New Delhi: Through a recent notice, the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC) has invited applications for the establishment of new medical colleges for conducting the MBBS course and an increase in the annual intake capacity of MBBS seats in the existing institutes for the academic year 2027-2028.

The Commission clarified that while the portal for online submission of applications opened on 08.10.2026, no application can be submitted after 31.12.2026.

MARB, in a public notice dated 08.10.2026, clarified that the "applications shall be submitted only through the designated NMC/MARB online portal, within the notified application period and in accordance with the National Medical Commission Act, 2019, the applicable regulations, including the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023, as amended from time to time, and all applicable notifications, standards, guidelines, advisories, directions and instructions issued by the NMC/MARB."

NMC MARB has also provided the details on application categories, submission requirements for applications,  application submission procedure and fee, application window and submission timeline, application process, and assessment of college/institution.

Further, the formats for consent of affiliation, bank account disclosure, verification and undertaking for all the accounts, bank attestation, verification and consent, solvency certificate, net worth certificate by chartered accountant, affidavit regarding land being free from dispute and encumbrances, and format of undertaking have also been provided along with the notice.

Referring to the MARB notice, NMC Secretary Raghav Langer wrote to the directors/principals/deans of all medical colleges/institutions under NMC and to applicants willing to apply for establishment of new medical colleges with MBBS course.

"Kind reference is invited to Public Notice dated 08-10-2026 as issued by Medicall Assessment & Rating Board (MARB) of National Medical Commission (NMC) on the above subject matter being self-explanatory inter-alia requesting for invitations for online applications for (i) Establishment of New Medical Colleges for MBBS and (ii) Increase in Annual Intake Capacity of MBBS Seats in Existing Medical Colleges for the Academic Year 2027-28, through the designated online portal of NMC in accordance with the National Medical Commission Act, 2019, the applicable regulations, including the Establishment of Medical Institutions, Assessment and Rating Regulations, as amended from time to time, and all applicable notifications, standards, guidelines, advisories, directions and instructions issued by the NMC/MARB," NMC mentioned in the communication dated 08.10.2026.

"Accordingly, all Medical Colleges/Institutions and concerned stakeholders are requested to take note of the instructions/directions for compliance and necessary action on their part," the communication by Dr. Raghav Langer further mentioned.

  • 1. Categories of Applications

1.1 Applications shall be invited under the following categories: (a) Establishment of a new Medical College for the MBBS course; and (b) Increase in the annual intake capacity of MBBS seats in an existing Medical College.

1.2 The applicant shall clearly indicate the category of application, the proposed annual intake, the existing sanctioned intake, the proposed increase in intake, wherever applicable, and all other particulars prescribed in the online application.

  • 2. Requirements for Submission of Application

2.1. The applicant shall furnish complete, accurate, current, authentic, and verifiable information in all applicable fields of the online application.

2.2. The applicant/Medical College shall upload, in the prescribed PDF format, complete details and certified copies of all applicable documents specified below.

2.2.1 Requirements for Establishment of a New Medical College

(a) Particulars of the Applicant

Particulars of the applicant/entity, including the name, address, contact number, email ID, and other details of the proposed Medical College.

(b) Category of Application

Category of the proposed Medical College, i.e., Government/Private, and sub-category viz Trust, Society, Company, etc.

(c) Constitution and Registration Documents

Certified copies of the applicable constitution, registration, or incorporation documents, including the bye-laws, Memorandum and Articles of Association, Trust Deed, or other relevant constitutional documents.

(d) Management of the College and Hospital

Details regarding the constitution and composition of the management of the Medical College and the attached Hospital, including whether the sponsoring entity is a Society, Trust, Company, University, or any other eligible entity. Where the Hospital has been arranged through a lease or other contractual arrangement, the lease/MoU shall be for a period of not less than 30 years. In such cases, the clinical services shall be provided by the staff of the Medical College, and the clinical material of the hospital shall be utilized for the purpose of teaching, and the infrastructure of all the clinical services will be modified as per the MSR of NMС.

(e) Exclusive Attachment of Hospital

An Hospital attached to a Medical College shall not simultaneously be attached to or utilised as the teaching Hospital of any other Medical College. One Hospital shall be attached to only one Medical College.

(f) Disclosure by Members of Sponsoring Entity

Each member of the Trust/Society/Company or other sponsoring entity shall disclose whether he/she is a member, trustee, director, promoter, or otherwise associated with any other Trust/Society/Company/entity running a Medical College in India, along with the name and address of each such Medical College.

(g) Consent of Affiliation

The applicant shall submit the Consent of Affiliation (CoA) issued in the prescribed proforma by a recognised University. The CoA shall be valid on the date of submission of the application.

The following conditions shall apply:

(i) The CoA shall be in the format prescribed in Annexure-A to this Public Notice.

(ii) The CoA shall comply with Regulation 9 of the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023, as amended from time to time. to

(iii) A conditional Certificate of Affiliation (CoA), or a CoA issued by the affiliating University without conducting the requisite Local Inspection verify the availability of the facilities as per the MSR, shall not be considered a valid CoA for the purposes of the application.

(iv) A CoA shall cease to be valid upon its utilisation for one application, irrespective of whether such application is subsequently approved or rejected.

(v) lf a valid CoA is not submitted, or if the CoA submitted is found to be invalid on the date of submission of the application, the application shall be liable to be rejected, and no further correspondence in this regard shall be entertained.

(vi) In the event of rejection of the application by the NMC, the applicant shall obtain a fresh CoA for any subsequent application.

(h) Director/Dean/Principal

Details of the Director/Dean/Principal of the institution, including name, email ID, and contact number.

(i) Medical Superintendent

Details of the Medical Superintendent of the Hospital, including name, email ID, and contact number.

(j) Financial Capability

The applicant shall furnish:

(k) Audited Balance Sheets for the preceding three financial years, prepared in accordance with the formats prescribed for Financial Statements of Non-Corporate Entities by the Accounting Standards Board (ASB) of the Institute of Chartered Accountants of India (ICAI), along with the corresponding audit reports and notes to accounts.

(ii) An authorisation letter addressed to the National Medical Commission by the banks concerned in respect of all bank accounts of the sponsoring authority of the Medical College, authorising the NMC to make independent enquiries regarding the financial track record of the applicant and to obtain such additional information as may be required; Format of the Certificate is placed at Annexure-В

(iii) A solvency certificate of the sponsoring authority of the Medical College, namely the Trust/Society/Company or other sponsoring entity, based on the last completed financial year, issued by a Chartered Accountant within 90 days prior to the last date of submission of the application. Format of the Certificate is placed at Annexure-С

(I) Land and Building Documents

The applicant shall furnish complete documentary proof regarding:

(i) ownership of the land on which the proposed Medical College and Hospital are situated or are proposed to be situated;

(ii) ownership of the College and Hospital buildings;

(iii) the total area of land available for the proposed Medical College and Hospital; and

(iv) compliance with the land and building requirements prescribed under the applicable regulations and Minimum Standard Requirements.

Where the land has been arranged through a lease or similar arrangement, the lease/MoU shall be valid for a period of not less than 30 years from the year of submission of the application.

The following certificates/documents issued by the competent authorities shall also be uploaded, wherever applicable:

(i) Building Completion Certificate;

(ii) Fire Safety Certificate; and

(iii) Оссиpancy Certificate.

(iv) An Affidavit by the applicant that the land proposed for the establishment of the Medical College and its Teaching Hospital is free from all disputes, litigation, encumbrances, claims, liens, charges, and other legal impediments, and that the applicant has a clear and undisputed title and lawful possession over the said land. Format of the Affidavit is placed at Annexure-D

The documents shall demonstrate the statutory compliance, completion, and readiness of the proposed Medical College and Hospital as on the date of application.

m) Project Cost

Details of the estimated project cost, including the capital cost of land, buildings, plant and machinery, medical, scientific and allied equipment, furniture and fixtures, and preliminary and pre-operative expenses.

(n) Means of Financing

Details of the means of financing the project, including grants, donations, equity, term loans, or any other sources of finance, along with details of the contribution of the applicant/sponsoring entity.

(o) Details of Existing Hospital

Where an existing Hospital is proposed to be utilised, the applicant shall furnish the name and address of the Hospital, date of establishment, and complete details, including:

(i) Valid Hospital Registration Certificate;

(ii) Building Completion Certificate issued by the Competent Authority

(iii) Оссuрancy Certificate;

(iv) Valid Fire Safety Clearance Certificate;

(v) valid Blood Bank Licence;

(vi) AERB certificate, wherever applicable;

(vii) Valid Pollution Control Board certificate (Consent to Operate);

(viii) Documents relating to the Biomedical Waste Management System;

(ix) Distance between the Medical College and Hospital and the expected travel time, where they are situated on different campuses; and

(x) Documentary proof of ownership of, or lawful authority for operating/running, the existing Hospital.

(p) Clinical Infrastructure and Utilisation

Complete details of the existing Hospital, including:

i) total bed strength;

(ii) department-wise bed distribution;

(iii) bed occupancy;

(iv) built-up area of clinical and para-clinical departments;

(v) OPD infrastructure; and

(vi) department-wise OPD attendance data.

(q) Architectural, Equipment, and Service Details

The applicant shall furnish:

(i) architectural and layout plans;

(ii) department-wise list of medical, scientific, and allied equipment;

(iii) capacity and configuration of engineering services;

(iv) Hospital services;

(v) administrative services; and

(vi) other ancillary and support services, including category-wise staff strength.

(r) Geo-Tagged Photographs

The applicant shall upload geo-tagged photographs of the Medical College and Hospital, clearly displaying the name of the institution.

The photographs shall clearly demonstrate the internal and external infrastructure, completion status, and readiness of the institution.

Any photograph found to be false, manipulated, fabricated, or generated/altered through Artificial Intelligence or other technological means so as to misrepresent the actual status of the institution shall render the application liable to rejection and may also attract appropriate action under the applicable provisions.

(s) Hospital Capacity

Documentary proof establishing that the Hospital has the required capacity as prescribed under the applicable Minimum Standard Requirements shall be furnished.

(t) Faculty Details

Department-wise details of faculty, including Professors, Associate Professors, and Assistant Professors and Residents as existing on the date of submission of the application, shall be furnished, including:

(i) name;

(ii) designation; and

(iii) AEBAS ID;

(iv) The Government Institutions shall provide the Government order of sanctioning the required number of teaching, non-teaching posts, administrative and its supporting staff, including the resident posts for the proposed annual intake from the Finance Department of the State/UT.

(u) Undertaking Regarding Correctness of Information

The applicant shall submit an undertaking, in the prescribed format as per Annexure-E, confirming that all information and documents furnished with the application are true, correct, complete, and authentic.

The undertaking shall be submitted on ₹500 non-judicial stamp paper.

If any information, declaration, or document furnished by the applicant is subsequently found to be false, incorrect, misleading, or fabricated, the Board may initiate appropriate action under the applicable law/regulations, including rejection of the application and such other punitive action as may be permissible.

(v) Bank Guarantee for Private Medical Colleges

A Private Medical College/Institution shall submit the Bank Guarantee of the applicable amount specified in Annexure-F, within the prescribed time and in accordance with the instructions issued in this regard, corresponding to the number of seats granted for issuance of the Letter of Permission (LoP).

(w) Electronic Bank Guarantee

The Bank Guarantee shall be furnished only in the form of an Electronic Bank Guarantee (E-BG).

(x) Undertaking After Issuance of LoP

After issuance of the LoP, the Medical College shall submit an undertaking confirming compliance with the terms and conditions of the LoP, along with the applicable Bank Guarantee, in accordance with the prescribed procedure.

(y) Corpus Fund

The applicant/entity shall submit, at the time of submission of the application, an undertaking for earmarking a corpus fund dedicated exclusively to the functioning of the proposed Medical Institution.

All Medical Colleges already in operation shall also maintain such а dedicated corpus fund.

The amount of the corpus fund shall be determined by the Medical Assessment & Rating Board (MARB) and communicated through a separate notice. The amount may be revised periodically by the MARB.

The Medical College shall furnish documentary evidence regarding the maintenance of the prescribed corpus fund whenever directed by the MARB.

(z) Undertaking by Government Medical Colleges

A Government Medical College/Institution shall submit, in lieu of the Bank Guarantee, an undertaking regarding compliance with the terms and conditions of the LoP, duly issued by the Principal Secretary of the concerned Department, within seven (7) working days from the date of issuance of the LoP.

2.2.2 Requirements for an Increase in the Annual Intake of MBBS Seats in an Existing Medical College

(a) Particulars of the Applicant

Particulars of the applicant/Medical College, including name, address, contact number, and email ID.

(b) Category of Application

Category of the existing Medical College, i.e., Government/Private, and sub-category, viz Trust, Society, Company, etc.

(c) Constitution and Registration Documents

Certified copies of the applicable constitution, registration, or incorporation documents, including bye-laws, Memorandum and Articles of Association,

Trust Deed, or other relevant constitutional documents.

The applicant shall also furnish:

(i) details of the composition of the management of the Medical College and Hospital, including whether the sponsoring entity is a Society, Trust, Company, University, or other eligible entity;

(ii) where the Hospital has been arranged through a lease or similar arrangement, the lease/MoU shall be for a period of not less than 30 years; and

(iii) Where such an arrangement exists, the teaching faculty of the Medical College and Hospital shall be the same.

(d) Exclusive Attachment of Hospital

A Hospital attached to the Medical College shall not simultaneously be attached to another Medical College. One Hospital shall be attached to only one Medical College.

(e) Disclosure by Members of Sponsoring Entity

The individual members of the Trust/Society/Company or other sponsoring entity shall disclose whether they are associated with any other Trust/Society/Company/entity running any other Medical College in India, together with the name and address of each such Medical College.

(f) Consent of Affiliation

The applicant shall submit the Consent of Affiliation (CoA) issued in the prescribed proforma by a recognised University. The CoA shall be valid on the date of submission of the application.

The following conditions shall apply:

(i) The CoA shall be in the format prescribed in Annexure-A to this Public Notice.

(ii) The CoA shall comply with Regulation 9 of the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023, as amended from time to time.

(iii) A conditional Certificate of Affiliation (CoA), or a CoA issued by the affiliating University without conducting the requisite Local Inspection to verify the available facilities as per MRS, shall not be considered a valid CoA for the purposes of the application.

(iv) The CoA shall cease to be valid upon utilisation for one application, irrespective of whether the application is subsequently approved or rejected.

(v) lf a valid CoA is not submitted, or if the CoA submitted is found to be invalid on the date of submission of the application, the application shall be liable to be rejected, and no further correspondence in this regard shall be entertained.

(vi) In case of rejection of the application by NMC, the applicant shall obtain a fresh CoA for any subsequent application.

(g) Director/Dean/Principal

Details of the Director/Dean/Principal of the Medical College, including name, email ID, and contact number.

(h) Medical Superintendent & Details of Existing Hospital

1. Medical Superintendent

Details of the Medical Superintendent of the Hospital, including name, email ID. and contact number.

2. Details of Existing Hospital

The applicant shall furnish the name and address of the Hospital, date of establishment, and complete details, including:

(i) Valid Hospital Registration Certificate;

(ii) Building Completion Certificate issued by the Competent Authority if any additional building is built for the proposed increase in intake of the existing capacity.

(iii) Оссиpancy Certificate issued by the Competent Authority if any additional building is built for the proposed increase in intake of the existing capacity.

(iv) Valid Fire Safety Clearance Certificate;

(v) Valid Blood Bank Licence;

(vi) AERB certificate, wherever applicable;

(vii) Valid Pollution Control Board certificate (Consent to Operate);

(viii) Documents relating to the Biomedical Waste Management System;

3. Clinical Infrastructure and Utilisation

Complete details of the existing Hospital, including: (i) total bed strength; (ii) department-wise bed distribution; (iii) bed occupancy; (iv) built-up area of clinical and para-clinical departments; (v) OPD infrastructure; and (vi) department-wise OPD attendance data.

4. Architectural, Equipment, and Service Details

The applicant shall furnish:

(i) architectural and layout plans;

(ii) department-wise list of medical, scientific, and allied equipment;

(iii) capacity and configuration of engineering services;

(iv) Hospital services;

(v) administrative services; and

(vi) other ancillary and support services, including category-wise staff strength.

(v) The Government Institutions shall provide the Government order of sanctioning the required number of teaching, non-teaching posts, administrative and its supporting staff, including the resident posts for the proposed annual intake from the Finance Department of the State/UT.

(i) Undertaking Regarding Correctness of Information

An undertaking, in the prescribed format as per Annexure-E, shall be furnished confirming that the information and documents submitted are true, correct, complete, and authentic.

The undertaking shall be submitted on ₹500 non-judicial stamp paper.

(j) Bank Guarantee for Private Medical Colleges

A Private Medical College/Institution shall submit the Bank Guarantee of the applicable amount specified in Annexure-D, within the prescribed time and in accordance with the instructions issued in this regard, corresponding to the number of seats granted for issuance of the LoP.

(i) The Bank Guarantee shall be furnished only in the form of an Electronic Bank Guarantee (E-BG).

(ii) After issuance of the LoP, the Medical College shall submit an undertaking confirming compliance with the terms and conditions of the LoP, along with the applicable Bank Guarantee.

(k) Undertaking by Government Medical Colleges

A Government Medical College/Institution shall submit, in lieu of the Bank Guarantee, an undertaking regarding compliance with the terms and conditions of the LoP, duly issued by the Principal Secretary of the concerned Department, within seven (07) working days from the date of issuance of the LoP.

  • 3. Submission of Application and Fee:

3.1. The application shall be submitted only after payment of the requisite application fee through the payment link generated during the online application process. Fee details as per Annexure-F

3.2. Before final submission of the application, the applicant shall ensure that:

(a) All applicable fields have been duly completed;

(b) All required documents have been uploaded in the prescribed format;

(c) The information and documents uploaded are complete, accurate, authentic, and legible; and

(d) The application complies with all applicable provisions of the NMC Act, 2019, regulations, Minimum Standard Requirements, notifications, guidelines, advisories, directions, and instructions issued by the NMC/MARB.

3.3. Submission of an application shall not, by itself, confer any right upon the applicant to seek establishment of a Medical College, increase in intake, issuance of a Letter of Permission, or any other regulatory approval.

3.4. Applications shall be subject to scrutiny, assessment, verification, and such further regulatory process as may be prescribed by the NMC/MARB. The applicant shall be responsible for ensuring the continued validity, authenticity, and availability of all documents and infrastructure claimed in the application.

3.5. An application containing incomplete, inaccurate, false, misleading, unverifiable, or unsupported information/documents, or otherwise not complying with the applicable statutory and regulatory requirements, shall be liable to be rejected or dealt with in accordance with the applicable provisions.

  • 4. Application Window and Submission Timeline:

4.1 The online application portal for Part A (Primary Application) shall remain open from 08.10.2026 at 12:00 AM to 30.11.2026 at 11:59 PM.

4.2 The last date and time for submission of Part A of the application, along with the prescribed application fee, shall be 30.11.2026 at 11:59 PM. After the expiry of the prescribed date and time, the applicant shall not be permitted to fill, complete, or submit Part A of the application in any manner whatsoever.

4.3 Once Part A of the application has been successfully submitted, and an Application ID/Application Number has been generated, the application shall be treated as finally submitted. Thereafter, the applicant shall not be permitted to modify, edit, alter, replace, or add any information, document, or attachment in Part A of the application under any circumstances.

4.4 In case the application fee has been paid by the applicant but is not credited to the NMC account, the last date and time for payment reconciliation for applications successfully submitted on or before 30.11.2026 at 11:59 PM shall be 04.12.2026 at 11:59 PM.

4.5 The online application portal for Part B (Compliance to MSR and Assessment Requirements) shall be available from 01.11.2026 at 12:00 AM to 31.12.2026 at 11:59 PM.

4.6 Applications submitted after the prescribed closing date and time shall not be entertained under any circumstances.

4.7 The National Medical Commission (NMC) shall not be responsible for any technical, connectivity, internet, payment gateway, banking, or other related issues encountered by the applicant during the last date or at the last stage of submission of the application. Applicants are therefore advised to complete and submit their applications well in advance of the prescribed last date and time, and shall not wait until the last date for submission of the application or payment of the prescribed fee.

  • 5. APPLICATION PROCESS:

5.1 The application shall be submitted online in two parts, namely Part A and Part B, as detailed below:

Part A: Primary Application

5.2 Part A shall contain the primary information, documents, and requirements essential for the initial processing of the application, including, inter alia, details relating to the College and Hospital infrastructure, statutory requirements, and other prescribed requirements/compliances.

5.3 The applicant Institution shall submit Part A first, along with all prescribed documents and the applicable application fee, within the prescribed period. The detailed procedure, instructions, and user manual for submission of Part A shall be made available on the application portal.

Part B: Compliance to MSR and Assessment Requirements

5.4 Part B shall contain the detailed information, documents, declarations, and particulars relating to compliance with the applicable Minimum Standard Requirements (MSR), NMC Regulations, and other applicable statutory and regulatory requirements.

5.5 Part B shall, inter alia, include details relating to clinical services and facilities, clinical material and workload, academic infrastructure, teaching and non-teaching human resources, and other infrastructure and facilities, as may be prescribed.

5.6 Part B shall be submitted only after submission of Part A and within the prescribed period. The information and documents furnished in Part B shall be made available to the designated Assessors for the purpose of assessment, verification, and determination of compliance with the applicable requirements.

5.7 The detailed procedure, instructions, and user manual for submission of Part B shall be made available on the application portal.

5.8 The link to access the online application portal shall be made available on the official website of the National Medical Commission (NMC) at https://nmc.org.in.

5.9 The applicant shall be permitted to submit only one application for the establishment of a particular new UG Medical College through its registered Primary Email ID. Accordingly, only one application shall be considered for each proposed new UG Medical College.

5.10 If an applicant submits more than one application for the establishment of the same new UG Medical College, all such applications shall be treated as multiple submissions for the same proposal, and the applicant shall not be entitled to have more than one application considered. Ordinarily, the latest application submitted may be considered in preference to the earlier application(s). However, the MARB shall have the discretion to determine which application, if any, is valid, admissible and acceptable for consideration, and may reject any or all of the applications or take such other decision as it may deem appropriate. The decision of the MARB in this regard shall be final and binding on the applicant.

5.11 The institution shall ensure that all information, particulars, documents, and declarations furnished in both Part A and Part B are true, complete, correct, and factually accurate. Any false, incorrect, misleading, or suppressed information, or submission of any forged or invalid document, if detected at any stage, may render the application liable to rejection/cancellation, apart from any other action permissible under the applicable Act, Regulations, rules, or guidelines.

  • 6. Assessment of College/Institution:

6.1 Assessment will be done as per the MSR for the requested number of seats. Assessment will be carried out for the accepted application, which shall be considered as a "valid scheme". An incomplete application will be rejected, and no further communication will be entertained. The assessment process includes the assessment of the faculty, infrastructure, and clinical load of the Institution through physical/virtual/hybrid mode.

6. 2 Assessment shall be undertaken strictly with reference to the number of MBBS seats for which the applicant has applied, and allotment or consideration of a lesser number of seats shall not be permissible.

6.3 For example, where an applicant has applied for the establishment of a new Medical College with an annual intake of 150 MBBS seats, the application shall be assessed in accordance with the applicable Minimum Standard Requirements (MSR) for 150 seats, and the decision shall be taken accordingly. If the applicant does not fulfil the prescribed requirements for 150 seats, the application shall be rejected and shall not be considered for the establishment of the Medical College with a reduced intake of 50 or 100 seats, even if the facilities available are adequate for such a lesser intake.

6.4 Notwithstanding anything stated elsewhere, the MARB determines the appropriate method of assessment and/or inspection, before granting permission to the applicant to establish a medical institution or increase in the intake of seats. Provided such methods shall include, but not be limited to, scrutiny of documents in digital or another form, NMC AEBAS attendance, verification of Live Video Feed, Photographs, Hospital Management Information System (HMIS) data, or physical or virtual/ hybrid assessment on any day at any time, etc.

6.5 The MARB will assess the accepted applications for the establishment of a medical college or for an increase in the intake of seats through a team of assessors. MARB reserves the right to assess through either physical or virtual/ hybrid mode. The assessment process for UG applications may be conducted over two days if not completed in one day.

6.6. Assessment shall be conducted on Saturday as well as subsequent days of holidays.

6.7 The assessors will conduct the assessment to examine the infrastructure, quality of medical education, faculty, AEBAS data, clinical material & other clinical indicators, and financial status of the college to ensure compliance with the latest NMC guidelines. They may also conduct interactions with staff & students during the assessment.

6.8 For applications with respect to the establishment of a new MBBS College, all Faculty as per MSR shall be registered in the AEBAS of NMC and shall be physically present in the institution within 15 days from the last date of submission of applications.

6.9 In case the college has applied for an increase in intake of seats, it should have mandatorily maintained the faculties and staff as per the MSR for the existing seats for the previous academic years. They shall have the additional faculties required for the requested number of increase in the intake of seats, and such faculties shall be registered in AEBAS and physically present in the institution within 15 days from the last date of submission of the application. If they have failed to maintain the required faculty position as mandated above, the application for the increase in the intake of seats shall not be considered. And they shall be liable for the penalty to be decided by MARB.

6.10 On the day of Inspection, faculty and staff registered in AEBAS and physically present before 10 AM will only be considered for assessment.

♦ Important points to be noted before applying:

1. For the AY:2027-28, only Online Applications will be received, along with the required enclosures and fees. No hard copy of any kind of documents or application, and no offline fee shall be accepted by the commission in any manner.

2. "SCHEME” Section 28(2) of the National Medical Commission Act, 2019 mandates that every applicant shall submit a scheme to the Medical Assessment and Rating Board in such form and containing such particulars as may be prescribed under the relevant regulations. Further, the proviso to Regulation 9 of the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023 provides that an incomplete application/scheme, including one not accompanied by the following mandatory documents prescribed under the Regulations, shall not be a valid scheme and is liable to be rejected;

I. Valid Consent of Affiliation (CoA) as per the Annexure, along with the application

II. A solvency certificate of the Sponsoring authority of the medical college issued within Ninety (90) Days prior to the last date of submission of the application.

3. Further, Work-in-Progress Status: The infrastructure, departmental, and other statutory requirements prescribed under the applicable Regulations for the proposed annual intake capacity shall be complete and operational as on the date of submission of the application. Any infrastructure, departmental requirement, or statutory requirement that is incomplete, under construction, or otherwise in progress as on the date of submission of the application shall not be considered for processing of the application, and the application shall be rejected without further communication to the applicant.

"The regulatory framework also does not contemplate a 'work-in-progress' status at the time of application; rather, obligates readiness and demonstrable compliance ab initio. Therefore, any plea of being in the process of completing infrastructure or requesting additional time defeats the very object of the scheme under the act and regulations, and is wholly impermissible shall be liable for rejection of the application.

4. The assessment shall be conducted only if the application/Scheme is found to be valid, complete in all respects, and compliant with the applicable requirements.

5. The assessment shall be undertaken strictly with reference to the number of MBBS seats for which the applicant has applied. Allotment or consideration of a lesser number of seats than the number applied for shall not be permissible.

6. In case of a virtual inspection of the institution, the applicant institution shall arrange an appropriate number of dedicated persons/personnel equipped with a good-quality tablet/device having high-speed and stable internet connectivity, a high-resolution camera, and a high-quality GPS facility for facilitating the inspection throughout its duration.

7. In case of a hybrid inspection of the Institution, the applicant Institution shall provide each Assessor present physically at the college with a good-quality tablet/device equipped with high-speed and stable internet connectivity, a high-resolution camera, and an accurate GPS facility, for facilitating the inspection throughout its duration. The tablet/device provided by the Institution shall be returned to the Institution by the Assessor upon completion of the assessment.

8. All communication to the college shall be issued through the portal.

9. Therefore, applicants are advised to ensure, before submitting any Scheme/Application to MARB, that all required information and mandatory documents have been duly furnished and that all information and supporting documents are complete, accurate, authentic, current, and verifiable. The applicant also ensures that all the infrastructure, resources, and faculty are in place and complete as per the requirements of MSR. The applicant shall be solely responsible for the correctness, completeness, and authenticity of all information and documents furnished in the Scheme/Application.

10. Any material discrepancy, suppression of facts, false or misleading information, fabricated/manipulated documents, false representation of infrastructure or facilities, or unsupported clinical/financial information may result in rejection of the application and may attract appropriate action under the applicable provisions.
