Telangana Govt doctors condemn TVVP pay delays, seek salary regularisation bill
Hyderabad: Government doctors in Telangana have sharply criticised the State Government for what they described as an indifferent stance toward the Telangana Vaidya Vidhan Parishad (TVVP), and have demanded that the promotion process for doctors be streamlined.
The TVVP oversees close to 180 healthcare facilities across the State, including area and district hospitals, community health centres, and institutions dedicated to maternal and child care.
The Telangana Government Doctors Association (TGGDA) accused the government of poor management of the TVVP and expressed concern over the prolonged delay in disbursing salaries to senior practitioners working in hospitals under its control. TGGDA conducted a press meet highlighting serious and long-pending issues affecting doctors and healthcare employees across the TVVP, DME, and DPHFW wings of the Health Department.
The association pointed out, “ Even today, salaries of several TVVP employees remain unpaid. This is an utter administrative failure of the Commissioner, TVVP, and the Finance Wing of TVVP. Immediate resolution is demanded. The permanent solution is the conversion of TVVP into DSH. The Government itself constituted the ASCI Committee, which submitted a positive report clearly stating that there are no financial or legal hurdles. Despite this, no progress has been made.”
Talking to Medical Dialogues, Dr Narahari, the president of TGGDA, stated, “Telangana Vaidya Vidhan Parishad was formed in 1987, and an administrative committee is supposed to be responsible for streamlining doctors’ promotion and other issues in line with Andhra Pradesh. However, no proper steps have been taken. We strongly demand that the TVVP–DSH Bill be submitted in the upcoming Assembly session. This bill refers to proposed legislation aimed at overhauling the administrative structure of the Telangana Vaidya Vidhana Parishad (TVVP) by bringing it under the direct control of the Directorate of Secondary Health Services (DSHS). Moreover, Pending DA, PRC, EHCS benefits, and retired employees’ dues must be released immediately.”
“DSH-related re-deployment and TVVP promotions are completely stalled. Immediate resolution is required. The Commissioner, TVVP, must act proactively instead of remaining idle without follow-up. GDMO to Specialist conversion on the TVVP side must be implemented without delay,” the association added.
Moreover, the Peripheral Medical College Allowance must be immediately sanctioned in all newly established medical colleges to encourage faculty joining and retention, and the Career Advancement Scheme (CAS) must be strictly implemented. The association demanded that Professor and Associate Professor CAS promotion orders should be issued immediately, and NIMS pay scales must be implemented, and surrenders should be completed before regular recruitment.
As far as Faculty Transfers are concerned, doctors demanded that the immediate transfer of faculty from peripheral institutions to Hyderabad must be addressed to ensure equitable distribution. Autonomous status of certain medical colleges, including MNJ Institute, must be converted into Government institutions.
“Immediate creation of Superintendent and Principal posts in OSM and MGM Hospitals. The GO 142 amendment on the DPHFW side must be implemented immediately, as it was already agreed upon by the Hon’ble Health Minister long ago. Time-bound promotions must be implemented without further delay. Excessive delegation of powers to Administrative Officers must be stopped, as it seriously demoralizes the medical fraternity,” TGGDA added. The association warned that if these issues are not resolved within a short time, TGGDA will be compelled to announce its future course of action.
