Gujarat : Funds worth Rs 5240.63 crores released in five years under National Health Mission
New Delhi: Funds worth Rs. 5240.63 crore was handed to the State of Gujarat under National Health Mission (NHM) during the last five years by the Government of India which includes the release of Rs.4941.48 crore under the National Rural Health Mission (NRHM) for smooth functioning of rural health services, Rajya Sabha was told on Tuesday.
Under National Health Mission (NHM), Ministry of Health and Family Welfare (MoHFW) provides the technical and financial support to States/UTs for strengthening of their healthcare systems.
The proposals from State/UT Governments have been received in the form of Programme Implementation Plans (PIPs) under NHM and Government of India provides approval for the proposals in the form of Record of Proceedings (RoPs) as per norms & available resources.
The proposals received in the form of PIPs from State/ UT are accorded approval by Government of India as per the detailed discussion during the meeting of National Programme Coordination Committee (NPCC) which are jointly attended by both the State and Central officials keeping in view of the overall Resource Envelope and felt need of the States/UTs.

Further, Public Health & Hospitals is State subject. The Central Government provides support to State Governments for implementation of various programmes including NHM.
The Minister of State for Heath Dr. Bharati Pravin Pawar said in a written reply that under NHM to improve the financial utilization of funds the following steps have been undertaken by the Ministry:
(i) Performance Audit by the Comptroller and Auditor General (CAG) of India ,
(ii) Annual Statutory Audits by CAG empanelled major Chartered Accountant Audit firms,
(iii) Concurrent Audits by Chartered Accountant Audit firms,
(iv) Public Financial Management System (PFMS) in NHM to track flow of funds,
(v) Submission of quarterly Financial Monitoring Reports (FMRs) and Statement of Fund Position (SFP) by the States/UTs,
(vi) Regular review and monitoring of scheme components.
She was responding to a question on the funds allocated by the Government for smooth functioning of rural health services in Gujarat during the last five years and whether any action plan has been prepared to utilize the said funds within the stipulated time frame and if so the details of it.
