Penalty of Rs 20 lakh for MD, MS, Rs 10 lakh for Diploma candidates for leaving bond service in Telangana

Hyderabad: Postgraduate medical aspirants joining Diploma and Degree courses in the medical colleges under Kaloji Narayana Rao University of Health Sciences (KNRUHS) will have to execute a bond of Rs 10 lakh to Rs 20 lakh at the time of admission.

After completion of the course, all the PG medical students will have to serve the Government of Telangana for one year as per the Government Regulations at the time of the admission and in this regard, they will have to submit a bond while taking admission into the PG Degree and Diploma courses.

Apart from this, the University has also made it mandatory for the candidates including the in-service candidates to pay Rs 50 lakh penalty to KNRUHS for discontinuing with the course. Further, such candidates will have to refund the amount received as stipend/salary up to that date to the Government.

Information regarding the bond service, bond amount, and discontinuation fee has been published in the Prospectus for admission into PG medical degree and diploma courses under competent authority quota for 2023-2024. KNRUHS published the prospectus in its official website on July 9, 2023.

Bond Service & Bond Amount:

Specifying the requirements of bond service after completion of the PG medical course, KNRUHS mentioned in the Prospectus, "All the PG Medical students for both Degree and Diploma shall submit a bond to serve the Government of Telangana for one year after completion of course as per Government Regulations at the time of admission."

In the prospectus, the University mentioned that all the PG students (excluding the in-service candidates) will have to serve the State for one year, and at the time of admission, they will have to execute a bond of Rs 10 lakh for admission into PG Diploma courses and Rs 20 lakh for admission to PG Degree courses.

Bond for service after completion of degree:

"All Postgraduates (excluding in-service candidates) shall serve the Government of Telangana, if necessary, in Government institutions for a period of one year as per the orders of the State Government. A bond of Rs.10,00,000 (Rupees ten lakhs only) on admission into Postgraduate Diploma course and Rs.20,00,000 (Rupees twenty lakhs only) on admission into Postgraduate Degree course shall be executed by candidates at the time of admission," mentioned the Prospectus.

Discontinuation Fees:

Apart from executing the bond for service after completion of the course, PG medical students will also have to execute a bond on a stamp paper of Rs 100 stating that he/she will complete the course. Otherwise, such candidates will be liable to pay Rs 50 lakh to KNRUHS.

"All the candidates including In-service candidates joining the Post Graduate degree, diploma courses shall execute bond on a stamp paper of Rs. 100/- as prescribed in Annexure-II to the effect that he / she will complete the prescribed period of training or in default to pay Rs.50,00,000/- (Rupees Fifty Lakhs only) to the KNRUHS and shall refund the amount received as stipend/salary upto that date to the Government," mentioned the Prospectus.

In fact, if the candidates leave the course after the second phase of counselling, Rs 50 lakh discontinuation fee will be applicable for them also. This has been done by the University to prevent seat blocking.

Referring to this, the Prospectus stated, "The admitted candidates who discontinue the course after the second phase of counseling or later will have to pay penalty of Rs.50,00,000/- (Rupees Fifty Lakhs only) to prevent seat blocking."

"They will be debarred from participating in counselings for admission into Post Graduate degree, diploma courses for a period of three (3) years under KNRUHS," it further added.

Mentioning that the original certificates submitted by the candidates will not be returned until the completion of the course and subject to the bond conditions, the KNRUHS prospectus mentioned, "The original certificates submitted by the candidates at the time of admission to the Principal of the allotted college shall not be returned to the candidates until they complete their course of study, subject to sub-regulation 8.2 and 8.2.1 above."

In the Prospectus, the University has also attached the format of the bond that needs to be executed on non-judicial stamp paper of Rs 100. "The Bond format shall be typed on the Non Judicial stamped paper," mentioned the Prospectus.
