New Delhi: Taking another step towards digitalization of medical education in India, the National Medical Commission has recently directed all the medical colleges to upload their 10-years academic certificate data (Degree, Marksheet, Admit Card, Score Card etc.) through Digi Locker- National Academic Depository (NAD).

In this regard, the Apex medical commission referred to a notice issued by the the President and Chief Executive Officer of National e-Governance Division, Shri Abhishek Singh, who had earlier implementation of Digi Locker facility in the educational institutes.

"I am directed to refer to D.O. No. NeGD/05/01/ 2020 dated 6.9.2020 (copy enclosed) received from Shri Abhishek Singh, President & CEO, National e-Governance Division, Ministry of Electronics 86 Information Technology on the above mentioned subject, which is self explanatory," read the notice issued by NMC yesterday.

"It is requested to all Medical Institutions to comply with the instructions contained in the said D.O. letter and to register and upload their 10-years academic certificate data (Degree, Marksheet, Admit Card, Score Card etc.) through Digi Locker-NAD (https://nad.digilocker.gov.in) at the earliest," the notice issued by NMC Secretary Dr. Sandhya Bhullar further added.

Recently, on September 6, 2022, the National e-Governance Division had directed the NMC for the implementation of Digi Locker facility. In this regard, the Division had referred to the direction issued by Ministry of Education and mentioned, "As you are aware, the Ministry of Education, Government of India has assigned the National Academic Depository (NAD) implementation via DigiLocker to facilitate students to get authentic educational documents/certificate in digital format directly from their original issuers. The digital copy available in the DigiLocker will be treated at par with the original physical document as per Rule 9A of the Information Technology (Preservation & Retention by Intermediary providing DigiLocker facilities) Rules, 2016."

"DigiLocker is one of the key Building Blocks under India Stack comprising of Aadhaar, UPI, DigiLoCker and eConsent Framework. DigiLocker is not only a vault for documents that citizens can access but also provides for consent based verification for third parties. More than 12.6 crore users have registered so far, and DigiLocker hosts around 560 crore documents from 2205 government and private organization. A project called e-Sanad of the Ministry of External Affairs, has been integrated with DigiLocker-NAD, which helps in the verification process of the student going abroad," the communication had further stated.

"The realization and effectiveness of digitalization in education sector depend upon how quickly all Institutional bodies register and start accessing the DigiLocker-NAD system. DigiLocker in education sector have more than 1650 academic institutions including Universities, Institute of National Importance (IN's), CBSE, State Boards, NEET & CUET, etc. & more than 60 crore academic certificate data (Degree, Marksheet, Score card, etc.). Active participation of institutions is expected towards timely roll out of DigiLocker-NAD services which will reduce the turnaround time in admission as well as recruitment process," it added.

Directing the NMC for implementing the facility in the medical colleges, the communication had also mentioned, "In this regards, I would request you to kindly issue the necessary direction to the Medical Institutions to registered and upload their 10-years academic certificate data (Degree, Marksheet, Admit card, Score card, etc.) through DigiLocker-NAD (https://nad.digilocker.gov.in). I request your personal intervention to kindly ensure that all Medical Institutions under your preview are on-board with NAD at the earliest."
