DME Andhra Pradesh invites applications for General Nursing, Midwifery Course Admissions 2021, Details

Andhra Pradesh: The Directorate of Medical Education Andhra Pradesh (DME AP) has invited applications for admission in the General Nursing & Midwifery Course (Govt. & Pvt. Schools of Nursing) for 2021-2022.

Online Applications from the eligible candidates (male & female) are invited for admission into the General Nursing and Midwifery Course (3 years course including 6 months internship period) for the Academic year 2021-2022 batch which is being imparted in Government and Private Schools of Nursing in the state.

1. Last date for payment of Registration fee is 12.10.2021.

2. Online submission of applications are from 20.09.2021 to 19.10.2021 for Govt. Schools and Private Schools.

3. Last date for submission of Downloaded applications is 23.10.2021 up to 5.00 P.M. for Govt. Schools of Nursing.

4. Last date for submission of Downloaded applications is 23.10.2021 up to 5.00 P.M. for Convener Quota seats and 28.10.2021 up to 5.00 PM for Management Quota seats.

5. Selection process should be completed by 12.11.2021 for Govt. Schools and by 12.11.2021 for Private Schools by DM&HO.

6. Commencement of classes will be from 18.11.2021.

For further details, contact concerned Superintendent, Government General Hospital, attached with Government School of Nursing, in respect of Government Schools of Nursing, and contact concerned District Medical and Health Officer, in respect of Private Schools of Nursing. Detailed Notification & online application is available on the Director of Medical Education official website i.e.,http://dme.ap.nic.in.

The Candidates/Institutes must take extra care while filling the online admission application. The name of the candidate and Father Name should be as per the SSC/10th class certificate. No corrections will be entertained later under any circumstances and APNMC registrations will not be done for such candidates. The School Principal/Candidates will be held responsible for the incorrect names in the online admission applications and future certificates.

Online Applications from the eligible male & female candidates belonging to A.P. State only are invited for admission into 1st year of Three years General Nursing and Midwifery course for the year 2021-2022 batch which is being imparted in the (5) Government Schools of Nursing attached to the following Government Teaching and General Hospitals in the State as per G.O.Ms.No.256,HM&FW(K2) Dept., Dated 20-08-2004,G.O.Ms.No.306, HM&FW (K2) Dept., Dated 01-08-2006 and G.O.Ms.No.98, HM&FW (K1) Dept., Dated 08-07-2013, Certain Schools of Nursing upgraded to Colleges of Nursing as per G.O.MS.No. 126 HM&FW (C2) Dept Dated: 28-10-2019, G.O.MS.No. 127 HM&FW (C2) Dept Dated: 28-10-2019 and G.O.MS.No. 128 HM&FW (C2) Dept Dated: 28-10-2019.

EDUCATIONAL QUALIFICATIONS FOR GNM COURSE:

1. Minimum education eligibility criteria for admission to GNM:

• 10+2 with English and must have obtained a minimum of 40% at the qualifying examination and English individually from any recognized board. Candidates are also eligible from State Open School recognized by State Government and National Institute of Open School (NIOS) recognized by Central Government. However, Science is preferable.

• 10+2 with English having 40% of marks in vocational ANM course from the school recognized by Indian Nursing Council

• 10+2 with English having 40% of marks in Vocational Stream-Health care Science from a recognized CBSE board/State/Centre

• Registered ANM with pass mark.

For foreign nationals

1. The entry qualification equivalency i.e., 12th standard will be obtained by the Association of Indian Universities, New Delhi. Institution, State Nursing Council will be responsible to ensure that the qualification and eligibility will be equivalent to what has been prescribed as above.

2. At the time of admission

a) Submit the papers of nationality issued by the competent authority to the College authorities at the time of admission

b) Submit equivalence certificate for 12th standard from the association of Indian Universities (AIU) New Delhi.

c) Proof of age.

d) Fulfill of other norms of admission prescribed by INC.

e) Being foreign nationals they cannot be registered with any State Nursing Council in India for employment or on temporary basis during the study period or completion of the study period.

f) Self Declaration need to be submitted to the institutional management

2. Reservation

a) For disabled candidates: 3% Disability reservation to be considered with a disability of locomotor to the tune of 40% to 50% of the lower extremity and other eligibility criteria with regard to age and qualification will be same as prescribed for each nursing programme.

Note: A committee to be formed consisting of medical officer authorized by medical board of state government and a nursing expert in the panel which may decide whether the candidates have the disability of locomotor of 40% to 50%.

b) 5% of total marks is relaxed for SC/ST candidates

c) Any other reservation as per the State Govt.

Note: Reservation shall be applicable within the sanctioned number of the seats by INC and not above it.

3. Admission of students shall be once in a year.

4. Students shall be medically fit.

5. Minimum age for admission will be 17 years. (as on 31st December of that year)

The upper age limit is 35 yrs. For ANM/ for LHV, there is no age bar.

SUBMISSION OF ONLINE GNM ADMISSION APPLICATIONS

The online admission Application form is available in the Director of Medical Education, A.P., Vijayawada official website i.e.,http://dme.ap.nic.in and the same is available from 20.09.2021 to 19.10.2021. Follow the below-given steps for submission of the online admission application.

Step: 1: Pay the registration fee of Rs. 500/- (Rupees Five hundred only) through a Government challan through the website: https://cfms.ap.gov.in/ > Receipts Link > Citizen Challan Creation > crediting to the following Head of Account.

"0210 – Medical & Public Health 03 – Medical Education Training & Research MH 105 – Allopathy SH (81) – Other receipts 001 – Other receipts."

Payment can be made through online/Manual methods (SBI).

Step: 2: Log on to DME Official Website i.e., http://dme.ap.nic.infor online application form. Fill up all the mandatory fields (*) as per the instructions given in the online application and press submit button.

Step: 3: Download / Print the filled in application form and submit the same with necessary enclosures as per the details noted in the application form. The downloaded applications should reach the Superintendents of the Hospitals concerned on or before 23.10.2021 by 5.00 P.M.

The Department will not be held responsible for any postal delays for non-receipt of applications on or before the stipulated date i.e. 23.10.2021 by 5.00 PM.

The local candidates belonging to the Districts mentioned under column 1 below should send their applications to the School of Nursing attached to the hospitals mentioned under column 2.

SELECTION PROCESS:

Note (1): Online GNM admission application has already been introduced from the academic year 2012-2013.

a) The detailed Notification & online application is available in the DME official website http://dme.ap.nic.in.

b) Every Superintendent will be provided with User ID & Password for verification of Online applications received by them.

c) After selection of the candidates, they have to indicate the selected candidates through online.

d) Only downloaded online filled in applications along with Registration Fee and relevant enclosures have to be accepted.

(2) Selections will be made purely on merit, on the basis of aggregate marks obtained by the Candidates in the group subjects, excluding languages.

a) In deciding merit candidates who qualify under the compartmental system will be placed after candidates who passed in a single attempt.

(3) Incomplete applications or applications submitted without attested copies of relevant documents will be rejected.

(4) The SC/ST/BC candidates should furnish the prescribed Caste Certificate given at attachment at Annexure - I signed by the competent authority not below the rank of Mandal Revenue Officer.

(5) 85% of seats in local area are reserved in favor of local candidates in relation to the local area and the remaining seats are un-reserved as per A.P.

Educational Institutions (Regulation of admissions order 1974 as issued in G.O.P No. 646 Edn. (W) Dept., Dated 10-07-1979).

(6) Out of the seats available for admission - 15% for SC, 6% for ST and 25% for BCs are reserved.

(7) Waiting list with Ten (10) eligible candidates may be selected extra for waiting list for each Institution to avoid second-time selection process.

PROCEDURE FOR ADMISSION INTO PRIVATE SCHOOL OF NURSING:

1. (a) EDUCATIONAL QUALIFICATIONS:

Step: 3: Download / Print the filled in application form and submit the same with necessary enclosures to the concerned District Medical & Health Officers either in person or by Registered post with due acknowledgement for both Convener and Management quota seats. The downloaded / filled-in applications should reach the Office of the DM & HO's concerned on or before 23.10.2021 by 5.00 P.M. (for convener quota seats) and 28.10.2021 by 5.00 P.M for (Management quota seats).

The Department will not be held responsible for any postal delays for non-receipt of applications on or before the stipulated date i.e. 23.10.2021 by 5.00 P.M for Convener & 28.10.2021 for Management Quota by 5.00 PM.

(d) The advertisement shall also make it clear that the candidates belonging to the concerned community alone will be admitted into the minority institutions basing on the ranking assigned to them in the common community list and that the candidates belonging to the other communities will be admitted only against the left over seats in the order of ranking assigned to them in the common merit list and further that while admitting the candidates belonging to the other communities the rule of reservation will be followed.

(e) The District Medical and Health Officers are informed that necessary instructions be given to all the Private Schools of Nursing that they should produce "Migration Certificate" at the time of submitting the applications for admission of the candidates other than A.P. State. If not, their admission cannot be taken into account for consideration, under any circumstances.

2. The Convener shall scrutinize all the applications received from the candidates desirous of seeking admission into the Private Schools of nursing including minority institutions. After scrutiny, the Convener shall prepare two categories of merit lists namely.

a) Common Merit List:- Containing the names of all the candidates including those belonging to Minority Community arranged in the order of merit.

b) Community-wise Merit List:- Containing the names of candidates belonging to the concerned community arranged in the order of merit prepared separately for each of the community concerned taking into account the community to which the minority institution claims to belong. The candidate belonging to the minority community other than the concerned minority shall be treated as of belonging to other non-minority for the purpose of admission into the minority institution.

3. The selection committee shall be competent authority to select and allot candidates for admission into various Private Schools of nursing under free quota including minority institutions on the basis of merit ranking assigned to them according to G.O.Ms.No.306, HM&FW (K2) Dept., Dated 01-08-2006.

4. a) In respect of minority institutions candidates belonging to the concerned Communities alone shall be admitted.

b) If the candidates belonging to the concerned communities from a local area fall short for making admissions, candidates belonging to the concerned community belonging to other local areas can be admitted in the order of merit ranking.

c) If there are no candidates belonging to the community in any local areas, the candidates belonging to the other communities from the respective local area in the order of merit can be admitted on which case the rule of reservation should be followed.

N.B:- 1. Institutions claiming Minority status have to produce legitimate Minority Status Certificates as per the rules in force.

The Government in their Memo.No.8635/M&R/A2/99-5, Minorities Welfare (M&R) Dept. Dated 1.3.2000, has issued Minorities Status Certificates to the following Private Schools of Nursing.

Further, the District Medical and Health Officers concerned are requested, to follow the instructions issued by the Government in Para 5(i) & (ii) and Para 6 of the G.O Ms No:306 Dated:1-8-2006 while making admissions for General Nursing and Midwifery 3 years course including 6 months internship period for the Academic year 2021-2022 and it is also informed that regarding Para 6, to follow rule of reservation for women shall be followed strictly as prescribed in rule while making admission for male candidates in terms of G.O Ms No:82, HM&FW (K2) Dept., Dated:18-3-2005.

Further the District Medical and Health Officers concerned are informed, that as per G.O.Ms.No.410, HM&FW (K2) Dept., Dated: 28.11.2008, MPHW (F) candidates who have passed ANM Course are eligible to be admitted into 3 years GNM Course including 6 months internship period. subject to the condition that they shall undergo the revised training programme as laid by the Indian Nursing Council, New Delhi. Hence the District Medical and Health Officers concerned are requested to take further necessary action in the matter as per G.O.Ms.No. 410, HM&FW (K2) Dept., Dated: 28.11.2008

The list of private Nursing Schools with their admission capacity for the year 2021-2022 is here with enclosed district-wise for their guidance and strict implementation.

The candidates also are informed in the admission notification that the recognition status of the schools of Nursing with regard to Indian Nursing Council / Andhra Pradesh Nursing and Midwifery Council can be verified in the respective websites: www.indiannursingcouncil.co.in and www.nmcouncil.ap.nic.in.The Department will not be held responsible for the admission of the candidates in non-recognized Institutions.

For each private Nursing School they should clearly specify the number of seats available under Free (Convener) and Management Seats together with the tuition fee payable in respect of free seats and management seats in terms of the G.O's cited.

The admissions to the Management Seats have to be made as per Rule 3, Para 5 and 6 of G.O.Ms.No.313, HM&FW (M2) Dept., Dated 16-08-97 and Govt. Memo No. 27970/M2/98-1, HM&FW (M2) Dept., Dated 6-10-98. For the Management Seats also, the candidates are required to fill up the online application, download the filled-in application and submit the same along with the Management quota lists to the selection committee for its approval.

The entire process of selection has to be completed by 12.11.2021 for Govt Schools and 12.11.2021 for Private Schools. As soon as the selection procedure is completed as per the above instructions and guidelines, the selection lists should be submitted to this office duly approved by the Selection Committee members immediately without fail by the concerned District Medical & Health Officers. The selection list should indicate very clearly the number of candidates under free and management quota for each private nursing schools separately.

The Rule of the reservation shall be strictly followed while making the selection for both Free and Management Seats.

It is also needless to say that they should follow the rules in force regulating the reservation to the local candidates as prescribed by the Education Department from time to time.

The District Medical and Health Officers are requested to make it clear to the Management of the Private Schools of Nursing that the advertisement charges for Free seats and Management Seats to be published in the newspapers has to be borne by the Private Schools of Management themselves as per the orders issued in the Govt. Memo No. 30906/M2/98-3, HM&FW (M2) Dept., Dated 6-4-99.

After completion of the selection process, the approval list of Admission into GNM should be sent immediately so as to reach this office within one month to avoid the problem in issuing of Clinical affiliation to private schools of Nursing.

Further, the District Medical and Health Officers concerned are requested to follow the above instructions strictly while making admissions for General Nursing and Midwifery for the Academic year 2021-2022.
