CDSCO Cancels Registration Linked to Hair Colour Imports

New Delhi: The Central Drugs Standard Control Organisation (CDSCO), under the Directorate General of Health Services (DGHS), Government of India, has ordered the cancellation of registered cosmetic products of RJ Trading under Registration Certificate (RC) No. RC/COS-001655 for the import of cosmetics into India under the Cosmetics Rules, 2020.
According to the official notice, M/s RJ Trading, located at Shop No. 27, Under Flyover Market, Dholewal Chowk Link Road, Ludhiana, Punjab – 141003, had registered cosmetic products for import into India vide Registration Certificate No. RC/COS-001655 dated 10 October 2022, which was valid up to 09 October 2027.
The regulatory action followed a complaint received against the firm concerning misbranded, spurious and adulterated imported Chinese hair colour cosmetics. Based on this complaint, an investigation was conducted at the firm’s premises on 06 August 2025.
During the site visit, authorities observed that the firm did not exist at the mentioned address.
The notice further cites Rule 15(3) of the Cosmetics Rules, 2020, which states that in case of change in name or address of a registration holder or overseas manufacturer, after grant of registration under sub-rule (1) of rule 13, an application for amendment shall be made in online portal of Central Government for prior approval from the Central Licensing Authority for the said changes in registration certificate within a period of sixty days from the date of such change.
In line with the above, the notice finally stated,
"The undersigned being the Licensing Authority empowered under Rule 21(b) of the Drugs and Cosmetics Act, 1940, keeping in view of the violation of Rule 15 (3) of the Cosmetics Rules, 2020, thereby order to cancel the registration certificate RC/COS-001655 from the date of issue of this order."
