Hyderabad: Application forms online are invited by Kaloji Narayana Rao University of Health Sciences, Warangal (KNRUHS) from NEET MDS 2020 qualified candidates for admission into the Post Graduate Dental MDS courses for the academic year 2020-2021.

Those candidates who are intending to pursue MDS from dental colleges affiliated to KNRUHS, can view the details regarding the application as uploaded by the varsity on its official website.

PROSPECTUS FOR ADMISSION INTO MDS COURSES UNDER COMPETENT AUTHORITY QUOTA FOR THE ACADEMIC YEAR 2020-21

REGULATIONS:

The following are the regulations for admission into MDS courses under Competent Authority Quota for the academic year 2020-21 and shall apply to all admissions into all the Dental Colleges affiliated to KNR University of Health Sciences in the State of Telangana.

NUMBER OF SEATS UNDER COMPETENT AUTHORITY QUOTA:

The number of MDS seats to be available for the academic year 2020-21 under Competent Authority Quota will be in accordance with the orders of DCI/GOI/ Govt. of Telangana / KNRUHS. The seats for the year 2020-21 will be displayed in the University website before exercising web options for counseling.

In case any new Seats in MDS Courses are permitted by the Government of India in colleges affiliated to KNRUHS for the academic year 2020-21, those seats also will be filled up. NO FURTHER NOTIFICATION WILL BE ISSUED.

ELIGIBILITY:

THE CANDIDATES WHO FULFIL THE FOLLOWING CRITERIA ARE ELIGIBLE FOR ADMISSION INTO MDS COURSES. THEY HAVE TO APPLY ON-LINE AND UPLOAD THE ORIGINAL CERTIFICATES FOR COMPETENT AUTHORITY QUOTA SEATS IN COLLEGES AFFILIATED TO KALOJI NARAYANA RAO UNIVERSITY OF HEALTH SCIENCES, WARANGAL

The candidates qualified in NEET MDS – 2020 examination with the following `cutoff scores and above as per Notice dated 14-01-2020, of National Board of Examinations, New Delhi are eligible to apply.

The Candidate shall be an Indian National / Person of Indian origin (PIO) / Citizen of Indian origin cardholder. Candidates who satisfy the Local or Non-local status as per G.O.P.No.646 Education (W) Department, Dated 10- 7-1979 only are eligible to apply for PG Dental admissions. The procedure indicated in the above G.O. for selection of candidates as amended in G.O.Ms.No.42, Higher Education (EC2) Dept., dated 18-05-2009.The rules of admission have been further superseded and notified in G.O.Ms.No. 27 HM&FW(C1) Department Dated: 10-04-2017, G.O.Ms.No. 36 HM&FW (C1) Department Dated: 23-03-2019 and amendments to Government orders. Relevant Hon'ble Supreme Court & Hon'ble High Court orders shall be followed.

CANDIDATES WHO HAVE STUDIED BDS IN THE STATES OF TELANGANA AND ANDHRA PRADESH OBTAINED DEGREE ARE ELIGIBLE.

BDS Degree should be recognized by the Dental Council of India.

BDS Graduates pursuing internship should have completed an internship on or before 31-03- 2020.

In case of in service candidates, service rendered shall be calculated as on 31-03-2020 for award of weightage of marks.

Must have registered with State Dental Council and subject to the fulfillment of the conditions stipulated in Regulations and its documentary proof should be uploaded along with the online application.

CANDIDATES WHO ARE DOMICILE OF TELANGANA / ANDHRA PRADESH AND OBTAINED BDS DEGREE FROM OTHER STATES IN INDIA ARE ELIGIBLE.

Must have studied BDS in any one of the Dental Colleges in India.

BDS Degree should be recognized by the Dental Council of India.

Should have completed an internship on or before 31-03-2020.

In case of service candidates, service rendered shall be calculated as on31-03-2020.

Must have registered with the Dental Council of India.

Candidates who are already studying the P.G. MDS course shall not be permitted for registration for web-based counseling unless they discontinue the course by remitting requisite bond amount and stipend drawn up to that date before submitting the application form. Such candidates shall have to upload the certificate issued by the Head of the Institution to that effect along with the online application form.

Candidates must pay fee for verification of certificates with regard to equivalence/equivalency as specified in the regulations along with the registration fee. The verification fee and registration fee once paid will not be refunded or adjusted to a future date. Therefore candidates are advised to check eligibility conditions thoroughly before applying for determining merit position in respective categories for State quota seats using NEET MDS – 2020 Rank.

Note:If a candidate is found to have submitted false information or concealed any relevant information regarding this matter, such a candidate is liable to be disqualified for admission and in case already admitted, the admission will be canceled. Further disciplinary action against him/her will be taken by the University.

3. RESERVATION IN FAVOUR OF THE LOCAL CANDIDATES

Admission to 85% of the seats shall be reserved in favour of the local candidates in relation to the local area as provided in A.P. Educational Institutions (Regulation of Admission) order, GO (P) No. 646, Edu. (W1) Department, dt.10-7-1979.

LOCAL AREA:

The part of the State comprising the Districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam shall be regarded as the local area for the purposes of admission to the Andhra University, **(Nagarjuna University) and to any

other education institution (other than a State-wide University or State- wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

The part of the State comprising the Districts of Adilabad, Hyderabad, Rangareddy, Karimnagar, Khammam, Mahaboobnagar, Medak, Nalgonda, Nizamabad and Warangal shall be regarded as local area for the purposes of admission to the Osmania University,** (the Kakatiya University) and to any other educational institution (other than a Statewide University or Statewide Educational Institution) which is subject to the control of the State Government and is situated in that part.

The part of the State comprising the Districts of Ananthapur, Kadapa, Kurnool, Chittoor and Nellore shall be regarded as local area for the purposes of admission to Sri Venkateswara University and to any other educational institution (other than a State-wide University or State-wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

LOCAL CANDIDATES ELIGIBLE FOR 85% RESERVED SEATS FOR LOCAL CANDIDATES:

A candidate for admission shall be regarded as local candidate in relation to a local area.

1. If he/she studied in an Educational Institution or Educational Institutions in such local area for a period of not less than 4 consecutive academic years ending with the academic year in which he/she appeared or as the case may first appear in relevant qualifying examination.

or

2. Where during the whole or any part of the 4 consecutive academic years ending with the academic year in which he/she appeared or as the case may first appear for the relevant qualifying examination, he/she has not studied in Educational Institutions, if he/she had resided

A candidate who is not regarded as a local candidate under sub-regulation (3.3.1) above in relation to any local area shall

i) If he/she has studied in educational institutions in the State for a period of not less than 7 consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination be regarded as a local candidate in relation to:

a) Such local area where he/she has studied for the maximum period out of the said period of 7 years.

b) Where the period of his/her study in two or more local areas are equal, such local area where he/she has last studied in such equal periods

or

ii) If during the whole or any part of the seven consecutive academic years ending with the academic year in which he/she appeared or as the case may first appear for the relevant qualifying examination, he/she has not studied in the educational institution in any local area, but he/she has resided in the State during the whole of the said period of 7 years be regarded as a local candidate in relation to

a) Such local area where he/she has resided for the maximum period out of the said period of 7 years.

or

b) Where the period of his/her residence in two or more local areas are equal, such local area where he/she has resided last in such equal periods.

EXPLANATION : (for purpose of this sub-regulation)

i) "Educational Institution" means a University or any Educational Institution recognized by the State Government, a University or any other Competent Authority.

ii) "Relevant qualifying examination in relation to admission to any course of study" means the examination, a pass in which is the minimum educational qualification for admission to such course of study.

NOTE: The relevant qualifying examination for admission into Post Graduate courses is the BDS examination. The question of whether the candidate is a local candidate or not will be determined with reference to his/her first appearance in part II of the Final BDS examination.

iii) In reckoning the consecutive academic years during which a candidate has studied any period of interruption of his/her study by reasons of his/her failure to pass any examination and any period of his/her study in a Statewide.

a) The status of candidates who passed BDS from Govt. Dental College, Hyderabad, Govt. Dental College, Vijayawada, Army Dental College will be decided basing on their study period prior to their admission into BDS course for arriving at the local and non-local status.

iv) The question whether any candidate for admission into any course of study has resided in any local area shall be determined with reference to the places where the candidate actually resided and not with reference to the residence of his/her parent of guardian.

While determining the number of seats to be reserved in favour of local candidates under sub-regulation (3.1), any fraction of seat shall be counted as one, provided that there shall be one unreserved seat.

If a local candidate in respect of a local area is not available to fill any reserved or allocated in favor of local candidates in respect of that local area, such seats shall be filled in as if it had not been reserved.

The applicant who claims to be local candidate shall produce study certificate/certificates issued by the Head of the Educational Institution/ Institutions concerned indicating the details of the year or years in which the candidate has studied in educational Institution in such local area for a period of not less than 4/7 consecutive academic years as the case may be ending with the academic year in which he/she appeared or as the case may have first appeared for the part-II of Final BDS examination. Those who did not qualify as local candidate but claim to qualify by virtue of residence shall produce a certificate issued by an officer if the Revenue Department not below the rank of Mandal Revenue Officer independent charge of Sub taluk / Mandal.

CANDIDATES ELIGIBLE FOR 15% UNRESERVED QUOTA:

The following categories are eligible to apply for admission to the remaining 15% of un-reserved seats.

All candidates defined under sub-regulation (3.3).

Candidates who have resided in the State for a total period of ten years excluding the period of study outside the State or either of those parents have resided in the State for a total period of ten years excluding the period of employment outside the State.

Candidates who are children of parents who are in the employment of this State or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar quasi-public Institutions in the State.

Candidates, who are spouses of those in the employment of this State or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognized by the Government or a University or other Competent authority and similar other Quasi Government Institutions within the State.

Candidates who are employed in the State Government Undertakings, Public Sector Corporations, Local Bodies, Universities and other similar quasi-public institutions within the State.

Candidates who are spouses of the candidates as per Regulation –3.4

N.B: Relevant certificates must be uploaded to the application in respect of their claim. In respect of proof of 10 years of residence, the certificate should be obtained from the Revenue authorities, not below the rank of Mandal Revenue Officer / Tahsildar.

4. RESERVATIONS:

15%, 6%, 29% seats of Post Graduate Dental Degree MDS Courses are reserved for SC, ST and BC (BC-A-7%, BC-B-10%, BC-C-1%, BC- D-7% and BC-E- 4%) candidates respectively, which are called vertical reservations.

Candidates claiming reservations under SC/ST/BC categories shall upload the latest permanent social status certificate as specified along with online application form issued by the competent authority of the Government of Telangana. The social status of SC/ST/BC candidates shall be subject to the scrutiny as per G.O.Ms.No.58 SW (J) Dept. Dt12-5-97.Candidates claiming reservations under SC/ST/BC categories and obtained social status certificates from the State of Andhra Pradesh will be eligible only for the castes included under the approved list of SC/ST/BC categories notified by the Government of Telangana.

331/3% of seats shall be reserved for women and 5%seats shall be reserved for Persons with Disabilities (PWD) candidates respectively, which are horizontal reservations for Post Graduate Degree Courses.

Note:- The regulations of Dental Council of India / MCI shall be implemented in admissions of candidates under Persons with Disability (PWD) category.

The candidate seeking admission under PWD reservation should apply under PWD Category.

The Medical Board constituted by the University as per G. O. MS. No 27 HM&FW (C1) Dated 10-4-2017 will assess the percentage of disability as per Medical Council of India/DCI regulations. Candidates claiming reservation under PWD quota should present themselves before the Board constituted by University for evaluation of PWD percentage and confirmation of eligibility. The decision of the Medical Board specially constituted for this purpose is final and binding on the candidates. The schedule of Medical Board evaluation will be displayed on the KNRUHS website.

SERVICE CANDIDATES INCENTIVE OF ADDITION OF WEIGHTAGE MARKS :

The regular service candidates who have put in 2 years or more of continuous service in tribal area / 3 years or more of continuous service in a rural areas of service are eligible for the addition of weightage of marks.

The candidates should have qualified in the NEET-MDS-2020 Exam as per the cut-off marks prescribed for different categories to be eligible for the addition of weightage of marks.

Temporary / contract/outsourcing candidates are not eligible for the addition of weightage of marks.

The addition of weightage of marks is as follows :

a) For Tribal service candidates: Eligibility: 2-years of continuous regular service. Addition of weightage of marks as 10% per year on the marks secured by the candidate in NEET MDS Exam up to a maximum of 30%..

b) For Rural service candidate s: Eligibility: 3-years of continuous regular service Addition of weightage of marks as 8% per year on the marks secured by the candidate in NEET MDS Exam up to a maximum of 24%..

ELIGIBILITY FOR DEPUTATION AND DEPUTATIONPERIOD

Eligibility for Deputation & Deputation period will be decided as notified in G.O. Ms. No. 27 HM&FW (C1) Dept., Govt. of Telangana, Dated:10-04-2017 and subsequent amendments.

ONLINE APPLICATIONS:

*The on-line application form for determining merit position in respective categories for Competent authority quota seats using NEET MDS – 2020 Rank will be available on the website https://tsmds.tsche.in from 11.00 A.M on 20-04-2020 to25-04-2020 up to 5.00 p.m.

Note: The candidates are advised to take a print out of the Prospectus / Instructions to fill the application form from the website http://knruhs.telangana.gov.in and https://tsmds.tsche.in from before proceeding to fill the application form.

The candidate should fill the online application form available in the Website with the data required-for through computer/mobile with a data connection. The online application form can be filled through any computer with an internet connection or mobile with a data connection. The candidate is advised to fill the online application form after going through the Prospectus by keeping all the Certificates, Scanned Photo and Signature in the jpg/.gif format separately (as shown below) (step-1) and ready to enter his/her correct data and upload the photo and signature after the payment of application fee through Online..

6. APPLICATIONS THROUGH ONLINE:

Read the Notification, Prospectus/ Regulations carefully.

Keep the following required documents ready:

a) NEET – MDS 2020 Admit card issued by the NBE

b) NEET – MDS 2020Rank card issued by the NBE

c) Study Certificates from 1stBDS to final BDS.

d) BDS Degree certificate.

e) In the case of Candidates from Government Dental College, Hyderabad, Government Dental College, Vijayawada, Army Dental College, Secunderabad, Study certificates from 6thclass to Intermediate /12th standard.

f) Permanent caste certificate if applicable (issued by the competent authority of Govt. of Telangana)

g) Internship Completion certificate

j) Dental Council Registration Certificate.

The fee can be paid through Debit card/ Credit card or Net Banking

The fee paid by the applicants is not refundable and not adjusted to a future date under any circumstances.

In view of COVID-19 and LOCKDOWN, the process of application and certificate verification has been changed. The following Certificates are required to complete the application process. 1. Open the website https://tsmds.tsche.inHome page displayed as follows.

2. Click on the Online Registration.

3. Registration Form appears in which Candidate has to give the details to register.

4. After entering the details click on the validate button.

5. If all the details entered are correct you will receive the Registration number on the screen and also to your mobile. Please note down the registration number for further correspondence.

6. For updating the details of the candidate enter Roll Number and the Registration number and click on the validate button to enter into the Application form.

7. The application form will be displayed as shown below. You have to fill the details and upload Passport Size Photo and Signature(Note: Scanned photo and Signature should be less than 100 KB and in JPEG or JPG format)

8. After filling the form, click on Save and Exit Button. This process can be repeated until all the data you entered are correct using the Data Updation link on the Home page. Then click on Save and Pay Button to proceed for payment. Depending on your caste category the Registration fee is varied. Once paid you will not get any refund. Hence, you are requested to double-check the eligibility conditions mentioned in the Prospectus yourself and pay the fee.

9. Now you will be directed to the Payment Gateway, Click OK

10. Select mode of payment

11. After payment, you will receive a Successful Payment message

12. Click OK Button. You will be directed to upload Scanned PDF Certificates (Note: The size of each PDF document should be less than 500 KB)

13. After uploading all the required certificates, Click on Print Application, You will get your filled in the application form, take a printout of this form for further assistance.

Do's and Don'ts

1. Do not use mobiles and tablets to Apply. Use only computers.

2. Do not select or enter false information which can be liable for Criminal Action. Avoid using a slow internet facility.

3. Keep your mobile with you while applying and do not block SMS.
