Maharashtra resumes CCMP Homeopath registation with medical council

Mumbai: Amid the strong opposition from modern medicine practitioners, the Maharashtra Government has resumed the state medical council registration process for homeopaths having a Certificate Course in Modern Pharmacology (CCMP).

Medical Dialogues had earlier reported that the State halted the registration process on Tuesday i.e., August 18, stating that the registration would be put on hold till a final decision in this regard is taken by the Bombay High Court or the Government. However, only two days later, the Department of Medical Education and Drugs decided to resume the BHMS registration with the Maharashtra Medical Council (MMC).

Writing to the Registrar of the MMC, the Department cancelled the letter dated 18 August 2026, through which the registration was put on hold. The letter further added that, regarding the registration of homeopaths having a CCMP degree, further action should be taken in accordance with the decision taken at the meeting held on 28.07.2026.

Commenting on the matter, Medical Education Secretary Dhiraj Kumar told the Times of India, "There was no need for fresh directives on 18th [August] as already directions were with MMC as per 28th July meeting. The above letter was issued without the approval of the secretary and it caused more confusion."

Meanwhile, state medical council officials have expressed their frustration over the whole matter. An official at the Maharashtra medical council told TOI, "We are frustrated by this issue now. Either people are coming to our offices and protesting, or there is some new diktat that keeps changing. An issue of this scale has never happened before."

However, another official added that the council is liable to resume the registrations. So far, the council has registered only one homeopath, on August 4, after the state government allowed homeopaths with a Certificate Course in Modern Pharmacology (CCMP) to register with the council and prescribe allopathic medicines. The process went on hold since August 4, reportedly due to a technical glitch.

MARD Opposes Govt Decision:

Meanwhile, the Maharashtra Association of Resident Doctors (MARD), has again expressed its strong opposition to the decision to resume MMC registration of homeopaths. In a Press Release, issued by State President Dr. Atharva Shinde, the association mentioned that it has not yet received a copy of the minutes or the decision from the meeting held on 28 July 2026.

"Meanwhile, it has come to notice that the Maharashtra Medical Council has constituted a committee regarding the BHMS–CCMP operational framework and is seeking written feedback on the proposed procedure. Based on these developments, it appears prima facie that there has been a shift in the government's stance regarding CCMP compared to its earlier position. Central MARD does not support or welcome any decision to integrate BHMS practitioners into the framework of modern/allopathic medical practice under the CCMP scheme. Central MARD maintains its firm stance regarding clear boundaries between medical systems, the paramount importance of patient safety, established standards of modern medical education and treatment, and the protection of the interests of doctors holding MBBS/MD/MS qualifications," the association said.

"However, as this matter is currently sub judice (pending adjudication) before the Hon'ble Bombay High Court, Central MARD will determine its future course of action strictly within constitutional and legal frameworks. Central MARD holds the decision-making process of the Government of Maharashtra and the Hon'ble Bombay High Court in high regard. New information regarding this matter came to the attention of Central MARD at 8:00 PM on August 20, 2026. Consequently, the Central MARD executive committee will soon convene to discuss this new government decision in detail; subsequently, the course of action for a democratic, legal, and measured protest against this decision will be determined. Central MARD’s stance is clear: we oppose this decision; however, we will fully respect the legal process, the Government of Maharashtra, and the final verdict of the Hon'ble Bombay High Court," the release further added.

Speaking to Medical Dialogues, Dr. Shinde said, "This is a situation which is only happening in Maharashtra, and no other State in India is implementing such a kind of mixopathy or cross-pathy. We have opposed this decision since its inception. Still, the government has been very forceful in implementing this. We had also gone on strike on 5th and 6th August. But due to the Bombay High Court's suo motu, we had to withdraw the strike. We had trust in the judiciary and the government that they would do some positive and constructive work, and accordingly they released a letter on 18th of August that they were stopping the registration till the High Court released any order. But again, due to this pressure by these BHMS practitioners and due to strong political will, they quashed that letter of 18th August on 20th August and said that the registration may resume. But as of now, no new registration has been given yet. Only one token registration has been given."

"Still, we completely oppose this, because this is going to harm the patients' lives at large. Economically, we are not concerned about it. We are concerned about the patients' health because when mixopathy and cross-pathy come into practice, it will create a huge impact on public health," he added.

Dr. Shinde said that the BHMS practitioners with the CCMP degree will be allowed to practice both homeopathic and allopathic medicine and therefore, if a patient goes into an adverse reaction, there is no way to ascertain which drug caused it.

"We have given suggestions to the Government in the SOP formation that they should have an exit and entrance examination for the certificate course. We should have a proper, strict mechanism. Even if a single complaint comes of negligence, then both their registrations should be cancelled for both homeopathy and allopathy," he added.

Mentioning that they cannot go on strike due to the High Court's order, and they are considering how to continue the agitation.
