NMC invites applications for new PG medical courses, standalone PG institutes, seat increase for 2026-27, check complete details

New Delhi: The Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC), New Delhi, has invited online applications for starting new Post Graduate medical courses in an established medical institution, establishing a new standalone post-graduate medical institution and increasing seats in existing post-graduate medical courses for the Academic Year 2026-27.
Through a recent notice, the MARB informed that only online applications submitted through the official NMC website will be accepted. The online portal will remain open from March 2, 2026, to March 31, 2026, and the last date to submit the completed application is March 31, 2026, before 11:59 pm.
"The applicant medical college/institution must strictly comply with the relevant regulations, MSRs, guidelines, orders, notices and circulars issued by the NMC and other competent authorities from time to time," mentioned the MARB notice dated February 27, 2026.
The medical colleges/institutions have been instructed to upload the following documents in PDF format in the online application form:
Starting of new Post Graduate medical courses/ Increase in intake of existing post-graduate medical courses in an established medical college
1. Particulars of the applicant including name, address, mobile number and email ID of the proposed medical college.
2. Details of the Affiliating University along with contact details of the Registrar.
3. Number of existing MBBS seats along with all the LoP(s) in chronological order.
4. Valid consent of affiliation (CoA)from a recognized university, issued in the name of the applicant entity in the prescribed Proforma.
- CoA must be in accordance with the chapter II of section 9 of the “Establishment of medical institutions, assessment and rating regulations
- 2023.”
- CoA shall have a maximum validity of three years from the date of its issuance or an earlier date if specified and shall be valid at the time of application.
- CoA can be used only once during its validity period and shall lose its validity after the application for which it was used (even if the application is rejected).
- If a valid CoA is not submitted or the CoA submitted is not in accordance with the regulation on the day of submission of completed application, such application shall be rejected. And, no further communication shall be entertained in that regard.
- A provisional CoA will not be accepted.
5. For an increase in intake of existing PG courses, enter the number of existing PG seats in the concerned department along with all the LoP(s) in chronological order.
6. Details of Director/Dean/Principal of the Institution.
7. Details of Medical Superintendent of the Hospital.
8. Details of the affiliated hospital including name, address, date of establishment, distance between college and hospital along with clinical material of the hospital including total number of beds, average bed occupancy (Daily, Monthly and yearly) and total IPD and OPD (Daily, Monthly and yearly).
9. Details of department wise distribution of beds (name of the department, number of beds, number of units and average bed occupancy (Annually and Daily).
10. Details of clinical material in the concerned department including average bed occupancy (Daily, Monthly and yearly) and total IPD and OPD (Daily, Monthly and yearly).Also upload a list of equipment available in the department.
11. Details of faculty position of the Medical College.
12. Details of faculty position of the concerned department. Also, upload a list of recognized PG Guides in the concerned department.
13. Undertaking signed by the applicant stating that the information furnished is correct and true.
- The undertaking shall be submitted on Rs 500 non judicial stamp paper.
- If the undertaking in any way is found to be false, the Board shall initiate punitive action against the medical college/institution as per chapter V of the “Establishment of medical institutions, assessment and rating regulations 2023”.
14. Payment - Application will be submitted only after online payment of requisite fee including 18% GST through the link generated during filling of the application.
15. Before submitting the application, kindly ensure that all the documents and information are uploaded correctly.
16. Electronic Bank Guarantee (e-BG) / Undertaking
- Private medical college/institution will be required to submit electronic bank guarantee of applicable amount (as per annexure D) along with an undertaking for compliance of the terms and conditions of LoP.
- Government medical college/institution will be required to submit an undertaking issued by the principal secretary of the department concerned for compliance of the terms and conditions of LoP in lieu of Bank Guarantee.
- Electronic Bank guarantee and/or undertaking shall be submitted within the stipulated time limit after the issuance of the letter of permission (LoP).
Establishing a new Standalone Post Graduate Medical Institution/ increase in intake of existing post-graduate medical courses in standalone post graduate medical institutions (only for Government Colleges)
1. Details of the applicant including name, address, mobile number and email ID of the proposed medical college.
2. Details of the affiliating University along with contact details of theRegistrar.

4. For increase in seats in existing post-graduate medical courses enter number of existing PG seats along with all the LoP(s) in chronological order.
5. Valid essentiality certificate (EC) issued by the concerned state government or Union territory administration or the appropriate authority in the prescribed Proforma for establishing a new standalone postgraduate medical institution.
i. EC must be in accordance with the chapter II section 9 of the “Establishment of medical institutions, assessment and rating regulations 2023.”
ii. EC shall have a maximum validity of three years from the date of its issuance or an earlier date if specified and shall be valid at the time of application.
iii. If a valid EC is not submitted or the EC submitted is not in accordance with the regulation on the day of submission of completed application, such application shall be rejected. And, no further communication shall be entertained in that regard.
iv. A conditional EC shall not be accepted.
6. Details of Director/Dean/Principal of the institution.
7. Details of Medical Superintendent of the Hospital.
8. Details of the land available for new medical institution including land area, building area, building completion certificate, valid fire safety norms and clearance certificate and occupancy certificate.
9. Details of the existing hospital including name, address, date of establishment, valid fire safety norms and clearance certificate, valid AERB certificate, valid Pollution Control Board Certificate, valid Blood Bank license, valid Biodegradable waste management Certificate, occupancy certificate, and barrier free environment certificate by an architect.
10. Details of clinical material of the hospital including total number of beds, average bed occupancy (Daily, Monthly and yearly) and total IPD and OPD (Daily, Monthly and yearly).
11. Details of clinical material in the concerned department including total number of units and beds along with average bed occupancy, total IPD and OPD (Daily, monthly and yearly). Also, upload a list of equipment available in the department.
12. Details of faculty of medical institution and concerned department. Also, upload a list of recognized PG Guides in the concerned department.
13. Details of mandatory functional departments required as per PGMSR 2024.
14. Undertaking signed by the applicant stating that the information furnished is correct and true.

17. Undertaking for compliance of the terms and conditions of LoP in lieu of Bank Guarantee
i. A standalone postgraduate medical institution will be required to submit an undertaking issued by the principal secretary of the department concerned for compliance of the terms and conditions of LoP.
ii. Undertaking shall be submitted within the stipulated time limit after the issuance of the letter of permission (LoP).
Application Process
Guiding documents for filling online applications for Post-Graduate (PG) courses for the academic year 2026-27
1. For the AY 2026-27, onlyOnline Applications will be received along with the required enclosures and fees. No Offline (Hard-copy) will be accepted by the commission.
2. User will access the NMC Website and selects the appropriate application:
i. Application for Starting of Standalone PG Institution: For New Course and Increase in the intake of existing courses.
ii. Application for Starting of PG Courses in an existing Medical College: For New Courses and Increase in the intake of existing PG Courses
1. Step 1: User Registration based on Application type:
The user first selects the appropriate application type on the NMC portal. Based on the selected application type, the user completes the registration process by providing the required details. After successful registration, the user receives login credentials and proceeds to log into the system.
Step 2: Login and Payment of Registration Fee
Both types of applicants, after logging into the system, are required to pay a non refundable registration fee of Rs 2, 00,000 +18% GST. This payment is mandatory and must be completed before the user can access the application form. Only after successful payment of the registration fee, the user will be able to access the application form.
Step 3: Accessing the Application Form and Payment of Application Fee
Once the application form becomes accessible, the user fills in the required details in the form. After completing the form, the user is required to pay the application fee (as applicable).
Step 4: Application Submission
After completing the form and making the required payment, the user submits the application through the system. The application is then ready for further processing.
3. Application number shall be generated only after submission of completed application form along with all required documents and payment of the required fee online. In case of payments through Bank Challan, application number shall be generated only after due payment is made and the status of the payment is updated by the bank concerned.
2. Scheme as per section 28(2) of NMC Act, 2019: An accepted application with all mandatory relevant documents and containing such particulars, accompanied by such fee and in such manner as may be specified by relevant regulations shall form a valid scheme for the purpose of section28(2) of the Act. An incomplete application shall not be considered as a valid scheme.
3. As per minimum standard of requirements for post graduate courses-2024 (PGMSR 2024), while considering fresh cases for starting a new PG course and for increase of annual intake, maximum of 04 seats will be permitted in a non-government medical college/institution.
4. Assessment
- Assessment will be carried out for the accepted application which shall be considered as forming a valid scheme for starting of new Post Graduate medical courses in an established medical institution, establishing a new standalone post graduate medical institution and increase of seats in existing post-graduate medical courses. And, no further communication shall be entertained in case of rejection of the application.
- Notwithstanding anything stated elsewhere, the MARB determines the appropriate method of assessment and/or inspection, before granting permission to the applicant for starting of new Post Graduate medical courses in an established medical institution, establishing a new standalone post graduate medical institution and increase of seats in existing post-graduate medical courses. Provided such methods shall include, but not be limited to verification/scrutiny of documents in digital or another form, NMC AEBAS attendance (at least 75% attendance of the total working days), verification of Live Video Feed, Photographs, Hospital Management Information System {HMIS) data or surprise physical/virtual assessment etc.
- The assessment process includes the assessment of the faculty, infrastructure, clinical material/indicators, and quality of medical education of the medical college/institution using physical/virtual/hybrid mode through a team of assessor/s. The assessment process for PG applications may be conducted in one day. However, if extended for any reason, prior permission from the President, MARB is mandatory. Assessors may also conduct interactions with staff & students during the assessment. On the day of Inspection, faculty and staff registered in AEBAS and physically present before 10 AM will only be considered for assessment.
- An institution conducting both undergraduate and postgraduate teaching shall satisfy the minimum requirements for undergraduate training as prescribed by UGMEB in UG-MSR 2023 document for the existing number of MBBS seats and shall also fulfill additional requirements for post-graduate complement as per PGMSR 2024.
For starting of new Post Graduate medical courses in an established medical institution: Medical College/Institution should have mandatorily maintained the faculty/staff and infrastructure required for the existing UG seats from the start of academic year to the date of inspection. Additionally, faculty/staff as per PG complement in PGMSR 2024 shall be maintained and physically present in the institution within 15 days from the last date of application, and such faculty shall be registered in AEBAS and physically present in the institution on the day of assessment.
For establishing a new standalone post graduate medical institution: The institute should have the faculty/staff and infrastructure as per PGMSR - 2024 for the requested number of PG seats. The faculty shall be registered in AEBAS and physically present in the institution within 15 days from the last date of application and on the day of assessment.
For increase of seats in existing post-graduate medical courses: The Medical College/Institution should have mandatorily maintained the faculty/staff as per the MSR for the existing undergraduate and postgraduate seats for the previous academic years and for requested number of increase in intake additional faculty shall be registered in AEBAS and physically present in the institution within 15 days from the last date of application and on the day of assessment. If the medical college/institution has failed to maintain the required faculty position as mandated above, the application shall not be considered, and they shall be liable for the penalty to be decided by MARB for asking for increase in seats in spite of not maintaining the staff for the existing seats.
The NMC further clarified that an incomplete application will be rejected and no further communication will be entertained.
Guidelines for identifying fake patients
As per UGMSR 2023 and PGMSR 2024, the Medical College has to maintain a minimum clinical material /investigation workload such as OPD, IPD, bed occupancy, surgery etc. for the purpose of training the medical students.
It has been observed that some medical colleges/institutions indulge in admitting fake patients (person who does not require any treatment or inpatient treatment) to fulfill the requirement of bed occupancy, investigations, etc. If during the inspection, the assessor makes such observation that is suggestive of fake patients, it will be considered as indulgence of institution in “fake patient practice” which will be considered as a serious violation and will invite punishment as per the Chapter V (Sanctions and Penalty) of “Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023".
Assessor’s remarks regarding fake patients in any of the inspected PG specialty of the medical college/institution will be suggestive of fake patient practice in all other PG specialties and hence the final decision will be taken accordingly. Detection of fake patients may result in barring the institution from starting of new course/s or increase in intake of seats in existing course/s for a period to be specified by MARB. Also, such detection of fake patients may impact renewal of UG and existing PG courses along with attracting suitable penalty.
The following will be the guidelines to identify fake patients:
- A Large number of patients were admitted on the day of assessment or the previous day.
- Such recently/previously admitted patients who have no/minor/insignificant ailments/problems that can be treated on outpatient (OPD) basis with oral medications.
- Patients who are admitted without any evidence of investigations such as XRay, blood tests etc. (before or after admission) or without any in-patient treatment such as Intravenous (IV) cannula, injections, catheterization, medications etc. which is generally required for admitted patients.
- In Pediatric wards, most of the admitted children were playful and joyous without any significant problem.
- Multiple patients from the same family were admitted.
- Patients were admitted in large numbers through preventive health checkups/camps.
- Any other justifiable observation of assessor.
- If the assessor finds fake patients, he may document them in a below mentioned table and collect relevant documentary evidences.
6. The regulatory framework does not contemplate a “work-in-progress” status at the time of application; rather, it obligates readiness and demonstrable compliance ab initio. Therefore, any plea of being in the process of completing infrastructure or requesting additional time defeats the very object of the scheme under the act and regulations and is wholly impermissible. Further, refusal / non cooperation in the assessment process shall also be liable for rejection of application. Hence, it is mandatory on the part of institution to have the entire infrastructure in fully functional condition at the time of submission of application.

The registration fee will be separate for UG and PG courses.

Apart from this, the NMC document also includes a pattern for of essentiality certificate, to be provided by the respective State Government/UT, consent of affiliation and certificate/undertaking.
Referring to the MARB notice, NMC wrote to the Directors/Principals/Deans & HoDs of all medical colleges/Institutes under the Commission asking them to strictly adhere to the notice issued by the Medical Assessment and Rating Board.
"Reference is invited to Public Notice No. M/9011/20/2025- NMC/PGMARB dated 27t h Februrary 2026 (copy enclosed) issued by the Medical Assessment and Rating Board (MARB) on the above subject matter being self explanatory inter-alia invites online applications for starting of new Post Graduate medical courses in an established medical institution, establishing a new standalone post graduate medical institution and increase of seats in existing post-graduate medical courses through the web portal for the academic year (AY) 2026-27 subject to the certain conditions and other instructions on the related issues as to be taken note of by all stake holders," mentioned the letter.
