Puducherry: The Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) has invited online applications for Post Doctoral Fellowship (PDF) & Post-Doctoral Certificate Course (PDCC) courses.

All the interested candidates seeking admissions in PDF and PDCC courses are advised to take note of the schedule, eligibility criteria, selection method, application procedure, and fee details mentioned below.

SPONSORED CATEGORY 

Candidates applying for admission as a sponsored candidate should fulfill the following conditions duly certified by his/her sponsoring authority employer for admission to the course in the discipline. The candidate is required to submit the scanned copy of sponsorship certificate (Annexure-V).

In case of inability to upload the sponsorship certificate at the time of submission of online application, applicants are permitted to upload scanned copy of sponsorship certificate (.jpg /pdf) using his/her user id and password on or before 12.05.2022 (Thursday) 1 PM in the database. Non-receipt of scanned copy in the database of such candidate will lead to automatic rejection of his/her application and hall ticket will not be generated/issued. The sponsored certificate should contain the following declaration by the sponsoring authority.

• That the candidate concerned is a permanent or regular employee of the deputing / sponsoring authority, and should have been working for at least last three years (on or before 30th June 2022)

• and that the candidate, after training at JIPMER, Puducherry, will be suitably employed by the deputing/sponsoring authority to work for at least five years in the specialty in which training is received by the candidate at JIPMER.

• and that no financial implications, in the form of emoluments/ stipend etc. will devolve upon JIPMER, Puducherry during the entire period of his/her course and such payment shall be the responsibility of the sponsoring authority.

Sponsorship of candidates holding tenure appointments (like house job, Junior or Senior Residency, adhoc or contract or honorary appointment against a leave vacancy) shall NOT be accepted. Sponsorship of any candidate by private hospitals, institutes or nursing homes are not accepted. The sponsoring Institute should not nominate more than one candidate for each of the specialties specified in the distribution of seats in the discipline (Page No: 6 & 7)

Sponsorship / Deputation of candidates will be accepted only from the following:

• Central or State Government Departments/Institutions

• Autonomous Bodies of the Central or State Government

• Public sector colleges affiliated to universities and recognized by the MCI. In case of candidate deputed/ sponsored by the Medical College affiliated to Universities and recognized by National Medical Commission, deputation/sponsorship certificate signed by ONLY the Principal of Medical College concerned shall be accepted.

SELECTION:

Sponsored/Deputed candidates are also required to appear and quality in the common entrance examination. If selected for admission to any course of the JIPMER, candidates are required to make their own arrangement for stay during the period of their course.

The sponsored candidates selected for admission will be granted only 1-month time to produce Sponsorship/Relieving/Study leave/NOC certificates from the date of documents verification. No further extension will be allowed under any circumstances.

1. Online Registration:

Visit the instituter home page www.jipmer.edu.in and navigate to the link

"Application Link for PDF & PDC COURSES - July 2022".

FULL NAME entered by the candidate in the application must match with both his/her Govt. Photo ID Card (Aadhaar Card / Pan Card / Identity Card / Driver's License etc.) and MD/MS/DNB/DM/M.Ch. Degree Certificate. (Spelling and order must be same – if it is not same, the candidate is advised to get it changed in the above-mentioned document/documents before applying)

2. Entry of candidate details & uploading of required documents:

The candidates should fill the details carefully. No request for change in the details provided by the candidate in the application will be considered or entertained after submission of the online application.

• One recent color passport size photograph with light background is required. Black & White / Polaroid photographs are not acceptable.
• Photograph MUST be taken on or after 01.01.2022. The photograph must be taken with a placard held by the candidate indicating the name of candidate and the date of taking photograph in legible manner. Applications with name and date added/edited after capturing the photograph will be rejected.
• Specifications of the photograph: 30 mm width × 45 mm Height, named of the file: "Candidate Photograph.jpg". Size of file: between 20 KB and 80 KB.

Candidate must scan his/her signature placed on a plain white sheet in an area of 80 mm Width × 35 mm Height with a black ball point pen, cropped to size of 80 mm Width × 35 mm Height and saved as "Candidate Signature.jpg". Permissible file size is between 20 KB and 80 KB.

4. Confirmation page

a. The process of submission of application online is completed only after clicking the "submit button" after uploading candidate details, Scanned Photograph, and Signature.

b. Candidates are advised to download a copy of their filled in application with all the application details.

c. Candidates need NOT send hard copy of the application to the Institute.

d. If the candidate finds an error of entry committed by him/her in the application after the submission of application fee, a fresh application should be submitted, and fee should be paid again. The earlier application will automatically stand cancelled. No EMail or Written communication will be entertained in this regard.

  • Applicant can opt for only three exam cities.
  • The allotment of Exam City would be as per the order of preference clicked by applicant during on-line registration on a FIRST-COME, FIRST-SERVED basis.
  • NO request for change of center by the candidate would be considered under any circumstances.
  • The Exam City preference is only indicative and subject to change. JIPMER retains the final decision on centre allotment
  • If an Exam city is cancelled due to non-availability of minimum number of candidates in that city, JIPMER shall do necessary re-allocation of candidates who have chosen that city to any other available centre/city. It will be binding on the candidates.
  • Any Exam City can be cancelled due to any unforeseen circumstances at any point of time and a new Exam City can be allotted by JIPMER en bloc with due intimation on website or text message.

HALL TICKET

  • Candidates can download their Hall Tickets for the Entrance Examination from 18-05- 2022 (Wednesday) 11 AM onwards.
  • The Hall Ticket will contain

(1) Name and date of birth as typed by the candidate in the application

(2) Photo and signature image as uploaded by the candidate

(3) Examination City allotted and Roll Number.

  • Candidates will be allowed to appear for the Entrance Examination only if he/she produces the hall ticket, Identity proof in original & a photocopy of the same.
  • Candidates are STRICTLY PROHIBITTED from writing anything on the Hall Ticket and it will be collected at the Examination Center at the end of the Examination.
  • This Hall Ticket is issued subject to condition that if ineligibility is detected at any stage, the candidature will be cancelled.

ENTRANCE EXAMINATION

Entrance Examination will be conducted through a Computer Based Test (CBT) [Online] only.

The duration of the examination shall be 1.5 hours (One hour and Thirty minutes).

No candidate will be permitted to appear in the examination unless he/she holds a valid "Hall Ticket" issued by the Institute and an ID proof of their identification.

METHOD OF ENTRANCE EXAMINATION:

The examination shall be conducted in ENGLISH medium ONLY.

The Entrance Examination consists of 100 single best response type multiple choice questions (MCQs) with four options.

INSTRUCTIONS FOR CANDIDATES

Reporting time at the exam venue: 07.00 AM. Entry to examination center closes at 08:15 AM. Entry will NOT be permitted beyond 08:15 AM under any circumstance. The exam venues will be in the perimeter of 25 to 30 km from the main city. The candidates are advised to visit the exam venue one day before the examination to familiarize with the location of the Exam Centre.

Exam starts at 09:00 AM. Candidates will NOT be permitted to leave the exam hall before 10:30 AM (i.e., time of close of examination) except in case of acute health related issues.

Candidates should carry ONLY Hall Ticket along with Valid Identity proof (in original) and photocopy (Xerox) of the same ID proof inside the hall. No other paper will be allowed inside the hall. Candidates will NOT be allowed to enter the examination center without valid Hall Ticket & Valid ID Proof.

Valid ID Proof: ID Proof other than those mentioned below will NOT be permitted/accepted under any circumstances.

1. Candidates are advised to check the seating plan and identify the room / lab allotted as per their Hall Ticket number, which will be displayed outside the halls.

2. Candidates taking the Entrance Examination will be subjected to thorough frisking before being allowed into the hall.

3. Biometric authentication through digital device and hard copy of signature and iris scan / fingerprints in attendance sheet will be taken. Cooperation of the candidate is solicited. The candidates are strictly advised NOT to wear any colour or mehandi in their fingers which may interfere with biometric fingerprint (if required).

4. The test will start exactly at the time mentioned in the Hall Ticket and an announcement

to this effect will be made by the invigilator.

5. The candidate is solely responsible to get the signature and seal of the Centre Representative/ Invigilator on their Hall ticket. Failure to do so is liable for disqualification. Before leaving the hall, Hall Ticket and the photocopy of the ID proof should be handed over to Invigilator.

6. During the examination, the invigilator will check hall ticket of the candidates to satisfy himself/herself about the identity of each candidate.

7. The candidate must sign in the Attendance Sheet at the appropriate place and affix the Left Index Finger impression against the appropriate column of the attendance sheet. Failure to comply to this requirement will lead to the annulling of his/her candidature without any prior intimation.

8. Cellular phones, calculators, watch, alarm clocks, digital watches with built-in-calculators / memory, earphones and other electronic gadgets etc. will not be permitted inside the hall. Candidates are solely responsible for the safe keeping of their belongings. Arrangements will NOT be made by the duty staff for safe keeping and returning the gadgets if brought by the candidates.

9. Once inside the Examination Centre, premises, all candidates will be under surveillance & activities will be monitored. Hence, candidates are advised NOT to indulge into any unlawful activities which will invite disqualification & legal actions.

10. Smoking in the Examination Hall is strictly prohibited. Tea, coffee, cold drinks or food & snacks are NOT allowed in the Examination Halls.

11. For those who are unable to appear on the scheduled date of examination for any reason, re-examination shall NOT be held by JIPMER under any circumstances.

12. JIPMER reserves the right to reschedule the date / time of the examination depending upon local conditions.

UNFAIR MEANS

If during examination, a candidate is found indulging in any of the following, he / she shall be deemed to have used unfair means at the examinations and as such his / her result shall not be declared but shall be marked as UNFAIR MEANS (U.F.M.) and debarred from taking this examination permanently in future:

• Impersonation during examination

• Having in possession papers, books, notes, electronic devices or any other material or information relevant to the examination in the paper concerned

• Giving or receiving assistance directly or indirectly of any kind or attempting to do so

• Contacting or communicating or trying to do so with any person, other than the Examination Staff, during the examination time in the examination center

• Threatening any of the officials connected with the conduct of the examinations or threatening any of the candidates

• Cheating/ copying in the exam

• Using or attempting to use any other undesirable method or means in connection with the examination.

NON-DISCLOSURE AGREEMENT

The JIPMER PDF & PDCC Online Entrance Examination is a proprietary examination and is conducted by JIPMER. The contents of this test are confidential, involve intellectual property rights, and are owned by JIPMER. JIPMER explicitly prohibits the candidate from publishing, reproducing, or transmitting any or some contents of this test, in whole or in part, in any form or by any means verbal or written, electronic or mechanical or for any purpose. By registering for and/or appearing in PDF & PDCC Online Entrance Examination, the candidate explicitly agrees to the above Non-Disclosure Agreement and general terms of use for PDF & PDCC Online Entrance Examination as contained in this prospectus on JIPMER website. Violation of any act or breach of the same shall be liable for penal action and cancellation of the candidature at the bare threshold.

METHOD OF SELECTION

The Candidates will be selected based on the performance in the Entrance exam.

Awarding of Marks:

➢ The response of the candidate for a question(s), on click of "submit button" before closing of Examination shall be considered as the response chosen by the candidate.

➢ Questions that are ANSWERED will be considered as ANSWERED.

➢ MARKED FOR REVIEW and ANSWERED will be considered as ANSWERED.

➢ MARKED FOR REVIEW and UNANSWERED will be considered as NOT ANSWERED.

➢ Each answer with CORRECT RESPONSE shall be awarded FOUR MARKS.

➢ ONE (1) Mark will be deducted for each INCORRECT RESPONSE.

➢ ZERO mark will be given for the questions that are NOT ANSWERED.

➢ The score such obtained will be the Raw Score

➢ This Raw Score will be used to determine Percentage [for the purpose of Eligibility using Cut-Offs and determining Merit / Ranking].

➢ Minimum 50% Marks in the entrance examination are required to be eligible for admission in PDF/PDCC courses.

METHOD OF RESOLVING TIES

If two or more candidates secure equal percentage in the entrance examination, their inter se merit shall be determined in the following order:

1. Negative Marks: - The candidate(s) who have fewer negative marks will be placed higher than the candidate(s) who have more negative marks.

2. Age: If the tie still exists, the candidate elder by age will be ranked higher.

MERIT LIST AND DECLARATION OF RESULTS

Merit Ranking would be based on the percentage score.

• Merit List would be drawn discipline-wise, based on Percentage and will be published tentatively on or before 08-06-2022 (Wednesday) on JIPMER website ( www.jipmer.edu.in )

• Candidates who secure less than the minimum Percentage in the Entrance Examination will NOT be considered for admission and their names will NOT be included in the Merit List.

• Requests for re-evaluation/re-checking will not be entertained under any circumstances.

• No E-Mail or Written communication will be entertained in this regard.

• In each discipline (specialty) the total no. of candidate to be called for certificate verification may be Three (3) times the no. of seats available in each discipline.

• Individual letters will NOT be sent to the SELECTED CANDIDATES and to those who are placed in the waiting list. Please check the website for the lists. Candidates and parents are advised to browse the website periodically for updated information. They will be required to attend Certificate Verification at the Institute at their own cost on the notified date.

ADMISSION

Admission to all candidates is based on the merit of the candidates and the availability of seats at the time of certificate verification. After admission, the Original Certificates will be retained in the Academic Section and returned only after the candidate completes the course or resigns from course for any reason.

If a candidate withdraws his/her seat after submission of original certificates and before issue of the admission order/before joining, a penalty of Rs. 3,00,000/- will be imposed and admission fees paid will not be refunded.

All candidates should report on the date mentioned in their 'Allottment letter / JIPMER website', failing which, their right of admission will be forfeited. At any time, if the competent authorities find that admission has been offered based on false/incorrect information/documents and suppression of relevant facts, educational qualification or quota, the admission offered or the admission already completed shall be cancelled, irrespective of the stage of study of that course. Further, legal proceedings will also be initiated against such candidates for such action/(s). Hence, candidates are warned against indulging in such action/(s), in their own interest. All parents are also requested to make note of the above provision, and take due care and diligence, in all matters concerning admission to the courses. No candidate will be admitted to the PDF & PDCC COURSES beyond 31st August 2022. Seats falling vacant beyond 31st August 2022 will not be carried forward to next session.

Admission fees should be paid by candidate through SBI Collect (the link is provided on JIPMER website) after publication of merit list. Admission fee once paid will NOT be refunded under any circumstances.

EMOLUMENTS:

Emoluments as applicable to the post of Senior Resident as per 7th CPC. However, sponsored candidates are not entitled for any emoluments

LOGBOOK:

The students should maintain a logbook to maintain the record of day-to-day activities.

INTERNAL ASSESSMENT:

Internal assessment/progress report will be evaluated periodically by the Faculty Members of the concerned department on the practical skills, attitude, patient care (logbook), presentation skills and theoretical knowledge of the candidate. The Head of the Department will send such an internal assessment/progress report of each candidate on regular basis to the Academic Section for official records.

EXIT / FINAL EXAMINATION:

Exit / Final examinations will be held as per JIPMER rules / regulations / conventions, each and every student must obtain at least 80 % attendance in each academic year (separately) for being eligible for exit / final examinations. 

LEAVING THE COURSE (MID – STREAM DEPARTURE):

• Any candidate who discontinues the course at any time is relieved on his request for any reason; the fees once paid will not be refunded.

• Penalty mentioned hereunder must be paid for relief and return of all original certificates submitted by him/her at the time of admission.

• In addition to the terms and conditions mentioned above the penalty for discontinuance of the Residency scheme contract executed by the candidate will apply for relieving the candidate. The other terms and conditions governed by CCS rules from time to time.

• In addition to the penalty amount, the candidate has to give either one-month notice period (or) one-month salary/stipend has to be paid as detailed below: -
