Retired doctor allegedly received Rs 79.3 lakh excess pay, JnK orders inquiry

Srinagar: A three-member Fact-Finding Committee has been constituted by the Jammu and Kashmir Government to inquire into the alleged excess payment of Rs 79.13 lakh in pay and allowances to a retired physician after his actual date of superannuation, reportedly due to an erroneous entry in official service records.
As per Government Order No. 600-JK(HME) of 2026, issued on August 3 by the Health and Medical Education Department, the retired physician allegedly continued to receive salary and allowances beyond his actual retirement date because his date of superannuation was incorrectly recorded as February 28, 2018, instead of February 28, 2013, reported Kashmir Life.

The department has estimated that the excess payments made during the period from March 1, 2013, to October 30, 2017, amounted to Rs 79,13,762. However, the final liability, if any, will be determined after completion of the inquiry.
The department said the inquiry has been ordered to establish the circumstances that led to the incorrect recording of the date of superannuation, identify the officers or officials responsible for the lapse and recommend further action in accordance with law, reports Kashmir Life.
The Fact-Finding Committee will be headed by Suhail Hussain Tantray, Additional Secretary (Law), Directorate of Health Services, Kashmir. Aaliya Iftikhar, Chief Accounts Officer, and Ashiq Hussain, Assistant Accounts Officer, both from the Directorate of Health Services, Kashmir, have been appointed as members of the panel.
The committee will review all relevant official documents, provide an opportunity for all concerned parties to present their views, and determine how the officer continued in service beyond his actual retirement date.
It will also examine possible procedural and administrative lapses and fix responsibility wherever necessary. The committee has been directed to submit its report, along with detailed findings and recommendations, to the Administrative Department within 30 days from the date of issuance of the order, reports The Daily.
