National Dental Commission warns dental colleges against illegal BDS, MDS admissions, lists penalties for violations

According to the circular issued by the Under-Graduate and Post-Graduate Dental Education Board (UGPG-DEB) in this regard, the NDC Act, 2023 provides the statutory framework for regulation of dental education, admissions, examinations, training and dental institutions in the country. All dental institutions are, therefore, required to ensure strict compliance with the provisions of the Act, the rules and regulations made thereunder, and the directions issued by the NDC and its Autonomous Boards.

In this regard, the attention of all concerned is invited to the following provisions-

1 ADMISSION TO BDS/MDS- All admissions to the course of BDS/MDS in all dental institutions governed by the Act shall be made through NEET.

2 COMMON COUNSELLING

i Admissions to BDS and MDS seats shall be made only through the prescribed common counselling process conducted by the designated authorities.

ii No dental institution shall make admissions independently or outside the prescribed counselling process.

3 MINIMUM STANDARDS AND APPROVED INTAKE- Institutions shall ensure that admissions are restricted to the sanctioned/approved intake capacity and that no student is admitted against seats or courses for which the requisite statutory permission has not been granted.

4 VERIFICATION AND UPLOADING OF STUDENT PARTICULARS- ll institutions shall ensure that the particulars of every admitted student are correctly verified and uploaded/reported through the NDC admission portal within the stipulated timelines.

CONSEQUENCES OF NON-COMPLIANCE

All dental colleges are hereby cautioned that violation of the provisions of the NDC Act, 2023, or the applicable regulations/directions issued thereunder, may result in regulatory and penal action against the concerned dental institution as permissible under law.

Under Section 25(1)(f), NDC is empowered to take measures against a dental institution for failure to maintain the prescribed minimum essential standards, including-

i Issuance of warning.

ii Discharge of illegally admitted students.

iii Neutralisation of the number of seats filled up in contravention of the Act/Regulations, in the ensuing academic session.

iv Imposition of monetary penalty.

v Reduction of intake.

vi Stoppage of admissions,

vii Recommendation to the Commission for withdrawal of recognition.

Accordingly, all Principals/Deans/Heads of Dental Institutions are requested to-

1 Admit students only against duly sanctioned and approved seats.

2 Ensure that all admissions are made through the prescribed NEET-UG /NEETMDS and Common Counselling mechanism, as applicable.

3 Ensure that no admission is made outside the authorised counselling process.

4 Ensure accuracy of all information furnished/uploaded to the NDC and other designated authorities.
