Rajasthan FMG stipend protest- FIR filed against 35 interns: Report
Jaipur: Police officials have reportedly filed an FIR against around 35 Foreign Medical Graduate (FMG) interns who have been protesting the non-payment of their stipend during the mandatory Compulsory Rotatory Medical Internship (CRMI), Times Now has reported.
As per sources, till now police have not disclosed the names of FMG interns named in the FIR, and no action after FIR has been taken against the FMGs yet.
The FMG interns have been on protest for more than 13 days, with five of the FMGs on a hunger strike.
According to a Times Now Report, amid the protest demanding a Rs 21,700 monthly stipend for the FMGs, along with arrears, the police officials have filed an FIR against around 35 of the protesting medical graduates from abroad.
Condemning the police action, the All FMGs Association wrote in an X post, "For the past 14 days, FMG doctors in Rajasthan have been peacefully presenting their concerns before the DME and seeking a response from the DME and the Government regarding their rightful stipend. These doctors are working tirelessly in government hospitals, serving patients and fulfilling their duties without receiving a single penny in stipend. Despite raising their concerns through peaceful and democratic means, a police complaint has reportedly been filed against these doctors."
"We request the authorities to engage in dialogue with the protesting doctors, address their genuine concerns, and consider withdrawing/reviewing such complaints. These doctors are not against the system they are simply asking for their rightful stipend and a fair opportunity to be heard. We request Rajasthan Government and Jaipur Police @jaipur_police to cooperate with our doctors and resolve this matter peacefully and respectfully," the X post by AFA mentioned.
Commenting on the matter, Dr. Samar Kumar, National FMG In-charge - FAIMA, told Medical Dialogues, "FMG interns in Rajasthan have been raising their concerns and demands for a monthly stipend through a peaceful protest. Reports of police complaints against protesting doctors are deeply concerning."
FAIMA has urged the Rajasthan Government, DME Rajasthan & Jaipur Police to choose dialogue over confrontation. "Hear the doctors. Address their legitimate stipend demands. Resolve the issue without delay. Doctors serving patients deserve their rightful dues—not police complaints for peacefully seeking them," FAIMA mentioned in an X post.
The All India Medical Students Association (AIMSA) Foreign Medical Students' Wing has also opposed the FIR reportedly filed against 35 intern doctors.
"Intern doctors have been peacefully protesting for 13 days, with 5 doctors on hunger strike for 5 days. Yet, no written assurance has been given by," the association mentioned in an X post.
Background
Medical Dialogues had reported that the medicos have been protesting, alleging that despite multiple assurances from the government, the issue continues to persist on the ground, even though the Supreme Court and the National Medical Commission (NMC) issued directions on stipend parity with Indian Medical Graduates (IMGs).
In previous judgments, the Supreme Court held that Foreign Medical Graduates (FMGs) undergoing internships are entitled to receive a stipend. In July 2025, while hearing a case involving FMGs at Aligarh Muslim University (AMU), the Court observed that a stipend is payable to FMGs during their medical internship and recorded AMU's undertaking to release the pending stipend from its own funds.
In February 2026, the Court again dealt with the issue in a case involving FMGs in Jharkhand and directed payment of the stipend at par with Indian Medical Graduates, observing that the FMGs could not be discriminated against in stipend payments.
Through Circulars/Public Notices dated 04.03.2022, 19.05.2022, and 07.12.2023, the National Medical Commission (NMC) clearly stated that FMGs undergoing Compulsory Rotatory Medical Internship (CRMI) are entitled to receive a stipend, which is to be determined and disbursed by the respective State Government/State Authorities.
In July 2026, FAIMA representatives met Rajasthan DME officials and submitted copies of the Supreme Court judgment and NMC guidelines. DME officials reportedly said that proposals for FMG stipends had been sent for financial approval several times but had not been approved.
According to FAIMA, DME officials also stated that it had sought clarification from the NMC following the Supreme Court directions. The officials said that after receiving the NMC's response, the proposal would again be sent for financial clearance.
However, in Rajasthan, the issue has allegedly remained unresolved. As a result, the interns decided not to call off their protest unless the DME provides them with a written assurance on the implementation of the stipend payment.
