Administrative Chaos at Delhi Medical Council: CM Urged to Nominate Govt Representatives at Earliest

New Delhi: Highlighting the problems faced by the doctors due to the administrative chaos at the Delhi Medical Council (DMC), the Chief Minister of Delhi has been urged to constitute and nominate government representatives of the Council at the earliest.
Health activist Dr. Rohan Krishnan urged the CM Rekha Gupta to also ensure that non-corrupt, apolitical and genuine doctors get a place at Delhi Medical Council and he also requested the CM to conduct the DMC elections on an immediate basis.
"Delhi Medical Council is not functioning properly from months & Medicos are suffering each day with no registration, site not working and no work happening whatsoever!!!! @gupta_rekha ji , kindly constitute & nominate government representatives of #DMC in 24 hours. Also , make sure that non corrupt, apolitical , genuine doctors enters #DMC & not political chamchas. Also, the elections of #DMC should be done immediately. @drpankajbjp kindly see #DMC issue with immediate effect," Dr. Krishnan, who is also the Chief Patron of the FAIMA Doctors Association, wrote on X.
The Delhi Medical Council is an autonomous statutory body enacted under the Delhi Medical Council Act 1997 to regulate the practice of the modern system of medicine in Delhi. DMC also ensures that private doctors in the city are following ethical practices.
DMC is the only statutory body in Delhi to handle complaints of medical negligence and professional misconduct in Delhi. It comprises of 25 members, including eight elected by around 100,000 registered allopathic doctors in the city, one by the 20,000-member Delhi Medical Association, 10 by medical college faculties, four government nominees, and two former officials.
Previously, the Delhi Government proposed to dissolve the Delhi Medical Council amid allegations of mismanagement and irregularities in its functioning. Already, Delhi Health Minister Pankaj Singh has passed the proposal, which is now awaiting acceptance from the Lieutenant Governor's office. Meanwhile, the Delhi Health Department tasked the Directorate General of Health Services (DGHS) to oversee the functions of the Council until a new body is formed.
Medical Dialogues had been reporting about the problems faced by the doctors in Delhi due to the administrative chaos at the functioning of DMC. The post of Registrar has remained vacant ever since the former DMC registrar resigned from his post. Due to this, crucial administrative work such as doctors' registration came at a standstill at DMC.
Explaining the situations faced by the doctors, the National Spokesperson of Indian Medical Association Junior Doctors' Network (IMA-JDN) and also a Health Activist, Dr. Dhruv Chauhan told Medical Dialogues, "I am recieving multiple messages where doctors can’t get their basic registration done in Delhi. Neither their NOC and not even other issues like migration allowance. They cannot work in delhi without having DMC which is hurdling healthcare in delhi for vacancies of doctors."
The vacancy in the post of registrar resulted in a severe administrative and financial crisis at DMC. With the statutory and operational functions of the Council being at a standstill, the Council is facing pending financial obligations exceeding Rs 2.5 crore.
Commenting on the matter, Dr. Rohan Krishnan told Medical Dialogues, "It is a very sad state of affairs that the Delhi Medical Council has not been functioning properly for a very long time."
Mentioning that the Government should have made proper arrangements to ensure smooth functioning of DMC, Dr. Krishnan further added, "For many days students are facing problems that the site has been crashed and they are not getting registration and they are not able to get NOC- we are getting a lot of complaints."
Urging the CM to immediately constitute the Council, he mentioned, "Hence, we request the honourable Chief Minister of Delhi to immediately constitute the Delhi Medical Council and make sure that its functioning properly."
Meanwhile, DMC has also acknowledged the issues faced by the doctors and it has accepted that there is an administrative chaos at the Council. Issuing a public notice on June 5, 2025, DMC mentioned, "Due to severe financial and administrative challenges currently being faced by the Delhi Medical Council, many of our core functions- including registration services- have been significantly impacted. This disruption is further compounded by the non-operational status of the DMC website."
"We wish to assure that every effect is being made to resolve these issues at the earliest. Upon resolution of the ongoing administrative matters, we are committed to fully restoring all services without delay. We sincerely appreciate your patience, understanding, and cooperation during this difficult period," it added.
Recently, the doctors under the United Doctors Front (UDF) appealed to the Director General of Health Services (DGHS), highlighting the severe disruption caused by the non-functioning of the Delhi Medical Council (DMC) and the consequent delays in processing permanent registrations for medical practitioners.
In their letter, the doctors under the United Doctors' Front association have raised alarm over multiple issues that are affecting their ability to work and receive salaries, despite being actively involved in patient care across government institutions in the capital.
UDF made a series of immediate demands, including the urgent appointment of a new Registrar, a formal directive from the DGHS to government institutions to release salaries to currently serving doctors, technical repairs of the DMC’s digital infrastructure, a temporary manual or provisional registration mechanism, and the establishment of a helpdesk or grievance redressal system.
