PG registration halted for refusing Aadhaar, Resident doctor sends legal notice to NMC challenging requirement
DoctorAhmedabad: A first-year resident doctor at a city medical college has had his PG registration put on hold after he declined to submit his Aadhaar card, following the National Medical Commission's mandate making Aadhaar-based biometric attendance compulsory.
Submission of the Aadhaar card is now mandatory for both attendance and state-level registration.
Justifying the action taken against the doctor, the college authorities have stated that they cannot record his attendance without Aadhaar-linked verification. Meanwhile, the concerned student has challenged the legality of such compulsion.
Medical Dialogues had earlier reported that the Apex Medical Commission made Aadhaar-enabled biometric attendance system compulsory for medical professors, teaching staff, and resident doctors. Further, the Commission also mandated Aadhaar for PG registration in all affiliated universities.

As per the latest media report by the Times of India, the college officials claimed that the concerned student, who joined in the previous academic year, was repeatedly asked to furnish his Aadhaar details for recording his attendance in the national biometric system. They said that without Aadhaar, the online attendance portal cannot generate his daily records. Due to this, the PG registration of the candidate was put on hold.
Following this, the college wrote to Gujarat University seeking guidance on handling the case. The University responded by clarifying that Aadhaar is compulsory for state-level PG registration, and institutions must ensure compliance with NMC norms.
In response, the student issued a legal notice to the NMC, his college and other regulatory bodies. The student has challenged the requirement for Aadhaar and argued in the notice that, according to the Supreme Court rulings, Aadhaar cannot be made mandatory in certain cases and also questioned the legality of denying registration and attendance recording solely due to non-submission of Aadhaar.
Therefore, the student has demanded reconsideration and withdrawal of the mandatory submission of Aadhaar, stating that alternative identity proofs should be accepted.
Due to the registration process being halted, the student now faces the risk of academic disruption, including delays in coursework, progression of studies, and professional recognition.
