Bombay HC seeks Goa Govt's response in MBBS students' re-evaluation plea

Panaji: The Bombay High Court recently asked the Goa Government to respond in a plea that sought directions to the Goa University for re-evaluation of the answer sheets of 18 students of the Goa Medical College.
These students appeared in the third year (final year) MBBS Part II (supplementary) examination held in April-May 2025 and were declared to have failed the test.
In their plea before the High Court, the counsel for the students, advocates Abhijit Gosavi and G Kerkar, submitted to the High Court that there were serious discrepancies in the declaration of the results concerning the examination.

As per the latest media report by the Times of India, the students informed the Court that 43 students appeared in the examination and among them 23 passed the exam, and 18 students were shown to have failed. In this regard, the students claimed that they were given the option of verification only, and they were illegally denied the option of re-evaluation, allegedly because the concept of re-evaluation was repealed. After the completion of the verification process, these students were shown to have failed with no changes in marks in the June 2025 exam.
Further, the students claimed that when the hard copies of the results were given out, three students, who had either not applied for verification and/or shown to have passed the exam, were allegedly given consequential benefits for having passed the test.
They also stated that they were seeking a re-evaluation as there was a serious discrepancy regarding the entire process of verification of the answer sheets and they aimed to ensure transparency in the verification process and to ensure that no injustice is done to any students. They further submitted that in the verification process, only marks were recounted, but in re-evaluation, the entire paper was re-evaluated.
The students also submitted a representation before the Prime Minister's office and stated that the re-evaluation is permitted for various other colleges affiliated to the Goa University, including engineering, arts, science, and commerce colleges across Goa, as well as other prestigious govt medical colleges across India.
Meanwhile, responding to the plea before the High Court, the Goa University submitted that there is no clause for re-evaluation for the MBBS course. It was also submitted by the University that, as per a recent amendment, the best of two evaluations is considered for preparing the revised supplementary result, which the present batch of students has benefitted from.
In response to the Court's directions to file a response, the counsel for Goa University, Senior Advocate A Agni, informed the Court that if a written affidavit in reply is to be filed, it will be filed on or before November 10.
