NMC declares pending first appeals on new PG medical courses, seat increase for 2025-26 Infructuous

New Delhi: Since the NEET PG counselling process for this academic session is almost over, the National Medical Commission (NMC) clarified that it will no longer hear or process First Appeals related to starting new postgraduate medical courses or increasing PG seats for the Academic Year 2025-26.

The Commission stated that the PG counselling process for the academic year 2025-26, prepared by the Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS), in consultation with the NMC, is nearing completion. Once the counselling process concludes, any decisions regarding the start of new PG courses or an increase in seats for the same academic year will no longer be relevant, the NMC said.

As a result, First Appeal matters that have not yet been considered for the 2025-26 academic year have now become infructuous.

"Whereas, the PG counselling schedule for the Academic Year 2025-26, prepared by the Medical Counselling Committee (MCC), DGHS in consultation with the National Medical Commission (NMC), is nearing completion. Once the counselling process for AY 2025-26 concludes, hearing of appeal cases and decisions relating to starting of new PG courses or increase of PG seats, if any, have lost any relevance. In accordance with the applicable provisions of NMC Act, 2019, regulations framed thereunder, and considering the prescribed PG counselling timelines, the First Appeal matters pertaining to AY 2025-26, which have not been considered so far; have become infructuous for the current Academic Year (AY 2025-26)," mentioned the NMC notice issued on February 27.

Meanwhile, the inspection process for the next academic year, 2026-27, is likely to begin soon. Therefore, the NMC stated that there is no pertinence in continuing hearings related to First Appeals for 2025-26.

"Accordingly, it is hereby notified that henceforth, the National Medical Commission shall not hear or process any First Appeals relating to the starting of PG courses or increase of PG seats for the Academic Year 2025-26," the notice added. 

The notice has been issued by NMC Secretary Dr Raghav Langer addressing to Dean/Principal of all Medical Colleges/Institutions, state medical education departments, and other concerned authorities.
