MBBS Internship withheld over Rs 3.75 lakh mandatory hostel fee at RDJM Medical College Muzaffarpur: NMC tells Bihar DME to probe allegations

New Delhi: Taking cognisance of the allegations of mandatory hostel fees and withholding of Compulsory Rotatory Medical Internship (CRMI) for MBBS interns at RDJM Medical College and Hospital, Muzaffarpur, the National Medical Commission (NMC) has asked the Director of the Directorate of Medical Education (DME), Bihar, to investigate the matter and submit a detailed report.

NMC's action came after it received a complaint from the National Joint Secretary of the United Doctors Front (UDF), on behalf of the students of the MBBS Batch 2021 of the Muzaffarpur-based medical college.

What were the allegations? 

In its complaint, UDF alleged that the college management of R.D.J.M. Medical College and Hospital was allegedly preventing students from commencing their CRMI.

It was alleged that the college has made compulsory hostel residence and payment of hostel fees amounting to Rs. 3,75,000 a pre-condition for permitting students to join the internship.

Medical Dialogues had also reported on this issue. Back in July 2026, the administration of RDJM Medical College and Hospital in Muzaffarpur had directed its MBBS medicos from the 2021 batch to mandatorily deposit a hostel fee of Rs 3.75 lakh before they could begin their compulsory rotatory medical internship.

Demands by UDF: 

Submitting the complaint, Dr Rakesh Beniwal, on behalf of UDF, requested the Apex Medical Commission to issue directions to the college to withdraw the impugned notices dated 04.07.2026 and 18.07.2026. The NMC was urged to allow all non-resident interns to commence CRMI without compulsory hostel residence or payment of hostel fees; refund the hostel fees collected from interns who do not wish to avail hostel accommodation; and initiate an appropriate inquiry and action for the alleged violation of the applicable NMC regulations.

NMC Action: 

Now, considering the complaint, the Undergraduate Medical Education Board (UGMEB) of the NMC on September 8, 2026, forwarded the matter to the Director of Bihar DME with directions to investigate the allegations and submit a detailed report within 15 days.

"In view of the above, you are requested to investigate the matter and submit a detailed report within 15 days of receipt of this letter for taking necessary action in the matter," the NMC directed the DME.

Commenting on the matter, Dr Lakshya Mittal, Chairperson, UDF, mentioned in a Statement, "Medical students and interns cannot be treated as a source of forced revenue. If a student has fulfilled all academic requirements and is eligible to commence compulsory internship, imposing hostel residence and extracting lakhs of rupees as a precondition is a serious matter that requires regulatory scrutiny. We welcome the NMC’s intervention and expect the Bihar authorities to conduct a time-bound, transparent inquiry."

"UDF will continue to stand with medical students against arbitrary rules, financial exploitation and violations of their academic and professional rights. We expect the concerned authorities to ensure that no eligible intern is denied commencement of CRMI because they choose not to reside in a college hostel," said Dr Rakesh Beniwal.

The association has also called upon the Directorate of Medical Education, Bihar, to complete the inquiry within the stipulated period and submit the Action Taken Report to the NMC, while ensuring that no retaliatory or coercive action is taken against the complainants or affected students.
