NMC revokes Rs 1 crore penalty on PGIMS Rohtak over stipend disclosure lapse
Rohtak: In a major relief to Haryana-based Pt BD Sharma Post Graduate Institute of Medical Sciences (PGIMS), Rohtak, the National Medical Commission (NMC) has revoked the proposed Rs 1 crore penalty earlier imposed on the institute for failing to disclose information regarding payment of stipends to MBBS interns and postgraduate medical residents.
The Apex Medical Education Regulatory Body, NMC, revoked the proposed penalty after the medical college authorities submitted the mandatory stipend-related data and the details of Compulsory Rotating Medical Internship (CRMI) slots.
Since the deficiencies were rectified and records had been updated, the NMC decided to take a lenient view and withdrew the penalty, The Tribune has reported.
Why was the fine imposed?
Medical Dialogues had earlier reported that, taking strict action for non-compliance, the NMC imposed a Rs 1 crore penalty on each of seven medical colleges for their failure to disclose information on stipend payments to undergraduate and postgraduate medical students.
The list of seven colleges, on which the penalty had been imposed, included Akash Institute of Medical Sciences and Research Centre, Devanahalli, Karnataka, Dumka Medical College, Jharkhand, Government Medical College Barmer, Rajasthan, Government Medical College Ongole, Andhra Pradesh, RKDF Medical College Hospital and Research Centre, Bhopal, Madhya Pradesh, Prasad Institute of Medical Sciences, Lucknow, Uttar Pradesh and Pt. B. D. Sharma Postgraduate Institute of Medical Sciences, Rohtak, Haryana.
NMC Undergraduate Medical Education Board (UGMEB), addressed the issue in a notice dated 12.03.2026 and announced the decision to impose a penalty in compliance with Supreme Court orders in the cases of State of Uttar Pradesh & Ors vs Miss Bhavna Tiwari & Ors and Abhishek Yadav & Ors vs Army College of Medical Sciences & Ors.
Earlier, NMC had directed all medical colleges and institutions across the country to publish details of stipends paid to interns and PG residents on their official websites to ensure transparency and uniformity in stipend payment. Despite this, some medical institutes failed to comply with the directions.
After duly examining the data, NMC noted that seven medical colleges failed to furnish the required information regarding stipend payment despite repeated reminders. This, according to NMC, constituted a violation of the directions issued by the NMC and non-compliance with the regulatory obligations prescribed under the National Medical Commission Act, 2019.
"That a penalty of 1,00,00,000 (Rupees One Crore only) is hereby imposed by the National Medical Commission on each defaulting college in accordance with the aforesaid regulatory provisions," NMC had mentioned in the notice.
NMC revokes penalty:
As per the latest media report by The Tribune, the NMC has now revoked the Rs 1 crore penalty imposed on PGIMS Rohtak. However, while withdrawing the penalty, the Commission instructed the institute to strictly comply with all applicable regulations and statutory guidelines, public notices, and directives issued by the Commission and the UGMEB.
The Commission has also directed PGIMS Rohtak to ensure timely, complete, and accurate disclosure of all institutional information, including internship and stipend details, while issuing warning that any more violations in the future could invite stricter regulatory action.
