has been allotted a seat in Round 1 and has opted for up-gradation in Round 2, that allotted seat of Round 1 will be shown as virtual vacancy in Round 2, any Candidates can fill the said seat (virtual seat) during the choice filling in Round 2. However, such seat will be allotted in Round 2 only if the allotted candidate of Round 1 vacates in Round 2. Thus, that virtual vacancy becomes real vacancy, it is open to all in the order of merit. The same rule applies for up-gradation in Round 2.

ROUND 3 (MOP-UP)
(a) After completion of Round 2 of ONLINE COUNSELLING, the remaining vacancies will be filled up with the candidates from the Rank list by Round 3 (MOP UP) ONLINE COUNSELLING.
(b) (i) If the candidate is allotted any seat from his / her locked choices in Round 1 & 2 and has joined, then the candidate can go for upgradation in Round 3 (Mop-up) counselling.
(ii) If the candidate is allotted but has NOT joined the course after downloading the allotment order in the MOP-UP Round (Round 3) of online counselling, then they will have to forfeit the Registration fee, Security Deposit and tuition fee paid by them.
(iii) A candidate is allotted a seat but not joined the course and not downloaded the allotment order in the Mop-up Round (Round 3) of online counselling, then they will have to forfeit the Registration fee, Security Deposit and Tuition fee paid by them.
A candidate allotted a seat in Mop up Round in State counselling shall be ineligible to participate in any further counselling. Hence the candidates are advised to exercise due diligence in their options and do not fill unwanted options to seats in which they do not wish to pursue studies. ii. Candidates who freshly register for Round 3 (Mop-up Round) also need to pay Registration fee.

iii. Only Candidates who have not been allotted in Round 1 and 2, need not pay Registration fees.
ELIGIBILITY CRITERIA FOR ROUND 3 (MOP UP)
i. The candidates who have not been allotted in Round 1 and Round 2 counselling.
ii. The candidates who have been allotted / Joined / not joined in Round 1 & Round 2 of State Quota and All India Quota are eligible to participate in this counselling.
iii. A candidate who has not registered and not choice locked in the Round 1 or Round 2 ONLINE COUNSELLING will be permitted to attend mop up Rounds of ONLINE COUNSELLING.
iv. The candidates who have joined PG course in Round 1 and (or) Round 2 of state counselling but resigned in Round 2 within the stipulated date are eligible to participate in Mop Up Counselling.

Non- Eligibility Criteria for Round 3 (Mop up Round)
i). The candidates who resigned after Round 2 after the stipulated time are not eligible for Round 3 (Mop up)

Stray Round conducted by Selection Committee Registration fee for Stray Vacancy Round: Rs.1000/-
a) Candidates who have been allotted and not joined / resigned / Round 1 and Round 2 have to pay registration fee to participate in Stray Round.
b) Candidates who freshly register for Stray Round also need to pay registration fee.
c) Only Candidates who have not been allotted in Round 1, 2 and Round 3 (Mop-up Round), need not pay registration fees.
d) Candidates who discontinued with penalty after the stipulated time cannot participate in further Rounds of counselling.

Eligible candidates:
i. The candidates who have not been allotted in Round 1, Round 2, Round 3 counselling.

ii. The candidates who have been allotted, but not joined in Round 1, Round 2 of State Quota and All India Quota are eligible to participate in this counselling.
iii. A Candidate who has not registered and not choice locked in the Round 1 or Round 2 or Mop-up Round of ONLINE COUNSELLING will be permitted to attend Stray Round of ONLINE COUNSELLING.
Non-Eligible Candidates:
i) The candidates who are holding a PG seat in Round 1, Round 2 and Round 3 (Mop-up Round) of State Counselling are not eligible to participate in Stray Round of counselling.

ii). The candidates who is holding a seat allotted in Round 1& Round 2 and Round 3 in All India Quota / Deemed University / DNB (conducted by NBE) is not eligible to participate in Stray Round of counselling (SUBJECT TO CHANGE AS PER THE GUIDELINES OF DGHS / MCC NORMS & COURT ORDERS)
iii). The candidates who have been allotted in Stray Round of All India Quota / Deemed university / DNB (conducted by NBE) are not eligible to participate in state Stray Round of counselling.
iv) A candidate allotted a seat in Round 3 (Mop-up Round) of state counselling and not joined the seat cannot participate in further Round of counselling. Since this is a Stray Vacancy Round, if any seat is allotted to the candidate according to their choice filling, he/she should join without fail.
Any further Round of counselling if directed by DGHS may be conducted.
METHOD OF SELECTION AND ADMISSION
DNB Seats in Government Medical Colleges and Government Hospitals:
Out of the total recognized / permitted seats for DNB Broad Specialty Post MBBS, Post Diploma and Post MBBS Diploma Seats (2 years Diploma Course) 50% are offered to All India Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% of the seats will be allotted under State Quota during State counselling.
(a) The selection will be made as per merit list and by applying the Rule of Reservation / 200-point Roster method followed by the Government of Tamil Nadu wherever applicable.
(b) 200 Points Roster method of rule of reservation will be followed if the seats are more than 1 and less than 8 in each and every Branch as per the orders of Government of Tamil Nadu vide G.O.Ms.No.241, Personnel and Administrative Reforms (K) Department, dated 29-10-2007. This is subject to the final verdict of the Supreme Court of India in the Civil Appeal 6049-6050/2010 filed by the Government of Tamil Nadu against the orders passed by the Division Bench of the Hon’ble High Court of Madras dated 12.05.2009 in W.A Nos.763 and 764/2007 in W.P No 7067/2009.
(c) If only one seat is available in any Speciality, that seat will be allotted on rank basis only.
(d) If the seats are 8 and more, the rule of reservation shall be as follows: -
Open Competition - 31%
Backward Class - 30%
Most Backward Class / De-notified Community - 20%
Scheduled Caste - 18%
Scheduled Tribe - 1%
Within the 30% reservation for Backward Classes 3.5% reservation will be provided for Backward Class Muslims. 16% of seats out of 18% quota earmarked for Scheduled Caste, shall be allocated to the Scheduled Caste (Arunthathiyar) Community.
(e) The Person with disabilities – Special Category allotment will be done ahead of the General Category as per the counselling schedule which will be available on the official websites. There will be no re-allotment / change of college allotted for the Special Category.
(f) If adequate numbers of eligible candidates are not available under Special Category, the earmarked seats of Special Category will be reverted back to general category. When seats are available in any specialty in Special Category, then that candidate cannot opt to remain in Waiting List. Any discontinued / not joined vacancies in Special Category will be added to General Category.
(g) SCA community shall be filled by candidates belonging to SC community as per merit vice versa (G.O. (Ms,) No. 55, P & A R Dept., dated 08.04.2010). Hence SC candidates can register and choice lock for remaining unfilled SCA seats also.
(h) Any remaining reserved seats in ST quota for want of adequate number of eligible candidates belonging to ST can be filled by SC community as per merit (G.O. (Ms.) No. 77, H & FW Dept., dated 24.02.2011). Hence SC candidates can register and choice lock for remaining unfilled ST seats also.
(i) Any remaining unfilled seats in BCM community for want of adequate number of eligible candidates after exhausting the merit list shall be filled up on merit basis by candidates belonging to BC community without exceeding the quota for BC community as a whole (G.O. (Ms.) No. 30, H & FW Dept., dated 18.01.2012). Hence BC candidates can register and choice lock for remaining unfilled BCM seats also.
(j) Even after filling up of the required seats reserved for Arunthathiyars on preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyars in the inter-se merit among them. (G.O.(Ms.) No.65, Personnel and Administrative Reforms (K) Department, dated 27.05.2009)
i. If a seat is allotted in this counselling according to their choices, he/she should join in the respective colleges. Candidates should be vigilant while choice filling.
ii. As per Government prospectus clause 30 (f) 2024-2025, if there are no eligible PWD candidates opting for DNB Broad Speciality (Post MBBS and Post Diploma) and Post MBBS Diploma Seats (2 years Diploma Course) Courses, the same will be allotted to eligible General Category candidates.
TUITION FEE
Fees payable in Government Institutions:
➢ The selected candidates have to pay Tuition Fee and other special fees etc., at the time of admission in their respective institutions.”
➢ The candidates will be guided by notification as well as during online transaction.
STIPEND:
(a) All candidates selected will be paid stipend as per the Government Orders issued by Government from time to time for Government Medical Colleges and Government Hospitals as per the norms of the Institution concerned
(b) The Government of Tamil Nadu is offering DNB Post Graduate Medical Education through Government Medical Colleges / Hospitals and The Tamil Nadu Dr. M.G.R. Medical University / Specialized institutes. The Government spends large amount of money to impart Medical Education including Post-Graduate Medical Education. It levies nominal fees and at the same time provides stipend to Private candidates and Service candidates. It is natural that the Government desires to ensure that these seats are not wasted. Further, the Government looks forward to these Doctors who have undergone Post-Graduate training to serve the poor and the needy of this country at large and this State in particular. The public have the right to expect the Specialists to utilize the skills they acquired during their training for the benefit of the sick, the poor and the needy. To ensure that the services of trained Post Graduate Doctors are made available, an Undertaking is obtained from them at the time of their admission. It is sincerely, believed that this will discourage an attitude of not paying attention to those poor people at whose expense they have been educated.
