Tamil Nadu specifies Bond policy for DNB Post MBBS, Post Diploma admissions 2025

Mandatory 2 years of Service, Rs 40 L Bond for Admission to DNB Post MBBS Courses in Tamil Nadu

Chennai: All the candidates taking admission to the DNB broad speciality- post MBBS and post MBBS diploma courses under the All India 50 percent Quota seats (MCC and NBE) will have to mandatorily serve the Tamil Nadu Government for a period of 2 years within a period of three years from the date of completion of PG course.

However, the service candidates taking admission to DNB Broad Speciality - Post MBBS and post MBBS Diploma courses 2025-2026 session will have to serve the State till Superannuation.

In this regard, the candidates taking admission to these courses will have to execute a bond of Rs 40 lakh for DNB Broad Speciality and Rupees Twenty Lakhs for Post MBBS Diploma courses.

The rules regarding bond service conditions for admission to DNB broad speciality- post MBBS and post MBBS diploma seats were specified by the Tamil Nadu Directorate of Medical Education & Research.

The bond service rules are as follows:

For In-service Candidates:

The prospectus specified that

"All Service Candidates of Tamil Nadu having more than five years of service after completing the DNB Broad Speciality - Post MBBS / Post MBBS Diploma Seats (2 years Diploma Course) Courses shall execute a bond for a sum of ₹40,00,000/- (Rupees Forty lakh only) on admission to DNB Broad Speciality - Post MBBS courses 2025-2026 session and ₹20,00,000/- (Rupees Twenty Lakh only) on admission to Post MBBS Diploma Seats (2 years Diploma Course)courses 2025-2026 session as security amount with the undertaking that they will serve the Government of Tamil Nadu till Superannuation with three sureties. Two sureties should be from permanent Government employee in the same or higher rank than the candidate. One surety should be from the spouse / parent of the candidate. PAN numbers of the sureties should be furnished. The prescribed form of bond is enclosed in Annexure II. The bond will become infructuous if the service candidates serve the Government of Tamil Nadu after the completion of the Course until superannuation."
"All service candidates of Tamil Nadu should have more than 5 years of service after completing their DNB Broad Speciality - Post MBBS / Post MBBS Diploma Seats (2 years Diploma Course) courses, and have to serve the Government till superannuation," it further mentioned.
I. Service Candidates SQ:
➢ The Selected candidates are provided stipend during the study period and hence are mandatorily obligated to serve the Government of Tamil Nadu till superannuation after completion of the course.
➢ In cases where the candidates who have completed the DNB Broad Speciality - Post MBBS / Post MBBS Diploma Seats (2 years Diploma Course) Courses decide to discontinue service (resignation / Voluntary retirement), the candidates shall be obligated to pay a compensation of Rupees Forty Lakhs. If candidate does not join service immediately after completion of PG course or a sum proportionate to the period left unserved will be levied as compensation.
➢ The individual is also obligated to pay an interest rate on the compensation amount which shall be equal to the rate of interest for housing loan of Government of Tamil Nadu. This interest will be calculated from the date of issuance of the compensation demand by the concerned office. If the individual concerned absconds from service, he is liable to be prosecuted for compensation under Revenue Recovery Act.
Candidates Admitted to All India 50% Quota Seats:
The prospectus further mentioned that the "All India 50% Quota seats (MCC and NBE) shall execute a bond with three sureties for a sum of ₹40,00,000/- (Rupees Forty Lakh only) on admission to DNB Broad Speciality - Post MBBS courses 2025-2026 session and ₹20,00,000/- (Rupees Twenty Lakh only) on admission to Post MBBS Diploma Seats (2 years Diploma Course) 2025- 2026 session with an undertaking that they shall serve the Government of Tamil Nadu for a period of not less than two years, if the Government requires their services."

"During the above period, they will be paid salary on par with the fresh recruits of the Tamil Nadu Medical Services. The Government of Tamil Nadu will reckon their services for a period of 2 years within a period of three years from the date of completion of their Postgraduate Degree / Diploma Courses. Out of the three sureties two sureties should be from permanent Government employee in the same or higher rank than the candidate and one surety should be from spouse / parent of the candidate. PAN numbers of the sureties should be furnished. The prescribed form of bond is enclosed in Annexure II. The bond will become infructuous if he/she serves under the Government of Tamil Nadu for a minimum period of 2 years," it further mentioned.

II. All India 50% Quota Candidates selected through (MCC &NBE)

• The Selected candidates All India 50% Quota seats (MCC and NBE) are provided stipend during the study period and hence are mandatorily obligated to serve the Government of Tamil Nadu for a period of 2 years within a period of three years from the date of completion of PG course.

• The candidate on completion of DNB Broad Speciality - Post MBBS / Post MBBS Diploma Seats (2 years Diploma Course) Course is liable to serve the Government of TN for a period of 2 years within a period of three years from the date of completion of PG course.
• On completion of the bond period, the bond signed by the candidate shall be considered as infructuous.
• In cases where the candidates who have completed the DNB Broad Speciality - Post MBBS / Post MBBS Diploma Seats (2 years Diploma Course) course and have been posted to serve the TN Medical service but does not comply with the directives shall be obligated to pay a compensation of Rupees Forty Lakhs for DNB Broad Speciality and Rupees Twenty Lakhs for Post MBBS Diploma Seats (2 years Diploma Course) courses or a sum proportionate to the period left unserved will be levied as compensation.
• The individual is also obligated to pay an interest rate on the compensation amount which shall be equal to the rate of interest for housing loan of Government of Tamil Nadu. This interest will be calculated from the date of issuance of the compensation demand by the office concerned.
• If the individual concerned absconds from service, he is liable to be prosecuted for compensation under Revenue Recovery Act.
"All India 50% Quota seats (MCC and NBE), if they discontinue course they have to pay the total Discontinuation Fee as per Clause 23 (b) and the stipend received," mentioned the prospectus.

"If the Government requires the services of All India 50% Quota seats (MCC and NBE), who are unable to serve the Government for any reason during the above said period, his/her original certificates will be retained by the Government and will be released only after the expiry of the above said period," it further added.
