New Delhi: The National Dental Commission (NDC) has directed all dental colleges and institutions across the country to mandatorily upload their Anti-Ragging Compliance Report for October 2026 by October 31, 2026, warning that failure to comply may invite strict regulatory action, including restrictions on admissions and even initiation of de-recognition proceedings.

The direction has been issued by the Ethics and Dental Registration Board of the NDC in pursuance of the National Dental Commission Act, 2023 and Regulation 12.1 of the DCI Regulations on Curbing the Menace of Ragging, 2009. The regulation requires institutions to report the action taken to implement anti-ragging provisions by October 31 of every year in which admissions are made.

According to the letter in this regard, recognised dental colleges must upload the compliance report through the National Dental Commission Anti-Ragging Portal within the prescribed automated timeline.

The portal will open today, i.e. October 1, 2026, at 00:00 hours and will automatically close and lock on October 31, 2026, at 23:59 hours. Colleges have been advised not to wait until the last moment and to complete the process well in advance to avoid technical or system-related delays.

The Commission has made it clear that requests for extension of the deadline or excuses for non-submission will not be entertained. Physical copies of the report or documents sent as email attachments will also not be accepted.

The NDC has warned that failure to upload the mandatory report within the stipulated period will be treated as a deliberate violation of statutory regulations as well as an administrative failure to maintain a safe educational environment.

Under Regulation 11.4 of the DCI Regulations on Curbing the Menace of Ragging, 2009, the Ethics and Dental Registration Board may initiate punitive action against defaulting institutions.

The possible measures include initiation of the de-recognition process against the institution, reduction of its admission capacity to an appropriate level, stopping further admissions until further orders, and stopping renewal of permission for undergraduate or postgraduate dental courses.

The Commission may also publish information regarding penalties imposed on a defaulting institution on its official website for the information of all concerned.

The letter has been addressed to the principals of all recognised dental colleges and institutions in India, with the Commission stressing timely compliance with anti-ragging requirements as part of maintaining a safe educational environment.
