Maharashtra: Directorate of Medical Education & Research (DMER Maharashtra) has invited online applications from 1s year MBBS students for transfer for regular & supplementary batches.

All such students who have passed the first MBBS examination conducted in March 2022 (Regular Batch) and August 2022 (Supplementary Batch) by Maharashtra University of Health Sciences, Nashik, or from any Deemed University situated in the state of Maharashtra should apply online (on website-website-www.med-edu.in) along with prescribed fees Rs. 15000 from 10.01.2023 to 31.01.2023.

After the last date of submission of the application, 4 days will be given for the late submission of the application, i.e., 1.02.2023 and 4.02.2023. However, during these 4 days, the applicant has to pay an application fee of Rs. 15000 plus a late fee RS. 10000 total Rs. 25000. The details related to the bank are enclosed in the notice below. This fee shall be non-refundable.

Before filling out the online application form, the students need to read the information brochure carefully. They should ascertain their eligibility before filling out the application form and paying fees. The student should note the password given by Them and keep it in safe custody. It is necessary for further login. Safe custody of the password is the responsibility of the student.

The student's Email ID and Mobile Number will be used for further correspondence. After reading the instructions to fill Online Application Form, the student has to click the Go to New Application button to display the Online Application Form. They should log in with application No. (User Name) and their Unique Password and verify the correctness of entries made in the application form. Once the click on submit button, there is no provision to make any changes in the application form.

The office will do online scrutiny of uploaded documents. The student who has not uploaded the required documentation will not be considered for Transfer Process. They need not send a copy of the application form or any document to this office. However, the candidate may print out the application form for Their subsequent use/record.

List of Documents to be uploaded online transfer application –

1. NEET UG Mark Sheet. (True Copy)

2. XII Std. Mark sheet & Passing Certificate (True Copy)

3. First Professional Exam. Mark Sheet, Passing & Attempt Certificate (True copy)

4. No Objection Certificate from Relieving College (Original)

5. No Objection Certificate from Admitting College (Original)

6. No Objection Certificate from MUHS, Nashik (Original)

7. Certificate from the Dean/Principal stating that the present college is Recognized by the concerned Council (Original)

8. Death Certificate of Father/Mother/Supporting Guardian (Death have been occurred after taking admission to 1st MBBS Course)

9. Proof of single child of senior citizen (Age of 60 years attained on or before last date of application) along with a Notarised Affidavit on Rs. 100/- Stamp Paper stating that They are a single child of Their Senior Citizen parent

10. Medical Certificate issued by the Medical Board (Original)

11. Undertaking of Genuineness of the ground. (Original)

12. Admission letter issued by the Competent Authority /Dean/ Principal

13. Attested photocopy of Caste Certificate

14. Attested photocopy of Caste Validity Certificate

15. Attested photocopy of Non-Creamy Layer Certificate

16. Online Bank Payment Receipt of Rs.15,000/- Or Late fee of Rs.25,000/-

Guidelines for transfer of students of faculty of Medicine from one recognized medical college to another recognized medical college within the State of Maharashtra after passing the first MBBS –

1. Transferring a successful student from one recognized Medical College to another recognized Medical College in the state should be possible, i.e., after the declaration of the result of the 1st MBBS professional examination of the Regular Batch & Supplementary Batch of the MUHS, Examination.

2. Transfer cannot be claimed as a matter of right by a student. The student desirous to get a transfer after passing the first professional examination should apply in the 'prescribed proforma' to the Director, Medical Education and Research, Mumbai, within 30 days from the date of declaration of the result of the Supplementary Batch of the first professional examination of medical faculty conducted by the Maharashtra University of Health Sciences, Nashik.

3. Migration/transfer would be restricted to 5% of the college's sanctioned Intake or clear vacancy during the year.

4. The applicant student shall obtain a 'No Objection Certificate' (NOC) from the 'relieving' college (Annexure-C) and a No Objection Certificate (NOC) from receiving/admitting college (Annexure-D). They shall also submit a No Objection Certificate (NOC) from Maharashtra University of Health Sciences, Nashik/Deemed University situated in Maharashtra. For Government Medical Colleges under this Directorate, a 'No Objection Certificate' (Annexure-C & Annexure-D) is unnecessary for receiving and admitting colleges as this Directorate will decide the same.

5. The No Objection Certificate from the receiving/admitting college, under the signature of its Dean/Principal, shall indicate the availability of a 'clear vacancy' against which the transfer is to be effected.

6. Vacancy will be determined per the clarification received from the Medical Council of India vide its letter No. MCI-31(1) (Gen)/2009- Med/6568, dated 5.5.2009, i.e., "vacancy in any batch, in any medical college for migration is that number which when filled after migration will not result in an increase in the sanctioned intake capacity for the academic year concerned in respect of that medical college."

7. The transfer applications shall be placed before a transfer committee constituted as per Government Resolution No. MED1009/CR-96/Shikshan-2, dated 4th April 2009, for this purpose.

8. The receiving colleges' fee structure and service bond conditions shall apply to the transferred student.



The availability of clear vacancy against which the transfer or the migration is to be affected and the clear vacancy will mean –

1. Vacancy arising out of less number of admissions than the annual intake capacity for the first year course

2. Vacancy arising out of the migration of students after passing the first-year examination

3. Vacancy arising due to the number of drop-outs during the same academic year

4. Vacancy arising after deducting the number of the failures out of regular examinees of the first professional examination

The No Objection Certificate from the relieving college under the signature of its Dean/Principal shall indicate the following –

1. The date of their birth as mentioned in the record of relieving college.

2. NEET UG marks and ALL INDIA RANK scored by the student.

3. The aggregate marks scored by the student along with percentage at 1st MBBS professional examination (Regular/Supplementary Batch as applicable) and seat number.

4. Number of attempts subject-wise in the MBBS Examination.

Procedure for the transfer –

1. Death of Father/Mother or supporting guardian, as declared at the time of admission, will be considered genuine ground. However, to be eligible under this ground, the death of the Father/Mother or supporting guardian should have occurred after admission to the 1st MBBS course. The student should attach a copy of the Death Certificate with their application form.

2. The student seeking transfer after 1st year of MBBS on health grounds should submit an illness/medical certificate stating that the Physical disability/illness necessitates care by parents. The illness should have occurred on or after 1st year of MBBS admission.

3. Illness of student for which there is no treatment available at the location of the parent institute or for which the student will need regular to follow at least once a month to another location where the student is seeking transfer. The student seeking transfer after 1st year of MBBS on this ground should submit an illness/medical certificate.

4. One of the parents is terminally ill/bedridden / having severe irreversible organ damage / having a locomotor disability of 65% and above.

Procedure for obtaining medical certificate –

1. The student seeking transfer after 1st year MBBS from Government / Corporation Medical College situated in Maharashtra on Medical/Health grounds should submit an illness/medical certificate issued by the Medical Board of relieving college.

2. Medical Certificate should mention that the physical disability/illness necessitates care by parents and has occurred on the date of or after 1st-year MBBS admission or illness of the student for which there is no treatment available at the location of the parent institute or for which the student will need regular follow up at least once in a month to another location where the student is seeking transfer.

3. The student seeking transfer after 1st year MBBS from an Unaided / Private / Deemed University Medical College situated in Maharashtra on Medical/Health grounds should submit an illness/medical certificate to the Medical Board of the nearest Government Medical College attached Hospital situated in Maharashtra.

4. The student seeking transfer after 1st year MBBS on Medical/Health grounds of one of the parents should submit a Medical Certificate issued by the Medical Board of any Government Medical College attached Hospital situated in Maharashtra.

5. The Medical Board should examine the parent or all relevant documents issued by the treating doctor of the parent and issue a required Medical Certificate. The medical certificate should mention that one of the parents' illnesses is terminally ill/bedridden / has severe irreversible organ damage / has a locomotor disability of 65% and above.

6. Students should approach the Dean/Chairman of the Medical Board(s) well in advance. Applications without medical certificates will not be accepted. Late issue of medical certificate by the medical board will not be accepted as a reason for the extension of the last date.

7. The Medical Board should hand the medical certificate directly to the student, and one set of medical credentials should be submitted to the DMER office. The student should attach a medical certificate along with the application form. The student submitting two medical certificates, i.e., Annexure E1/E2 and E3, will be held ineligible for transfer.

As per DMER, the student who has passed the 1st MBBS University examination before March 2022 should not apply along with this batch, as they are not eligible as per Medical Council of India guidelines for the transfer. The seats reserved for students in the reserved category shall be 50% of the admissible seats. The student can apply for transfer to a maximum of 5 (of five) receiving medical colleges.

The manner of filling the seats reserved for Scheduled Castes, Scheduled Tribes, De-notified Tribes (Vimukta Jatis), Nomadic Tribes, and Other Backward Classes shall be filled in as per procedure laid down vide Government Order No. MED 2006/1196/CR-204/06/ Edu-1.- 24th June 2006. The student belonging to Maharashtra State (Domicile) will only be considered under Reserved Category. Reserved Category students from Outside Maharashtra will only be considered as an Open Category students for transfer.

Procedure for selection –

1. Among the eligible applicants, two lists will be prepared: List-A of students applying for transfer on the grounds of the death of one of the parents or supporting guardians, then List B of students applying for transfer on health grounds/illness of a parent. In List-A, all eligible students will be arranged as per the NEET UG 2020 merit. After exhausting List-A, if seats remain vacant, List-B will be operated. In List B, students will be arranged per the NEET UG 2020 merit.

2. Students from State Government/Corporation Medical Colleges will only be considered for transfer to another State Government / Corporation Medical College.

3. Students from Private /Deemed University Medical Colleges will only be considered for transfer to other Private / Deemed University Medical Colleges.

4. Students from Private Unaided / Deemed University Medical Colleges will not be considered for transfer to Government / Corporation Medical Colleges.

5. For private / deemed university applicants, two separate lists (list A & list B) will be prepared as per clause 14(a). After exhausting list (A), if seats remain vacant, list (B) will be operated.

Criteria for preparation of merit list –

1. For applicants from Government / Corporation Medical colleges: All India Rank in NEET UG will be considered while preparing the merit list.

2. For applicants from Private Medical Colleges / Deemed University Medical Colleges: Separate merit list will be prepared based on NEET-UG All India Rank.

3. For applicants from Government of India (GOI) nominees, NEET UG All India Rank will be considered for deciding the merit.
