New Delhi: The Medical Counselling Committee (MCC), under the Directorate General of Health Services (DGHS), has released a detailed Candidate User Guide for NEET MDS Counselling 2026.

The guide provides dental aspirants with step-by-step instructions for completing the entire online counselling process — from registration and application submission to choice filling, seat allotment, document verification, upgradation, and withdrawal.

REGISTRATION

1 Candidate Registration is a one-time process that enables eligible candidates to create their account and participate in the counselling process. During registration, candidates must provide the required credentials, verify their identity, create login credentials, and submit the registration form after accepting the applicable declarations and consent.

2 Read the instructions, declaration and terms and conditions carefully before filling out the application form.

3 Review the list of documents required for uploading, select I Agree and click Proceed to Application.

CONSENT FORM FOR COUNSELLING PURPOSE

1 Review the purpose of collection for each item and tick I read & confirm against every item.

2 Click Yes on the displayed dialogue to save your consent details.

3 Note the message confirming that your consent has been submitted successfully.

4 Consent is submitted successfully.

NEW CANDIDATE REGISTRATION

1 Read the instructions and enter your Personal Details exactly as printed on your NEET-MDS 2026 Admit Card (Roll. No., Application No., Mother's Name, Date of Birth).

2 Verify your personal details, Mobile Number and Email Address.

3 Choose your password as per the instructions below, enter the security PIN and click on Submit and Next.

4 Click Yes on the displayed dialogue to submit your registration details.

5 Enter the OTP received on your mobile number or email, enter the Security PIN, and click Verify & Final Submit.

FILL APPLICATION FORM

1 Enter your Personal Details, Subcategory Details, Other Information and Bank Account details in the application form

2 Click Yes on the displayed dialogue to save your application form.

FILL QUALIFICATION DETAILS- Enter your BDS qualification details, including Passing Status, Passing Year, Enrolment Number and University.

FILL INTERNSHIP DETAILS- Read the internship instructions, select whether you have completed or are pursuing an internship, and enter the institute name and address.

SELECT COUNSELLING- Select the sections you want to apply for, such as All India Quota, AMU Internal Quota, Deemed Universities, and Armed Forces Medical.

FILL CONTACT DETAILS- Enter your Correspondence Address and Permanent Address details.

UPLOAD DOCUMENTS/IMAGES

Upload a clear PDF document of all the required documents as displayed under the Upload Documents section. Click on Preview & Upload to upload the document. All candidates have to upload a clear PDF of a cancelled check/bank passbook/online bank statement having account details for verifying their account details.

Select the document, check the document format and size specifications, and browse the file to upload. Verify that the required document has been uploaded successfully.

The list of mandatory documents for different categories such as NRI candidates/OCI/ Foreign National/Indian to NRI are as follows-

1 CATEGORY I: NRI CANDIDATE/PARENTS/REAL BROTHER/REAL SISTER

i Date of Birth Certificate.

ii 10th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.

iii 12th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.

iv NEET- MDS Score Card issued by NBE.

v Valid Passport of the candidate.

vi NRI Certificate issued by the Competent Authority (Embassy / Indian Consulate).

vii Affidavit (Notarised) by the NRI parent/ Real Brother/ Real Sister stating that they will sponsor the entire course fee and living expenses of the candidate (son/daughter) during the period of study supported by NRE Bank Account Passbook.

viii Relationship to be verified by a competent revenue authority officer (Tehsildar/ Government Officer). In cases of first-degree relative as per points 1 and 2, as per the principles laid down in Anshul Tomar vs. State of M.P W.P No. 13393 of 2007.

2 CATEGORY II: INDIAN TO NRI (CANDIDATE WHO FILLED THEIR CATEGORY AS INDIAN IN NEET MDS FORM AND NOW WANT TO GET CONVERTED TO NRI CATEGORY FOR COUNSELLING)

i Date of Birth Certificate.

ii 10th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.

iii 12th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.

iv NEET- MDS Score Card issued by NBE.

v Valid Passport of the candidate.

vi Valid Passport of legal guardian.

vii NRI Certificate issued by the Competent Authority (Embassy / Indian Consulate)

viii Evidence of bona fide guardianship stating relationship between the NRI legal guardian and the candidate. The legal guardian (sponsor) must have acted as the guardian of the candidate and must submit valid legal documentary proof establishing that he/she is the legally recognised guardian of the candidate in accordance with the provisions of the Guardian and Wards Act, 1890.

ix An affidavit (notarised) by the legal guardian that he/she will sponsor the entire course fee and living expenses of the candidate during the period of study, duly supported by NRE (Non-Resident External) Bank Account Pass Book.

2 CATEGORY III: OCI CANDIDATES

i Date of Birth Certificate.

ii 10th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.

iii 12th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.

vi NEET- MDS Score Card issued by NBE.

v Valid Passport of candidate.

vi Overseas Citizen of India (OCI) Card/ PIO Card.

4 CATEGORY VI: FOREIGN NATIONAL

i Date of Birth Certificate.

ii 10th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.

iii 12th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.

vi NEET- MDS Score Card issued by NBE.

v Valid Passport of the candidate.

vi Visa/ Residence Permit/ Work Permit.

PREVIEW AND FINAL SUBMIT

1 Review your Application Form details displayed in the preview.

2 Verify your Bank Details and uploaded documents, then read and tick the declaration.

3 Read the confirmation message and click Yes to complete the final submission.

CANDIDATE DASHBOARD

1 View your Current Choice Filling and Locking Status on the candidate dashboard.

2 Review the important message and attention notes displayed on the dashboard.

FEE PAYMENT

1 Note the message that choice filling is not allowed without registration fee payment. Click on “Pay Registration Fee”.

2 Review the fee details, select the mode of payment and proceed.

3 Verify the user details and fee amount, select a payment provider and complete the payment.

AVAILBALE CHOICES- Filter by Institute Type, Institute and Program to view the available choices, and click Print List of Available Choices if required.

CHOICE FILLING

1 Enter your Password to access the choice filling activity.

2 Select the option to receive the OTP on your registered mobile number and send the OTP.

3 Enter the OTP and click Validate OTP to proceed with choice filling.

4 Select the desired institute-programme combinations and add them to your Filled Choice(s) in order of preference.

5 Review your filled choices along with the total filled choice(s) and locking status.
