Karnataka mandates digital reporting for Medico-Legal Certificates, Post-Mortem Reports
Bengaluru: The Karnataka Health Department has made it mandatory for all government hospitals across the state to issue medico-legal certificates (MLCs) and post-mortem reports (PMRs) exclusively through the MedLEaPR (Medico Legal Examination and Post-Mortem Reports) portal.

The directive makes it compulsory for doctors and medical officers to prepare and submit these reports through MedLEaPR — a digital platform developed by the National Informatics Centre (NIC). The system aims to standardize, streamline, and safeguard medico-legal documentation.
According to the department’s order, once a doctor submits their registration on the portal, it must be verified and approved by a designated nodal officer within two days, based on their official hospital identification.
In case of transfer, deputation, promotion, and/or resignation, it is the duty of the doctor concerned to inform the Nodal Officer, MedLEaPR of the hospital concerned, and ensure updating of the same on the portal, reports the Hindu.
Additionally, in cases where the MedLEaPR portal is temporarily unavailable, the department has directed that doctors issue a computer-typed report in the prescribed format. This report must be uploaded to the portal within 24 hours once access is restored. Moreover, all reports are required to be finalised and frozen on the portal within seven days of preparation to ensure the integrity of official records.
The department has warned that non-compliance with these timelines will be taken seriously, and violators may face disciplinary action.
