DCI directs Dental Colleges To Conduct Anti-Ragging Orientation Program, details

DCI directs Dental Colleges To Conduct Anti-Ragging Orientation Program, details

Delhi: Dental Council of India (DCI) has urged dental colleges across India to conduct an anti-ragging orientation program/workshop for 2023, awareness about ragging amongst students, including both seniors and freshers.

The colleges are directed to conduct an orientation program/workshop at their premises at the beginning of the BDS Course by inviting /calling any one member of the Dental Council of India from their state or neighbouring states (if not available in their state) for periodic training of the members of the anti-ragging cells/committees/squads of dental colleges and for awareness about ragging amongst students (freshers and seniors) within 15 days positively.

The colleges will have to furnish the report along with CD/Photographs/name of DCI member/ list of participants of the above said anti ragging orientation program by return email/speed post, failing which necessary action will be taken by the DCI, as per the provision 11.4 of said DCI Regulations.

All the expenses of the above orientation program/ workshop, including the TA/DA of the member of the DCI, will have to be borne by the concerned dental college.

As per DCI regulations on curbing the menace of ragging in dental colleges 2009, it will be the duty and responsibility of the Management/Principal of the dental colleges to create a conducive atmosphere for imparting dental education to the UG/PG dental students undergoing training in such colleges and take all necessary steps to prevent/prohibit/curb ragging of any type in their colleges to enable students to study the UG/PG dental course, and its various parameters and concepts of dental education in a calm and peaceful atmosphere as the dental education requires gruelling studies.

The relevant extract of sub-regulations 9.1.8, 9.2.5, 9.4.3 and 2nd point of Annexure ‘A’ under the heading “Measures for prevention of ragging at the institutions level (before admissions)” of the above regulations is reproduced hereunder –

“9.1.8 At the commencement of the academic session, the Head of the Institution shall convene and address a meeting of various functionaries/agencies, like hostel Wardens, representatives of students, parents/guardians, faculty, district administration including police to discuss the measures to be taken to prevent ragging in the institution and steps to be taken to indentify the offenders and punish them suitably.”

“9.2.5 The institution shall also organize joint sensitization programmes of ‘freshers’ and seniors.”

“9.4.3 The institution shall have a Monitoring Cell on Ragging to coordinate with activities of the Anti-Ragging Committees, Squad and Mentoring Cells, regarding compliance with the instructions on conducting orientation programmes, counseling sessions etc., and regarding the incidents of ragging, the problems faced by wardens and other officials, etc. This Cell shall also review the efforts made by them to publicize anti-ragging measures, cross-verify the receipt of undertakings from candidates/students and their parents/guardians every year, and shall be the prime mover for initiating action to facilitate the implementation of anti ragging measures at the level of the institution.”

“On the arrival of senior students after the first week or after the second week as the case may be, further orientation programmes must be scheduled as follows (i) joint sensitization programme and counseling of both ‘freshers’ and seniors by a professional counsellor; (ii) joint orientation programme for ‘freshers’ and seniors to be addressed by the Principal/Head of the institution, and the anti-ragging committee; (iii) organization on a large scale of cultural, sports and other activities to provide a platform for the ‘freshers’ and seniors to interact in the presence of faculty members; (iv) in the hostel, the warden should address all students; may request two junior colleagues from the college faculty to assist the warden by becoming resident tutors for a temporary duration.”

In addition to the above, the decision of the General Body of the Dental Council of India arrived at in its meeting held on 18th & 19th Sep 2022 at New Delhi is reproduced hereunder –

The Council decided that all the dental colleges shall be directed to conduct workshops/seminars/conferences at the beginning of the BDS Course for periodic training to the members of Anti Ragging Cells/Committees/Squads of Dental Colleges and for awareness about ragging amongst the students and to invite a member of the Dental Council of India of their state or neighbouring state (if not available in their state) in the said program.
