Fake doctor in ICU: Human Rights Panel issues notice to BMC, Mumbai Police

Mumbai: Following allegations of prolonged inaction despite repeated complaints, the Maharashtra State Human Rights Commission (MSHRC) has issued notices to the BMC commissioner and Mumbai Police regarding the alleged practice by a bogus doctor in civic hospitals, including Jogeshwari Trauma Hospital. 

The move comes after repeated complaints by social activist Jay Lokhande, who described the situation as a “systemic failure” across hospital administration and law enforcement. According to reports, the doctor allegedly worked in ICUs and other sensitive departments despite questions about his credentials and a previous termination from V N Desai Hospital, Santacruz.

In a strongly worded summons, the commission directed senior officials to appear and explain their roles in what it termed an apparent systemic failure across departments. “You are hereby summoned to appear before the commission in Court Room No 2, in person or through a duly authorised agent, on April 1, 2026, at 11 am, and thereafter submit a response to the complaint,” the panel said, reports Mumbai Mirror. 

The commission also requested a written response supported by relevant documents, emphasising that both civic and police authorities are under scrutiny. 

The complaint details that the doctor secured direct employment with the BMC at HBT Trauma Hospital in Jogeshwari from April to June 2025, earning a salary of approximately ₹2.5 lakh, despite prior concerns regarding his qualifications. Reports also flagged his presence at Bhagwati Hospital and Jogeshwari Trauma Centre, with complaints reportedly reaching multiple layers of hospital and civic administration, including commissioners, deans, vigilance authorities, and auditors—yet no effective action was taken.

Speaking to Mumbai Mirror, he said, “In my complaint, I have requested administrative action against BMC officials who recruited him without verifying his credentials, and sought registration of an FIR against them as well as the fake doctor. I have also requested an audit of all doctors who worked in the hospital over the past three to five years, as I suspect similar lapses. I expect the authorities to take satisfactory action even before the first hearing.”

The commission’s notice highlights that both civic and police authorities are under scrutiny. The panel has warned of consequences for non-compliance, stating that “in default of your appearance on the day mentioned above, the matter will be decided in accordance with law.”

Datta Nalawade, DCP Zone X, said he had not yet seen the notice, while Dr. Hanumant Waikale, dean of HBT Trauma Care Centre, stated that all relevant information regarding the doctor had been submitted to authorities and that no updates are available while the human rights body investigates, reports The Daily.
