5-year Compulsory Rural Service Bond with Rs 5 lakh penalty, Rs 10 lakh seat leaving penalty for MBBS, BDS Admissions in Tamil Nadu this year

Chennai: Candidates getting admitted to MBBS/BDS courses in Government/Private medical/dental colleges in Tamil Nadu will have to pay a Rs 5 lakh penalty if they do not honour their bond and serve in the rural areas of the State for five years after completing their respective courses. Further, the State has imposed a course discontinuation fee of Rs 10 lakh for all those candidates who leave the course midway after the end of counselling on the year of admission and any other subsequent dates.

These bond terms have been mentioned in the prospectus, released by the State Directorate of Medical Education and Research, for admission to MBBS/BDS degree courses in Tamil Nadu Government Medical/Dental Colleges and the management quota seats including minority/NRI seats in self-financing medical/dental colleges affiliated to Tamil Nadu Dr. MGR Medical University and State Private Universities.

Service Bond Terms for Admission to MBBS/BDS Courses: 

In the prospectus for admission to MBBS/BDS degree courses in Tamil Nadu Government Medical/Dental Colleges and Government Quota seats in Self Financing Medical/Dental Colleges, and ESIC Medical College, Chennai, for the 2024-2025 session, the State provided the Agreement Bond form for candidates admitted to MBBS/BDS courses.

Clause 3(i) of the document mentions that "The candidate shall, on demand made by the Government within two years from the date on which candidates registers himself/herself as a Medical Practitioner, serve for a period of not less than five years and in such rural areas as the Government may by General or Special orders specify." 

Clarifying the penalty for violating the bond terms, the document further mentioned, "Those candidates who fail to comply with clause 3 (i) shall have to pay a sum of Rs.5,00,000/- (Rupees Five Lakhs only) or as the Government may direct as penalty for having breached the contract in the bond."

For the candidates admitted to the MBBS/BDS courses under the management quota including minority/NRI seats as well, the prospectus specifies that within two years from the date on which they register themselves as a Medical Practitioner, serve for a period of not less than five years and in such rural areas as the Government may be General or Special orders specify.

The candidates, who fail to comply with the service bond conditions for five years will have to pay a sum of Rs 5 lakh or as the Government may direct as penalty for having breached the contract in the bond.

Seat Leaving Penalty: 

For all the candidates taking admission to MBBS/BDS courses in Government Medical Colleges, Government quota/Management Quota seats, the State has imposed a seat leaving penalty of Rs 10 lakh for discontinuing the courses.

Disconinuation Fee: 

Clause 23 and Clause 20 of the two prospectus for Government and Private MBBS/BDS seats respectively mentioned that the candidates who discontinue the course after the cut-off date should pay the Discontinuation Fee of Rs.10,00,000/- by means of Demand Draft drawn in favour of "The Secretary, Selection Committee, Kilpauk, Chennai-10" payable at Chennai.

It further mentioned that If a candidate selects a seat in final Stray Round of counseling and does not join the course within the stipulated time, then the candidate has to pay the Discontinuation Fee by means of Demand Draft drawn in favour of "The Secretary, Selection Committee, Kilpauk, Chennai-10" payable at Chennai and has to forfeit the Security Deposit &Tuition fee.

"The admission to MBBS / BDS Degree Courses for 2024-2025 will close on the cut-off date of admission as per the guidelines issued by the National Medical Commission / Dental Council of India," mentioned the Prospectus.

Specifying the bond penalty, the document mentioned, "The candidate who discontinues the course beyond the end of counselling on the year of admission and on any date in subsequent years should pay a sum of Rs.10,00,000/- (Rupees Ten Lakh Only) as discontinuation Fee..." 

However, the prospectus clarified that the "information regarding Fee structure / Course Content / bond / rendering of service in rural / tribal area / other conditions etc. has been provided by Medical / Dental Colleges. Tamil Nadu Medical Selection Committee takes no responsibility regarding the above information including Fees / Bond / Mode of Payment or any typographical error / data etc. Candidates are advised to visit College website or contact the College Authorities directly for any query regarding above information before filling choices. Choices once locked cannot be modified and any request to Selection Committee regarding change of choices will not be entertained."
