MP govt assures Dynamic Assured Career Progression Scheme after protest, thousands of doctors to benefit

The government doctors, coming under the banner of Doctors' Autonomous Federation of Madhya Pradesh staged an agitation wearing black badges recently demanding implementation of DACP or equivalent scheme, formation of a high-level committee, benefits under the 7th Pay Commission to government teachers, resolution on the salary anomaly of Junior Doctors' Rural Service Bond and creation of SR posts in non-clinical subjects soon.
The office bearers of the federation have unanimously decided to postpone the strike till further notice after a discussion was held between the association and the Principal Secretary Mr. Sandeep Yadav (Committee Chairman) and Commissioner of Health Mr. Tarun Rathi yesterday, 21.02.25, from 07:30 to 11:00 pm.
All the major issues of the Federation were discussed in detail in the meeting and both parties agreed to implement all the issues of the doctors within the stipulated time frame. The Committee Chairman agreed to convene a high-level committee meeting on 07.03.25 to discuss all the issues.
It was agreed to issue the next list within the time limit to give the benefit of DACP to all government doctors. In the context of the order issued for the four-level pay scale, a discussion was held regarding issuing the orders of DACP directly without the need for re-examination of their Annual Confidential Report (ACR). There was a discussion on making the ACR of 03 years of the Covid period very good (A) to give the benefit of DACP to doctors of all departments (Health, Medical Education, Labor, and Home Department), on which a decision will be taken in the next meeting.
As per the provisions of the prevailing rules of the General Administration department, there was a discussion regarding giving the benefit of DACP to doctors / medical teachers of the first-class SC / ST category on 10 marks instead of 13 marks of ACR. A detailed discussion was held to give the benefit of DACP to second-class medical officers, demonstrators and tutor cadres of medical colleges on the benchmark (good) 10 marks of ACR as per the rules of the GAD department.
Dr. Rakesh Malviya, chief convenor of the association stated, “It was agreed to correct the error of the seventh pay scale to medical teachers soon. It was also agreed to implement the security system for doctors and junior doctors as per the recommendation of the National Task Force and to make budget arrangements for this. A consensus was reached on resolving the salary anomaly of Junior Doctors' Rural Service Bond and the creation of SR posts in non-clinical subjects soon. Moreover, there has been a calculation of NPA in basic salary and implementation of DACP for doctors of Labor and Home Department like other doctors.”
Provision of NPA to Medical Officer Medical Education and provision of designation with time scale were also discussed. There have been discussions on regularizing all contract doctors and implementing provisions of equal rights and allowances for them. The next meeting of the high-level committee has been scheduled on 07.03.25.
Previously Medical Dialogues reported that the association, representing over 14,000 doctors and junior doctors from various state departments, was planning to launch an agitation starting 20th February due to the prolonged neglect of their key demands. The association also recently raised the demand to form a higher-order committee to address issues faced by medical professionals.
