Nobody permitted to make a mockery of medical education: Supreme Court

“We cannot allow anyone to make a mockery of medical education in the country. The other field with which we are concerned is legal education. Anyone playing with the quality of education will be dealt with severely.”

New Delhi:  The Supreme Court Monday said it would not allow anyone to make a mockery of medical and legal education in the country and warned of stringent steps against those who play with its quality.

The top court said that for someone it may be a matter of making money but for the court, it is only concerned with the quality of education.

The observations was made by a bench of Justices S A Bobde and Deepak Gupta when it was pointed out by the counsel for Medical Council of India (MCI) that it was not being allowed to carry out the inspection in a medical college in Uttar Pradesh.

“We cannot allow anyone to make a mockery of medical education in the country. The other field with which we are concerned is legal education. Anyone playing with the quality of education will be dealt with severely,” the bench said.

“For some, it may be a matter for making money but for the court, it is only concerned with the quality of education,” it added.

The bench said it has already dealt strongly with those who have played with the quality of education.

Senior advocate Vikas Singh, appearing for MCI, said that in Uttar Pradesh one of the colleges did not allow the inspection team to enter despite apex court’s direction.

“We must say that in one of the colleges the deficiencies are such that someone needs to be sent to jail,” Singh said.

To this, the bench said that if that is the case then it may bar such colleges from taking admissions from next year.

The court asked Bihar, Uttar Pradesh and Jharkhand to reply to the report filed by MCI within four weeks.

It adjourned the matter for further hearing after four weeks.

On June 18 last year, the apex court had made an exception by allowing eight government medical colleges in three states, which were barred by the Centre for certain deficiencies, to enrol 800 students in MBBS and BDS courses for the academic year 2018-19.

The top court had fixed the accountability on the chief secretary and principal secretary in-charge of medical education of Bihar, Uttar Pradesh and Jharkhand for rectifying the deficiencies pointed out by the MCI within the stipulated timeline given by the respective state governments.

It had asked MCI to carry out an inspection after three months to verify if the state governments had rectified the deficiencies pointed out by it.

It had however clarified that the order passed in the present case should not be treated as a precedent and added that it was passed considering the peculiar facts and circumstances of the case as otherwise, over 800 seats in government medical colleges would have been wasted.

The eight government medical colleges which were barred from admitting students for 2018-19 are — Anugrah Narayan Magadh Medical College, Gaya, Vardhman Institute of Medical Sciences, Pawapuri, Nalanda and Government Medical College, Bettiah — all in Bihar — which have a total of 250 seats.

The Mahatma Gandhi Medical College at Jamshedpur, Jharkhand was also denied permission to admit students by the Centre owing to some deficiencies.

The four medical colleges in Uttar Pradesh that were denied permission are — Government Allopathic Medical College at Banda, Government Medical College at Saharanpur, Government Medical College and Super Speciality Hospital at Azamgarh and Rajkiya Medical College at Jalaun district.

The three states had given an undertaking that they had either rectified the deficiencies — mostly related to the shortage of faculty staff — or would remove the shortcomings within a fixed timeline.

MCI had then said an exception could be created for the colleges on the condition that officials would be held personally accountable for removing the deficiencies.

It had said that a one-time exception could be given, provided that the colleges strictly adhered to the timeline, so that the seats did not go waste.

It had said the letters of permission in respect of medical colleges run by state governments had a special significance as the seats in these institutes were given to students purely on merit and for a nominal fee.

  1. Laughable, \”Me lords\” Are often a party in it when they ask Doctors to pay heavy compensation to rich patients.

  2. The real unsurpassable mockery is offering 100 students with zero or negative Mark\’s admission in pvt medical colleges in the name of percentile as eligibility. Authorisation for percentile order is anonymous still according an RTI report

  3. The gap between the cut off for reserved and unreserved has been finishing over the yrs. But how to account for last yrs candidates with at least a hundred students with zero Mark\’s and negative Marks in NEET have entered private medical colleges. Cleverly the minimum Mark\’s eligibility has been changed to percentile. RTI report could not find any authorised body who has issued these orders and no documents were found. Would anyone be surprised at the attitude of these students and their parents who have sold themselves out to just get a degree with no competence.
    To achieve this they can resort to any means defamation of faculties who try to discipline them bullying instt. they are an occupational hazard to scrupulous sincere faculties.
    These are tomorrows docs who are going to attend to us.
    It is also the duty of every parent to ensure that they walk not through the back door leading their wards.it only leads to the backyard .
    It is the duty of every parent to ensure that their wards have attained the skills before they pass.Anyway it is a huge sum that was paid.
    Value for life and value for assets .

    CAN YOU BELIEVE ON THE MCI VISIT ,JUST BEFORE DOCTORS / FACULTY MEMBERS ARE TRANSFERRED FROM VARIOUS COLLEGES JUST FOR A DAY . THERE ARE INSTANCES THE FAKE, FRADULENT/ GHOST DOCTORS – CALL THEM WHAT EVER SUITS YOU ( THEM ) . LEAVE THE MEDICAL COLLEGE PREMISES EVEN BEFORE THE MCI TEAM MEMBERS , SOON AFTER HEAD COUNTING IS OVER. NOTHING CAN BE WORST THAN THIS. WHEN I ASK THEM , HOW CAN DO THIS , WHAT MADE YOU TO COME JUST FOR THE INSPECTION . THEY SAY IT\’S ORDER FROM THE SECRETARY OF MEDICAL EDUCATION ( THE B A PASSED OUT BABUS THE BUEROCRATES ) . THE SO CALLED NOBLE PROFESSION PROTECTORS, PROMOTERS, PROFESSIONALS , PROFESSORS SUPPOSED TO INCULCATE DISCIPLINE DECENT, DYNAMIC , DASHING ATTITUDE AMOUNGST THE MEDICAL STUDENTS , WILL SET WRONG EXAMPLE TO BE CORRUPT CUNNING CARELESS CROOKS . THE MORALS , ETHEICS , VALUES ARE AT MOST IMPORTANT IN OUR PROFESSION. IF THEY FAIL TO PICK UP DURING THEIR FORMATIVE YEARS , IT IS VERY UNLIKELY TO BE HONEST DOCTORS IN FUTURE. THE ENTIRE SYSTEM MAY GET CONTAMITED , LOOK AT DOCTORS INVOLMENT IN KIDNEY RACKET , FEMALE INFUNTISIDE, AND ALL SPORTS OF CHEAP THINGS LOOK FOR FREE FOOD DRINK STAY TRAVEL ETC. PLEASE DON\’T LISTEN TO THOSE RASCALS TO BE A PART OF WRONG DOING . I KNOW THOSE CROOKS NEVER PUT THEIR SIGNATURE IN ANY SUCH ORDERS. THEY ARE EXTRA ACTIVE WHEN IT COMES TO BIG SPENDING ( UNWANTED PURCHASING). Like CT , MRI, OT EQUIPMENTS, ICU OF DIFFERENT TITLES, FURNITURE, BOOKS, PAINTING OF BUILDING, ELIVATERS/ LIFTS, LABORATORY DEVICES, DRUGS, DISPOSABLES, CONSUMABLES , INSTRUMENTS IMPLANTS. I THINK ITS TIME TO NAME AND SHAME SUCH SOCIOPATHS /PSYCHOPATHS/ WHITE COLLARED CRIMINALS , WHO MAY EVEN TURN RED COLLOR CRIMINALS. TELL THE HONORABLE SUPREME COURT ABOUT THE PEOPLE WHO ARE RESPONSIBLE TO MAKE MOCKERY OF THE MEDICAL PROFESSION. MAINLY THE BABUS THE BUEROCRATES.
