Rs 5 lakh Bond Service penalty, Rs 10 lakh for leaving seat: MBBS, BDS Admissions in Tamil Nadu

Chennai: MBBS and BDS students getting admitted to the Government medical and dental colleges in Tamil Nadu will have to serve in the rural areas of the State for five years after completion of the course or pay Rs 5 lakh as a penalty.

Releasing the Prospectus for Admission to MBBS/BDS Degree courses in Tamil Nadu Government Medical/Dental Colleges, Government Quota seats in self-financing medical/dental colleges, ESIC Medical College affiliated to the Tamil Nadu Dr. M.G.R. Medical University and State Private Universities for the 2025-2026 session, the Directorate of Medical Education and Research specified the bond service conditions for the medical and dental students.

The prospectus also included an agreement bond form for candidates admitted for MBBS/BDS course for the academic year 2025-2026. The students will have to submit this agreement bond at the time of admission.

As per the bond, after registering himself/herself as a Medical Practitioner, the candidates will have to serve the State for a period of not less than five years. It mentioned, "The candidate shall, on demand made by the Government within two years from the date on which candidates registers himself/herself as a Medical Practitioner, serve for a period of not less than five years and in such rural areas as the Government may by General or Special orders specify."

Specifying the bond condition, the Prospectus further mentioned that candidates who will fail to comply with the Government Service for 5 years, will have to pay Rs 5 lakh as a penalty.

"Those candidates who fail to comply with clause 3 (i) shall have to pay a sum of Rs.5,00,000/- (Rupees Five Lakhs only) or as the Government may direct as penalty for having breached the contract in the bond," DME mentioned in the prospectus.

Other bond service conditions, as specified in the prospectus, are as follows:

(1) Those candidates who fail to comply with clause 3 (i) shall have to pay a sum of Rs.5,00,000/- (Rupees Five Lakhs only) or as the Government may direct as penalty for having breached the contract in the bond.

(2) While in service under clause (3) (bond service) the pay and allowances and other conditions of service of the candidate shall be regulated by the rules and orders of the Government for the time being in force, for the post to which candidates is appointed.

Seat-leaving penalty:

The bond agreement further stated that candidates will have to pay Rs 10 lakh as a penalty for discontinuing their course on or after the cut-off date fixed by the National Medical Commission(NMC)/Dental Council of India (DCI).

"The candidates who discontinue the course on or after the cut-off date fixed by the National Medical Commission/ Dental Council of India (Which will be Intimated later) of the year of admission and in any date of subsequent years should pay a sum of Rs.10, 00, 000/- (Rupees Ten Lakh Only) as penalty," it mentioned.

DME further mentioned in the prospectus that "Any sum falling due from the candidate under this agreement shall be recovered from him/her as an arrear of land revenue."

It added that if any dispute arises between the parties in respect of the agreement or any of he provisions contained or anything arising here except in respect of matters on which decisions of Government will be final and binding and the same shall be referred to he arbitration of Director of Medical Education whose decision shall be final and binding on the parties.

Medical Dialogues had reported that last year also, the State Government had specified that candidates getting admitted to MBBS/BDS courses in Government/Private medical/dental colleges in Tamil Nadu would have to pay Rs 5 lakh as a penalty if they failed to honour their bond and serve in the rural areas of the State for five years after completing their respective courses.

Further, the State had imposed a course discontinuation fee of Rs 10 lakh for all those candidates who leave the course midway after the end of counselling on the year of admission and any other subsequent dates.
