NMC specifies process to be adopted for Renewal, Recognition of PG medical qualifications

New Delhi: Listing the requirements in detail, the Postgraduate Medical Education Board (PGMEB) of the National Medical Commission (NMC), has specified the process to be adopted for the renewal/recognition of PG medical qualifications.
The process was mentioned by NMC PG Board in the minutes of the meeting held by the PGMEB on February 7 2023, a copy of which is with Medical Dialogues team. The meeting was held under the chairmanship of the President of PGMEB, Dr. Vijay Oza. Apart from Dr. Vijay Oza, the president of PGMEB and Dr. K. Senthil, the Part-time member of NMC PG Board, Mr. Aujender Singh, Deputy Secretary (PGMEB), Ms. Rita Singh, US (PGMEB) and Mr. Pramod Pant, Sr. PPS were also present in the meeting.
After discussing the process that is to be adopted for the renewal/recognition of PG courses, the PG Board of NMC decided the following:
Renewal/ Recognition of the Qualifications
i. While considering the Assessment Report for recognition, existing guidelines prepared by the PG Committee and approved by Board of Governors as per enclosed Annexure will be considered.
ii. In view of the Covid pandemic, assessment of examination could not be carried out in many medical colleges/institutes-. In view of this, recognition will be given based on the physical assessment;
iii. The SAFs will be scrutinized by the PGMEB Section and in case of no deficiency or within 10% deficiency in clinical load, the same will be approved. In case of further deficiency, the opinion of the Committee/Post Graduate Medical Education Board will be taken.
iv. As a one-time measure, the following additions in the existing guidelines for recognition of qualification will be effected and will be reviewed in the next Academic 'Year:
a. In pre-clinical and para-clinical subjects, if total number of faculty and Senior Resident (Senior Resident/Tutor/ Demonstrator) are up to 10 number, then recognition may be given to the college, if the college is fulfilling other criteria., but has deficiency of 1. Then, direction will be given to the college to fill up the vacant post(s) in six months.
Similar proportionate increase in number of deficiency will be accepted for increase in every 10 number of faculty and Senior Resident requirement (i.e, for requirement of 11 to 20 faculty/ Senior Resident) deficiency of 2 will be accepted.
b. In clinical, if total number of faculty- and Senior Resident are up to 10 number, then recognition may be given to the college, if the college is fulfilling other criteria, but has deficiency of 1. Then, direction will be given to the college to fill up the vacant post(s) in six months.
Similar proportionate increase in number of deficiency will be accepted for increase in every 10 number of faculty and Senior Resident requirement (i.e. for requirement of 11 to 20 faculty/Senior Resident) deficiency of 2 will be accepted.
c. Deficiency of Senior Resident in clinical Department and Senior Resident/Tutor/Demonstrator in pre-clinical and para clinical Department can be compensated by additional faculty of Assistant Professor or Associate Professor
v. It has been noted that the requirement for admission are reducing day by day over a period of few years due to advancement of technology and facilities. As a result of which, bed requirement per unit has been reduced in MSR 2020 in the subjects of Dermatology, Otorhinolaryngology and Ophthalmology. However, this is not reflected in the PGMER 2000. PGMEB deliberated this issue in detail and decided to reduce the bed occupancy requirement in Dermatology, Otorhinolaryngology, Ophthalmology, Radiation Oncology and other newer Broad Specialities; and all Super Speciality on case to case basis provided the college is fulfilling other requirements, Assessor has not reported anything adverse and. DMMP data (video, footfall, etc) fulfilling the requirements.
vi. In clinical subjects, if number of seats are less than the eligible seats based on the number of beds and faculty strength, proportionate deficiency in bed occupancy will be accepted up to addition of 10%.
vii. If the bed requirements for the undergraduate is fulfilled, then the requirement of the number of units for UG will be treated as fulfilled.
viii. In case the bed occupancy and/or OPD is below the benchmark, then the bed occupancy of the average random three days and/or annual requirement will be accepted.
ix. While considering UG requirements, guidelines of MSR-2020 for UG will be considered.
x. PGMEB/Committee may give recognition with instructions to rectify the deficiency within time period on case to case basis.
xi. PGMEB/ Committee may recommend cross-checking with SAF of other subjects, if found necessary.
xii. PGMEB/Committee may recommend to check Video-recording for evidences to corroborate with Assessor's findings/remarks or wherever/whenever need arises or on random basis.
