Singhania University running illegal MBBS,Doctor of Medicine Courses: MCI Board of Governors warning

New Delhi: Taking serious note of the various unpermitted medical courses including MBBS, diploma and Doctor of Medicine ones being offered by Singhania University in Jhunjhunu, the Medical Council of India (MCI) Board of Governors have recently released a public warning informing people about their illegality.

The apex medical regulator noted that all these courses are being run without MCI permission and in particular, debunked the university claim referring to certain HC judgement that the state medical council have to recognise such degrees.

It has come to the notice of the Board of Governors of MCI that Singhania University, Pacheri Bair, Distt. Jhunjunu, Rajasthan is running courses, such as MBBS; Doctor of Medicine course in Pharmacology, Anatomy, Biochemistry, Physiology, General Medicine, Obstetrics and Gynecology, Ophthalmology, Pathology, Community Medicine and Dermatology; and Diploma courses in Anesthesia, Obstetrics and Gynecology, Immuno- Hematology and Blood Transfusion, Oto-Rhino-Laryngology, and Radio-Diagnosis. The said institution has claimed that as per Punjab & Haryana High Court Judgment (following Supreme Court Judgment) in Neelam Devi case, State Medical Council/any other concerned Council shall have to recognize the degree/ diploma/certificate awarded by University ad shall have to enroll the degree holder to enable him/leer to do practice.

The MCI BOG went on to particularl point out that the said university stands in Violation of the MCI provisions, running unrecognized courses in modern medicine, adding that medical practice any degree holder of the said courses from the Singhania university would amount to Quackery

It may be noted that the claim so made by the Singhania University is in violation of the provisions of the Indian Medical Council Act, 1956 and the Regulations framed thereunder. Accordingly, any admissions that are made by the Singhania University, Pacheri Bair, Distt. Jhunjunu, Rajasthan in the courses of medicine (MBBS) is illegal and void ab initio. Furthermore, the pass-out from the said courses would be holding unrecognized degrees and cannot obtain registration with the State Medical Council to practice medicine. Such persons would be liable by the concerned State Governments for prosecution for quackery. Thus, Singhania University is playing francs upon all concerned by indulging in running of unrecognized courses in modern medicine.

The regulator reiterated the provisions of the IMC act clearly stating that running modern medicine, namely, MBBS, or Diploma in various streams of medicine; MD/MW/DM/M.Ch without the prior permission of the Central Government/ Board of Governors of MCI is illegal

It is hereby informed that under the provisions of the Indian Medical Council Act, 1956 prior permission of Central Government/ Board of Governors in Super-session of Medical Council of India is required to establish a new Medical College and impart courses in modern medicine. Such permission is granted on an application made by the Medical Institution which is thereafter examined, and physical verification is conducted regarding availability of Hospital, Teaching Faculty and other physical infrastructure required to run courses in modern medicine. The admissions made by any Institution that imparts courses in modern medicine, namely, MBBS, or Diploma in various streams of medicine; MD/MW/DM/M.Ch without the prior permission of the Central Government/ Board of Governors of MCI is illegal and students so admitted shall not get recognized medical qualification entitling them to practice medicine.

The council warned the members of the public not to be misled by claims of the university

By way of this notice, all concerned are informed not to be misled by the claims of Singhania University. Pacheri Bair, Distt. Jhunjunu, Rajasthan. The updated list of Medical Colleges is available on the Medical Council of India website, i.e., www.mciindia.orgalongwith the status of the College and number of seats approved/permitted. All students/ parents/ general public are advised to check the status of Medical Colleges before taking admission in any of the Medical Colleges.

This is not the first time that MCI has issued a warning against this particular university. In 2017 as well, MCI had warned about the same university running courses
