18 AIIMS Functional, 4 Under Construction: Health Minister tells Parliament
New Delhi: The Union Ministry of Health and Family Welfare has clarified that 18 out of the 22 All India Institutes of Medical Sciences (AIIMS) approved under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) are currently functional, while four are still under various stages of construction.
The clarification was provided in the Lok Sabha on February 6, 2026, in response to an Unstarred Question raised by Smt. June Maliah regarding reports that over 18 per cent of AIIMS institutions are non-functional in the country.
Smt. June Maliah had asked whether it is a fact that over 18 percent of AIIMS institutions are non-functional in the country, if so, the name of all the AIIMS that are not functional; and whether there is any timeline fixed by these non-functional AIIMS is likely to be completed and become functional, if so, the details thereof?
Replying to the questions, Minister of State for Health and Family Welfare Shri Prataprao Jadhav stated that 22 AIIMS have been approved across various States and Union Territories. Of these, 18 are operational, and four are under construction or at the pre-investment stage.
As per the list released in this regard, AIIMS Darbhanga in Bihar is currently at the pre-investment stage. AIIMS Majra (Rewari) in Haryana, AIIMS Awantipora in Jammu & Kashmir, and AIIMS Madurai in Tamil Nadu are under construction.
The remaining 18 AIIMS—including those at Mangalagiri (Andhra Pradesh), Guwahati (Assam), Patna (Bihar), Raipur (Chhattisgarh), Rajkot (Gujarat), Bilaspur (Himachal Pradesh), Vijaypur (Jammu), Deoghar (Jharkhand), Bhopal (Madhya Pradesh), Nagpur (Maharashtra), Bhubaneswar (Odisha), Bathinda (Punjab), Jodhpur (Rajasthan), Bibinagar (Telangana), Raebareli and Gorakhpur (Uttar Pradesh), Rishikesh (Uttarakhand), and Kalyani (West Bengal), are functional.
The Minister further stated that completion timelines for the under-construction AIIMS depend on several factors, including transfer of encumbrance-free land by State Governments, regulatory clearances, and other site-specific issues.
The government’s response indicates that while a small percentage of AIIMS projects are yet to become operational, the majority are already functional and providing healthcare and medical education services across the country.
