AIIMS Kerala not approved in current PMSSY phase, informs MoS Health

New Delhi: The Central Government has clarified that no proposal to establish an All India Institute of Medical Sciences (AIIMS) in Kerala has been included in the current phase of the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), despite repeated requests from the State Government.

Responding to a series of questions, Minister of State for Health and Family Welfare Prataprao Jadhav stated that the Kerala government had informed the Centre about the identification of land in Kinaloor, Kozhikode district, for the establishment of an AIIMS in 2025. However, he stated that “there is no proposal for the establishment of AIIMS in Kerala in the current phase of PMSSY.”

He further added that pre-investment activities—such as topographical surveys and hydrological studies—are carried out only after a project receives approval under the scheme. Since approval for AIIMS Kerala has not been granted, these steps have not yet commenced.

The Centre also highlighted ongoing efforts to strengthen Kerala’s tertiary healthcare infrastructure through other PMSSY components. Upgradation of three government medical colleges—Trivandrum, Alappuzha (TD Medical College), and Kozhikode—has been approved through the construction of Super Speciality Blocks (SSBs) under a Centre-State cost-sharing model.

The questions were raised by Members of Parliament Shafi Parambil, Adv. Dean Kuriakose, M. K. Raghavan, K. C. Venugopal, Adv. Adoor Prakash, and V. K. Sreekandan about whether the Union Government has any proposals for setting up of AIIMS in light of demand from the State Government of Kerala in the current financial year, or whether it has already been included under the next phase of the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY);

They seek to know if so, the details and the current status thereof, along with the reasons for the delay in granting approval of the same;

They also asked whether the Government has finalised the location of the proposed AIIMS in the said State, and if so, the details thereof.

They inquired whether any feasibility studies, site assessments, or surveys have been initiated for potential AIIMS sites in the said State.

They asked if so, whether the Government is considering the allocation of AIIMS in Alappuzha, Kozhikode, and Palakkad districts, if so, the details thereof.

They also inquired about the details of proposals received from the said State for AIIMS setup locations since the year 2020; and

Furthermore, they seek to know whether the Ministry of Finance has considered the request of the Ministry of Health & Family Welfare for 'in-principle' approval for establishing AIIMS in the said State, and if so, the details thereof.

In the reply, the Minister of State for Health and Family Welfare, Prataprao Jadhav, stated that, under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), All India Institute of Medical Sciences (AIIMS) are set up in different parts of the country in a phased manner. In 2025, the Government of Kerala announced the identification of land in Kinaloor, Kozhikode district, for the establishment of AIIMS. However, there is no proposal for the establishment of AIIMS in Kerala in the current phase of PMSSY. Pre-investment works, including topographical survey/hydrological studies, etc., are undertaken after the approval of the project under the scheme.

Further, for strengthening and upgrading of tertiary healthcare facilities in Kerala, under another component of PMSSY, the upgradation of following Government Medical Colleges have been approved by way of construction of Super Speciality Blocks (SSBs) on CentreState cost sharing basis: (i) Trivandrum Medical College, Trivandrum (ii) TD Medical College, Alappuzha (iii) Kozhikode Medical College, Kozhikode. In addition, the upgradation of Sree Chitra Tirunal Institute for Medical Sciences and Technology (SCTIMST), Trivandrum, has also been approved by way of the construction of Super Speciality Block (SSB) on a cost-sharing basis between the Ministry of Health & Family Welfare and the Department of Science and Technology, Government of India, added the Minister.
