MBBS Classes Started at 7 out of 11 new AIIMS, Health Minister provides update
New Delhi: Through a written reply to the questions raised in the parliament, the Union Health Minister, Dr Mansukh Mandaviya updated the parliament about AIIMS projects status. 11 AIIMS are coming up under Phase V, VI and VII of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
11 news AIIMS are coming at Guwahati, Darbhanga, Bathinda, Bilaspur (HP), Jammu, Kashmir, Deoghar (Jharkhand), Madurai, Rajkot, Bibinagar, Manethi, Haryana. Out of these 11 new AIIMS coming up, construction has already started at 6 locations while two new AIIMS at Manethi and Darbhanga are awaiting land allocation. 7 of these AIIMS have already commenced MBBS classes with classes starting in 2019-20 session at Bibinagar, Deoghar and Bhatina and in 2020-21 session at Rajkot, Jammu, Bilaspur and Darbhanga, the minister informed Lok Sabha.
Besides giving an update on functioning, the minister also give a detailed reply on funds allocated and utilised for setting up these AIIMS under Capital Head of the PMSSY budget. AIIMS Kashmir seems to have been allocated the highest budget at a Cabinet approved outlay of Rs 1828 Crore.
The detailed account of each of the 11 AIIMS is summarized below:-
- AIIMS Bathinda – Dr Mandaviya informed that 91.5% of work of AIIMS Bhatinda has completed. From 2019-2020, MBBS classes commenced, while the OPD services have been operational since 25.12.19. The expected date of completion is December 2021. The ministry has approved Rs. 925 Crore of the budget.
- AIIMS Bilaspur (HP) – On account of AIIMS Bilaspur, the minsiter stated that 78% of the construction work has been done. From 2020-2021, MBBS classes have commenced, and OPD services have started since 5-12-2021. The expected date of completion is likely to be June 2022. The ministry has approved Rs.1471 Crore of the budget.
- AIIMS Deoghar (Jharkhand) – For this AIIMS, the written reply stated that 59% of the construction work has been done. From 2019-2020, MBBS classes have commenced from a temporary campus OPD service operationalized from 24-8-2021. The expected date of completion is likely to be June 2022. The ministry has approved Rs.1103 Crore of the budget.
- AIIMS Guwahati – This AIIMS which was approved the ministry at on outlay of Rs 1123 crores has had 59% of the construction completed. The classes have last year from a temporary campus. The expected date of completion is likely to be September 2022.
- AIIMS Rajkot – has stated that 18% of the construction work has been done. From 2020-2021 MBBS classes have commenced from a temporary campus. The expected date of completion is likely to be October 2022. The ministry has approved Rs.1195 Crore of the budget.
- AIIMS Jammu – At AIIMS Jammu, 38% of the construction work has been done. From 2020-2021, MBBS classes have commenced from a temporary campus. The expected date of completion is likely to be January 2023.
- AIIMS Bibinagar - The minister informed that Executing Agency for the main work of AIIMS Bibinagar has been appointed and the tender for main construction has been filled. From 2019-2020, MBBS classes have commenced from a temporary campus OPD service operationalized since 2.6.2020. The expected date of completion is likely to be November 2023. The ministry has approved Rs.1028 Crore of the budget.
- AIIMS Darbhanga –Regarding this AIIMS, the reply stated that the Government of Bihar has transferred 200.02 acres of land in the name of the Government of India. However, till now, free land has not yet been handed over to the Government of India. The expected date of completion is likely to be September 2024.
- AIIMS Kashmir – As per the statistics given, this is probably the most expensive AIIMS in this phase, with an outlay of Rs 1828 crores. Dr Mankukh stated that 8% of the construction work has been done and that this project would likely to be completed by January 2025.
- AIIMS Madurai - Pre-investment work is currently in progress for AIIMS Madurai, and the loan agreement has been signed between Govt. of India & Govt. of Japan. The process to engage PMC is underway. The expected date of completion is likely to be October 2026. The ministry has approved Rs.1264 Crore of the budget.
- AIIMS Manethi (Haryana) - For this new AIIMS, the minister informed that encumbrance free land yet to be handed over by State Government. Till now the ministry does not disclose the date of completion.
