Andhra Pradesh: Dr YSR University of Health Sciences (YSRUHS) has invited online NEET applications for admissions to MBBS and BDS courses under competent authority quota for the year 2023-24.

All the concerned candidates are advised to take note of the following details before applying including the admission process, application procedure, eligibility criteria nad documents required for registration.

The candidates can apply till 6 pm 26.07.2023.

NOTE-A: 1. Entire Application process is through online mode only, including uploading of Images, scanned copies of Certificates/documents and payment of fees etc. Therefore, candidates are not required to send printout of application form/verification form etc. to the University. OFFLINE APPLICATIONS ARE NOT ACCEPTED.

2. All further notifications will be placed on University website ONLY. No Individual intimations will be sent. Please visit the University website regularly for subsequent notifications / Notices instructions, till the closure of admissions.

NOTE-B: 1. All the above dates are tentative and the University reserves the right to change them without assigning any reason or advance notice.

2. Mere submission of application does not confer any right for a seat.

3. Printout of application, Provisional Verification form along with Original Certificates should be submitted at the time of admission in college. Hence, the candidates are informed / required to take Print Out of filled in online application and Provisional Verification form.

IMPORTANT INFORMATION:

1) For Periodic updates, the candidates are instructed to remain in touch with the official websites https://drysr.uhsap.in and https://ugcq.ysruhs.com frequently from the date of application till the end of admission process.

2) Competent Authority will not be responsible for the consequences, resulting due to non-diligent follow-up of notices, notifications and publications appearing on the websites regarding counselling and admission to MBBS / BDS Degree Courses for the academic year 2023-2024

3) Final Merit Position under the Competent Authority Quota will be available in the University official website and the same WILL NOT BE COMMUNICATED individually. The applicants are thus encouraged to view the website for all updates.

4) Any change or modification and relevant information pertaining to this counselling / admission process will be made available on the official websites.

5) Candidates are advised to download the prospectus and read it carefully along with parents / guardian before filling the online application form and ensure that no mandatory column is left blank. In the event of rejection of the application form, any correspondence and request for re-consideration will NOT be entertained.

6) Candidates are advised to read the Information Bulletin for NEET-UG 2023 issued by the National Testing Agency (NTA) and carefully go through the instructions regarding NEET UG - 2023 and visit the website https://neet.nta.nic.in/ regarding detailed qualifying criteria.

7) The online submission of application form for admission to MBBS / BDS Degree Courses for the seats under Competent Authority Quota for the academic year 2023-2024 can be accessed from the official website: https://ugcq.ysruhs.com 

NUMBER OF SEATS UNDER COMPETENT AUTHORITY QUOTA:

Details of number of seats under Competent Authority Quota for the academic year 2023-24 in MBBS / BDS Courses in Government Medical / Dental Colleges and Private un-aided Medical / Dental Colleges is given in the Annexure-I.

FEE STRUCTURE:

ELIGIBILITY: THE CANDIDATES WHO SECURED THE CUT-OFF MARKS OR MORE IN THE NEET-UG 2023 AND FULFILLED THE FOLLOWING CRITERIA FOR ADMISSION INTO MBBS/BDS COURSES HAVE TO SUBMIT THEIR ONLINE APPLICATION BY PAYING THE NON-REFUNDABLE APPLICATION AND PROCESSING FEE THROUGH ONLINE AND UPLOADTHE SCANNED CERTIFICATES/DOCUMENTS REQUIRED FOR COMPETENT AUTHORITY QUOTA SEATS.

The candidates should secure the following cutoff scores in National Eligibility-cum- Entrance Test (NEET) UG -2023, conducted by NATIONAL TESTING AGENCY, New Delhi as per section (10) of Indian Medical Council Act, 1956. 

Under Graduate Medical and Dental courses:

7.1 (i) The candidate should be an Indian National or Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) Card holders and should satisfy the Local or Non-local status in Andhra Pradesh (Residence requirement) as laid down in Andhra Pradesh Educational Institutions (Regulations of Admissions) Order, 1974. Selection will be done as per the procedure laid down in the G.O.P.No.646, dated 10.07.1979 as amended in G.O.Ms.No.42, Higher Education (EC2) Department, dated.18.05.2009.

Provided that the candidates who got registered as Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) Cardholders on or after 04.03.2021 are eligible for admission only against any Non-Resident Indian seat or any supernumerary seat; and shall not be eligible for admission against any seat reserved exclusively for Indian Citizens. (G.O.Ms.No.72, HM&FW(C1) Dept., dated 05.06.2023 & G.O.Ms.No.73, HM&FW(C1) Dept., dated 05.06.2023 of Govt. of Andhra Pradesh).

(ii) Educational qualifications: The candidate should have passed Intermediate (10+2 pattern) or its equivalent examination with Physics, Chemistry, Biology (Botany, Zoology)/ Biotechnology and English.

a. OC candidates including candidates claiming EWS reservation, should obtain not less than 50% marks in science subjects.

b. BC / SC / ST candidates should obtain not less than 40% marks in science subjects.

c. OC-PwD candidates should obtain not less than 45% marks in science subjects.

(iii) Minimum Age: The candidate should have completed 17 years of age as on 31-12-2023.

The candidates who do not complete 17 years as on 31-12-2023 are not eligible.

ELIGIBILITY CONDITIONS IN RESPECT OF CANDIDATES WHOSE DOMICILE IS ANDHRA PRADESH / TELANGANA

The candidate shall satisfy Local / Non local status as per G.O.P.No.646 Education (W1) Department dated 10-07-1979 and Presidential Order. The procedure indicated in the above G.O. for Selection of candidates as amended in G.O.Ms.No.42, Higher Education (EC2) Dept., dated 18-05-2009 shall be followed.

The Non-local candidates are eligible for 15% Unreserved seats only. The Local candidates are eligible for both 15% Unreserved seats and 85% respective Local Area seats.

RESERVATION IN FAVOUR OF THE LOCAL CANDIDATES:

Admission to 85% of the available seats shall be reserved in favour of the Local candidates in

relation to the local area as provided in A.P. Educational Institutions (Regulation of Admission)

order, 1974 as given in Annexure-III of G.O. (P) No. 646, Edu. (W1) Department, dt.10-7-1979.

STATE-WIDE COLLEGES:

Admission into State wide colleges shall be regulated as per the provisions in the A.P. Educational Institutions (Regulation of Admission) Order, 1974 as given in Annexure-IV of G.O.(P) No. 646, Edu. (W1) Department, dt.10-7-1979.

LOCAL AREA:

The part of the State comprising the Districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam (Andhra University Area) shall be regarded as the local area for the purpose of admission to the Andhra University, and to any other education institution (other than a State-wide University or State-wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

The part of the State comprising the Districts of Adilabad, Hyderabad, Rangareddy, Karimnagar, Khammam, Mahaboobnagar, Medak, Nalgonda, Nizamabad and Warangal shall be regarded as local area for the purposes of admission to the Osmania University,

** (the Kakatiya University) and to any other educational institution (other than a State-wide University or State-Wide Educational Institution) which is subject to the control of the State Government and is situated in the part.

The part of the State comprising the Districts of Ananthapur, Kadapa, Kurnool, Chittoor and Nellore (Sri Venkateswara University) shall be regarded as local area for the purpose of admission to Sri Venkateswara University and to any other educational institution (other than a State-wide University or State-wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

LOCAL CANDIDATES:

A Candidate for admission shall be regarded as local candidate in relation to a local area.

i) If he/she has studied in an Educational Institution or Educational Institutions in such local area for a period of not less than 4 consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared in relevant qualifying examination.

Or

ii) Where during the whole or any part of the four consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination, he/she has not studied in Educational Institution(s), if he/she had resided in that local area for a period of not less than 4 years immediately preceding the date of commencement of the relevant qualifying examination, in which he/she appeared or as the case may be first appeared.

iii) Local Status Certificate issued by MRO for claiming as Andhra Pradesh local as per Circular Nos. 4136 /SPF & MC /2015-5, dated.08.08.2016, 4136/SPF&MC/2015-13, dated.20.11.2017 & G.O.Ms.No.129, dated.28.10.2019 of General Administration Dept.

A candidate who is not regarded as a local candidate under sub-regulation (3.4.1) above in relation to any local area shall,

i) If he/she has studied in educational institutions in the State for a period of not less than 7 consecutive academic years ending with academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination be regarded as local candidate in relation to:

a) Such local area where he/she has studied for the maximum period out of the said period of 7 years.

b) Where the period of his/her study in two or more local areas are equal, such local area where he/she has last studied in such equal periods.

Or

ii) If during the whole or any part of the seven consecutive academic years ending with academic year in which he/she appeared or as the case may be first appeared for relevant qualifying examination, he/she has not studied in the educational institution in any local area, but he/she has resided in the State during the whole of the said period of 7 years be regarded as a local candidate in relation to

a) Such local area where he/she has resided for the maximum period out of the said period of 7 years.

Or

b) Where the period of his/her residence in two or more local areas are equal, such local area where he/she has resided last in such equal periods.

The following categories of candidates are eligible under 15% of the available un-reserved seats in the colleges established before 02.06.2014:

As per G.O.Ms.No.103, 104 & 105, HM & FW (C1) Dept., dated.16.07.2023 respectively.

a) All local candidates defined in the Presidential order.

b) Candidates who have resided in the State for a total period of ten years excluding periods of study outside the State or either of whose parents have resided in the State for a total period of ten years excluding periods of employment outside the State. (Annexure –III (a) – for student) & Annexure – III (b) – Parent Residence)

c) Candidates who are children of parents who are in the employment of this State or Central Government, Public Sector Corporation, Local Bodies, Universities and other similar quasi Public Institution within the State; and (Annexure – III (c) ).

d) Candidates who are spouses of those in the employment of the State or Central Government Public Sector Corporations, Local Bodies, Universities and educational institutions recognized by the Government or a University or Other competent authorityand similar other quasi Government institutions within the State. (Annexure – III (c) )

N.B.: The Scanned copies of relevant certificates must be uploaded for verification along with online application. In respect of residence certificate, the certificate should be obtained from the Revenue authorities clearly specifying the years.

The following categories of candidates are eligible to apply for admission under 15% of the available un-reserved seats for the colleges established and for the seats increased in the State of Andhra Pradesh after 2nd June, 2014.

a) All the candidates eligible to be declared as local candidates of two local areas of State of Andhra Pradesh.

b) Candidates who have resided in the State of Andhra Pradesh for a total period of 10 years excluding periods of study outside the State or either of whose parent have resided in the State of Andhra Pradesh for a total period of ten years excluding period of employment outside the State.

c) Candidates who are children of parents who are in employment of the State of Andhra Pradesh or Central Government, Public Sector Corporations, Local Bodies, Universities and Educational Institutions other similar quasi Public Institutions within the State of Andhra Pradesh

d) Candidates who are spouses of those in the employment of the State of Andhra Pradesh or Central Government, public sector corporations, Local Bodies, Universities and Educational Institutions recognized by the Government or University or other Competent Authority and similar quasi Government Institutions within the State of Andhra Pradesh.”

N.B.: The Scanned copies of relevant certificates must be uploaded for verification along with online application. In respect of residence certificate, the certificate should be obtained from the Revenue authorities clearly specifying the years.

RESERVATIONS:

A. Reservation for Scheduled Castes (S.C.) and Scheduled Tribes (S.T.):

i) Out of the seats available for admission under Competent Authority Quota, the following percentage of seats shall be reserved for candidates belonging to Scheduled Castes and Schedule Tribes in each local area.

ii) In the event that if any seats reserved for S.T. not being filled up, they will be open to the candidates belonging to the Scheduled Castes and vice-versa.

iii) In the event of the candidates from the SC and ST are not being available, these seats shall be allotted to the candidates under open competition.

iv) Candidates of the Scheduled Castes and Scheduled Tribes belonging to the State of Andhra Pradesh only which are specified by the Govt. of A.P from time to time shall be considered.

RESERVATION FOR BACKWARD CLASSES:

i) 29% of the available seats for admission in each local area Under Dr. YSR UHS for MBBS, BDS courses shall be reserved for candidates belonging to Backward Classes as follows:-

ii) As per the G.O.Ms.No.1793, Education, dt.23.09.1970 and G.O.Ms.No.23, Backward Classes Welfare (C2), dt.07-07-2007 and G.O.Ms.No.231, Health Medical and Family Welfare (E1) Dept., dated 11-07-2007. (* Subject to further orders of the Govt. of Andhra Pradesh / High Court.)

iii) If qualified candidates belonging to Back Ward Class of particular group are not available, the leftover seats can be adjusted for the candidates of next group. If qualified candidates belonging to Back Ward Classes are not available to fill up the 29% seats reserved for them, the leftover seats shall be treated as Open Competition seats and shall be filled up with candidates by merit.

NOTE:- The Social Reservation provided for BC’s, SCs, ST’s in the ratio of 29%, 15% and 6% respectively shall be vertical reservation.

RESERVATION FOR ECONOMICALLY WEAKER SECTIONS (EWS):

The reservation of 10% in favour of Economically Weaker Section (EWS) candidates who are not covered under existing scheme of reservation for SC/ST & BCs will be made as per the procedure/ guidelines issued by the Government of AP in the Government Medical Colleges where additional seats are permitted by NMC/Govt. of India for the purpose. The persons seeking the benefit of reservation under EWS category shall obtain the Income & Asset Certificate for Economically Weaker Section (EWS) valid for the year 2023-24 issued by the Tahsildars on or after 01.04.2023 pertaining to AP - Non State wide Institutions and Tahsildars of AP & Telangana pertaining to State-wide Institutions.

RESERVATION FOR WOMEN CANDIDATES:

33 1/3% of seats are reserved for women candidates which are horizontal reservations.

SOCIAL STATUS CERTIFICATE:

The candidates belonging to Scheduled Castes, Scheduled Tribes and Backward Classes have to upload a latest Certificate in the Prescribed Proforma, with barcode, in support of their claims. The social status of Schedule Castes, Scheduled Tribes and Backward Classes candidates shall be scrutinized in terms of G.O.M.s.No.58, SW (J) Dept. Dated 12-05-1997.

The candidates are informed that they will not be considered for the caste claimed by them unless they upload the latest Integrated Community Certificate with Barcode, prescribed by the Government and issued by the Revenue Authorities (Vide G.O.Ms.No.58, Social Welfare (J) Department, dated. 12-05-1997). (Annexure-II)

In case of Minority candidates, the Minority certificate issued by Minorities Welfare Department, Government of AP to be furnished in support of their claim.

RESERVATIONS UNDER THE SPECIAL CATEGORIES

Seats shall be reserved in each course and in each category for the following to the extent indicated against them.

The Reservation for Special categories mentioned above shall be provided on the basis of compartmentalized horizontal reservation for each category of OC, BC, SC and STs as per the G.O.Ms.No.231, Health Medical and Family Welfare (E1) Dept., dated.11-07-2007.

NOTE A:

a. The Reservations and priorities in respect of the above categories will be as per the Government orders and subsequent amendments issued from time to time in the respective categories.

b. The guidelines of Govt. of India and Regulations of NMC (Erstwhile MCI) shall be observed in making admissions of persons with disabilities (Physically Handicapped) candidates. The Medical Board constituted by the Competent Authority will examine and assess the percentage of disability of differently abled candidates, who have applied for admission under PH quota. Such candidates have to appear before the Medical Board, to be constituted by the Competent Authority and notified by the University for Eligibility under PwBD status along with a valid disability certificate issued not later than three months prior to submitting his /her application. The report of the Medical Board is final for considering a candidate under PH quota as per rules.

c. As per G.O.Ms.No.106, HM & FW (E1) Dept., dated 16-07-2013 and as amended from time to time, the percentage of reservation under Police Martyrs Children (PMC) category is 0.25% for admission into undergraduate Medical and Dental Courses.

d. As per G.O.Ms.No.263 & 264 HM & FW (C1) Dept., dated 14-10-2022, the percentage of reservation under Bharat Scouts and Guides Category is 0.5% for admission into undergraduate Medical and Dental Courses.

NOTE B: The Original certificates of the candidates claiming reservation under Special Category, i.e. CAP, Sports & Games, NCC and Police Martyr’s Children, Bharat Scouts and Guides will be scrutinized and the genuineness of the said certificates will be confirmed by the officials of the concerned Departments after Verification of Certificates. The Merit list /Priority wise list submitted by the Concerned Authorities after Scrutiny and Confirmation is Final, basing on which the selections into MBBS/BDS Courses under the Special Categories will be made by the University.

RESERVATION FOR ANGLO-INDIAN COMMUNITY IN MBBS COURSE:

One seat shall be reserved in MBBS Course for Anglo-Indians at Siddhartha Medical College, Vijayawada as per G.O.Ms.No.183, HM&FW (E1) Department, dated.30-06-2004. The candidate has to upload the certificate in support of his / her claim in the prescribed proforma issued by M.R.O. subject to scrutiny and confirmation by the Secretary, Dept. of Minority Welfare, Govt. of Andhra Pradesh.

SCHEDULE OF APPLICATIONS THROUGH ONLINE:

The on-line application form for determining merit position for Competent Authority quota seats using NEET UG – 2023 scores will be available on the website https://ugcq.ysruhs.com from 11.00 A.M on 20-07-2023 to 26-07-2023 upto 06.00 PM.

Note: The candidates are advised to take a print out of the Prospectus / Instructions from the website https://drysr.uhsap.in or from https://ugcq.ysruhs.com and verify the Eligibility under Local / Non-local category before proceeding to fill the online application form.

The candidate should fill the online application form available in the Website with the data required-for and upload the scanned Certificates/Documents in support of their claim through internet. The online application form can be filled through any computer with internet connection (home/internet cafe/net center). The candidate is advised to fill the online application form after going through the Prospectus by keeping all the Certificates ready to enter the correct data and uploading of the scanned copies of certificates/documents, photo and signature after payment of fee through online.

The candidate should furnish correct information in the online application form and upload scanned original certificates with application. The applications with incorrect information, invisible documents will not be considered and automatically rejected. If it is found that the candidate has furnished incorrect information or uploaded fake or forged documents, the University takes action that deems fit as per rules against the candidate including cancellation of seat / admission without any notice.

APPLICATION AND PROCESSING FEE:

OC/BC - Rs.2950/- (Rs.2500/- + Rs.450/- (GST @ 18 %) Bank charges extra

SC/ST - Rs.2360/- (Rs.2000 + Rs.360/- (GST @ 18 %) Bank charges extra

Fee shall be paid online through Debit Card / Credit Card / Net Banking / UPI.

IMPORTANT NOTE: The verification fee and registration fee once paid will not be refunded or adjusted to a future date. Therefore, candidates are advised to check eligibility conditions thoroughly before applying for Competent Authority Quota seats.

The candidate should sign at the declaration area in the print out of the online application form and submit at the time of joining at the allotted college. The candidates need not submit Printout of Application by post/by hand to the University.

Do's and Don'ts

• Do not use mobiles and tablets to Apply.
• Use only computers with Internet Explorer – 11 version, Google Chrome, Mozilla Firefox (latest version) to fill the application form.
• Do not select or enter false information which can be liable for Criminal Action.
• Avoid using slow internet facility.
• Keep your mobile with you while applying and do not block SMS.
• The Registration number sent to the registered mobile number after entering the basic details should be noted for further use. It should be kept confidential and shall not to be disclosed to others. 

PROCEDURE TO FILL ONLINE APPLICATION CERTIFICATES REQUIRED BEFORE FILLING THE APPLICATION FORM THROUGH ONLINE

The process of application and certificate verification has been changed. The following Certificates are required to complete the application process. The original certificates are to be scanned and kept ready to upload. Application & Processing fee has to be paid through online.

VERIFICATION OF CERTIFICATES:

The eligibility of a candidate will be verified basing on the uploaded copies of scanned certificates/ documents.

The candidates who are claiming reservation under Special Categories i.e. PwBD, Sports & Games, NCC, CAP & Bharat Scouts & Guides have to watch the University website for further notifications, Notices, if any, for scrutiny of original certificates of respective special category.

The candidature of the applicant will not be considered for admission to MBBS/BDS courses, if online application is submitted without uploading the scanned copies of required certificates/documents as per regulations.

The eligibility and community Certificates verification will be conducted basing on the scanned original certificates which are uploaded by the candidates.

MERIT LISTS:

The Provisional Merit Position of the candidates those who have applied through online in response to the notification issued by Dr. YSRUHS for Competent Authority Quota seats into MBBS/BDS shall be determined by NEET UG-2023 scores after verification of uploaded certificates by the University and officials of concerned departments as per eligibility rules/ regulations. The Provisional Merit Position will be placed in University website https://drysr.uhsap.in duly calling for objections, if any.

THE UNIVERSITY WILL RELEASE FINAL MERIT POSITION OF ELIGIBLE CANDIDATES FOR EXERCISING WEB OPTIONS.

WEB COUNSELING:-

The notifications for exercising web options and counselling procedure for admission into MBBS/BDS courses will be issued separately and placed on the website https://drysr.uhsap.in Only one-time options shall be exercised for all MBBS and BDS seats available in all the colleges under Competent Authority Quota. PROCEDURE OF SELECTIONS:

Procedure of selections for admissions into MBBS/BDS courses shall be as per Presidential Order and subsequent amendments, if any issued by the Govt. of Andhra Pradesh.

• Further, the Orders, if any, as amended from time to time by the Government of Andhra Pradesh, National Medical Commission/Dental Council of India/Government of India are applicable.

Meritorious Reserved Candidate-MRC

Example: The following illustration is given only for example purpose.

a) In Guntur Medical College, Guntur, MBBS seat is under “Open Category” in the Seat Matrix displayed and a SC candidate is allotted that Open Category-MBBS seat in Open Category Round of Counselling of Phase-I as per his/her NEET Rank merit order and web options of the candidate. Now this candidate is shown as Meritorious Reserved Candidate (MRC).

b) If, the same MRC-SC candidate has slided to MBBS seat in Andhra Medical College, Visakhapatnam under SC category due to upgradation during the Category Round of Phase-I Counselling conducted on the same day, then that MBBS-Open Category seat at GMC, Guntur vacated by this MRC candidate shall be filled with the SC candidates only by merit amongst them.

c) If, the said MRC-SC candidate does not report in Andhra Medical College, Visakhapatnam, the said vacancy will be considered as “Open Category” and filled in subsequent phase of counselling to maintain 50 : 50 ratio of Open : Category Reservation.

ADMISSION RULES:

The Selected candidates have to download the allotment order from the website https://ugcq.ysruhs.com after payment of University fee of Rs.10,600/- (Rupees ten thousand and six hundred only) through payment gateway.

The candidate should submit the printout of the filled in online application form duly signed provisional allotment order and original certificates along with one set of attested copies of all relevant certificates to the Principal of the allotted college at the time of joining for final verification. In case of any discrepancy, the provisional allotment will be cancelled.

If it is found at the time of admission or later that he/she has furnished incorrect information or uploaded fake or forged documents, the University takes action that deems fit as per rules against the candidate including cancellation of seat / admission without any notice.

DURATION OF THE COURSES

MBBS : 4 ½ years plus one year Compulsory Medical Rotatory Internship (CRMI) as per National Medical Commission, New Delhi.

Certain Important Regulations of MCI / NMC:

REGULATIONS ON GRADUATE MEDICAL EDUCATION, 1997 (For MBBS course):

(ii) A learner shall not be entitled to graduate later than ten (10) years of her/his joining the first MBBS course.

No more than four attempts shall be allowed for a candidate to pass the first Professional examination. The total period for successful completion of first Professional course shall not exceed four (4) years. Partial attendance of examination in any subject shall be counted as an attempt.

University Examinations shall be held as under:

A maximum number of four permissible attempts would be available to clear the first Professional University examination, whereby the first Professional course will have to becleared within 4 years of admission to the said course. Partial attendance at any University examination shall be counted as an availed attempt.

As per National Medical Commission (Compulsory Rotating Medical Internship) Regulations, 2021, the candidate shall be required to undergo a compulsory rotating medical internship (CRMI) for a minimum period of twelve months, to the satisfaction of the college authorities and the University after passing the final Bachelor of Medicine and Bachelor of Surgery (MBBS) examination / National Exit Exam for MBBS (Next), so as to be eligible for the award of the MBBS degree by the University. d) The Internship shall be completed within two years of passing the final MBBS or NExT Step-1 examination, whenever in force.”

BDS: The undergraduate dental programme leading to BDS Degree shall be of 4 (four) Academic years with 240 teaching days in each academic year, plus one year paid rotating Internship in a dental college. Every candidate will be required, after passing the final BDS Examination to undergo one year paid rotating internship in a dental college. The internship shall be compulsory and BDS Degree shall be granted after completion of one-year paid Internship.

Detailed Notification for inviting single online application form and uploading of scanned original certificates for Admission into Under Graduate Medical I Dental (MBBS I BDS) Courses for the seats available under Competent Authority Quota in the colleges affiliated to Dr. YSR UHS, Vijayawada and also for MBBS seats in Sri Padmavathi Medical College for Women (under SVIMS), Tirupati for the Academic Year 2023-24.

1. Application forms are invited through online from the eligible candidates who have secured the following cutoff scores and more in National Eligibility-cum-Entrance Test (NEET) UG - 2023 and fulfilled the following eligibility criteria for admission into Under Graduate (MBBS I BDS) Courses for Competent Authority Quota in the colleges affiliated to Dr. YSRUHS, as follows:-

a) Seats in Government Medical Colleges and Government Dental Colleges;

b) General Category Seats in the permitted Government Medical Colleges from 2023-24 onwards (as per G.O.Ms.No.107, HM & FW (C1) Dept, Dt.19.07.2023);

c) Seats in Private Un-aided Non-Minority and Minority Medical Colleges and Dental Colleges; and d) MBBS seats in Sri Padmavathi Medical College for Women (under SVIMS), Tirupati.

Minimum cutoff score in NEET UG 2023

2. The eligible candidates have to submit their applications through online mode only along with uploading the scanned copies of all relevant original certificates and images of photo/signature.

3. The same application will be considered for all the rounds of the counseling including MOP-UP round counseling and also for stray vacancies subject of fulfillment of eligibility criteria.

4. This Notification is for determining State Merit position for admission into Competent Authority Quota seats only i.e.,

a) Seats available (after contributing 15% of seats to All India Quota) in Government Medical and Government Dental Colleges in the State of Andhra Pradesh, affiliated to Dr. YSRUHS.

b) General category seats available (50% of Intake after contributing 15% of seats to All India Quota) in the permitted Government Medical Colleges from 2023-24 onwards;

c) Category ‘A’ seats (50% of Intake) in Private Un-aided Non-Minority Medical and Dental Colleges in the State of Andhra Pradesh, affiliated to Dr. YSRUHS;

d) Category ‘A’ seats (50% of Intake) in Private Un-aided Minority Medical and Dental Colleges in the State of Andhra Pradesh, affiliated to Dr. YSRUHS;

e) 126 seats in MBBS course in Sri Padmavathi Medical College for Women (under SVIMS), Tirupati.

5. Total number of seats available under Competent Authority Quota for the Academic Year 2023-24 is given at Annexure-I of Prospectus for information only.

7. The candidates are directed to follow the details / procedure as per the Prospectus/Regulations available on University official website.

8. State Merit position of the applied candidates will be prepared basing on the NEET UG - 2023 Score & Rank and other eligibility criteria notified hereunder. Final merit position will be displayed after verification of uploaded scanned copies of original certificates.

9. ELIGIBILITY: The candidates who have been qualified and secured minimum percentile in NEET UG - 2023 have to apply for determining the State Merit position for Competent Authority Quota seats in respective categories, subject to the conditions specified in admission Regulations/Prospectus. (Refer Prospectus / Regulations for detailed clarifications available on the University website).

a) The candidate should be an Indian National or Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) Card holders and should satisfy the Local or Non-local status in Andhra Pradesh (Residence requirement) as laid down in Andhra Pradesh Educational Institutions (Regulations of Admissions) Order, 1974. Selection will be done as per the procedure laid down in the G.O.P.No.646, dated 10.07.1979 as amended in G.O.Ms.No.42, Higher Education (EC2) Department, dated. 18.05.2009.

Provided that the candidates who got registered as Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) Cardholders on or after 04.03.2021 are eligible for admission only against any Non-Resident Indian seat or any supernumerary seat; and shall not be eligible for admission against any seat reserved exclusively for Indian Citizens. (G.O.Ms.No.72, HM&FW(C1) Dept., dated 05.06.2023 & G.O.Ms.No.73, HM&FW(C1) Dept., dated 05.06.2023 of Govt, of Andhra Pradesh).

b) The candidate should have passed Intermediate (10+2 pattern) or its equivalent examination with Physics, Chemistry, Biology (Botany, Zoology) / Biotechnology and English.

• OC candidates should obtain not less than 50% marks in Science subjects.

• BC/SC/ST candidates should obtain not less than 40% marks in science subjects.

• OC PwBD candidates should obtain not less than 45% marks in science subjects.

c) The candidate should have qualified in NEET UG -2023 conducted by National Testing Agency, New Delhi.

• OC / EWS candidates should secure not less than 50th percentile in NEET UG -2023.

• BC/SC/ST candidates should secure not less than 40th percentile in NEET UG -2023.

• OC PwBD candidates should secure not less than 45th percentile in NEET UG -2023.

d) The candidate should have completed 17 years of age as on 31-12-2023. The candidates who do not complete 17 years as on 31-12-2023 are not eligible for admission into MBBS BPS Courses and they need not apply for the counseling.

e) The candidates who wish to claim seats under Anglo Indian, Sports & Games, CAP (Army), NCC, Persons with Disabilities (PWD), Bharath Scouts and Guides and Police Martyrs Children (PMC) are also need to fulfill the above eligibility criteria.

f) The candidates who claim for admission under Persons with Benchmark Disabilities (PwBD) category shall mention in the online application that they are applying under PwD category and have to appear before the Medical Board, to be constituted by the Competent Authority and notified by the University for Eligibility under PwBD status along with a valid disability certificate issued not later than three months prior to submitting his /her application.

10. A plication and Processing Fee for MBBS and BPS Courses for the academic year 2023-24:-

SC/ST - Rs.2360/- (Rs.2000 + Rs.360/- (GST @ 18 %) Bank charges extra

Fee shall be paid through online by Debit card I Credit card I Net Banking / UPI ID **.

** Application and Processing Fee once paid will not be refunded under any circumstances.

11 Instructions to the candidates:-

a) The candidates are advised to download and read the respective Prospectus of the course and instructions for filling Online Application available in the University Website https://drysr.uhsap.in before filling the online Application.

b) Scrutiny of uploaded data shall be done by the University and concerned Departmental Officials. After scrutiny of certificates, provisional merit list will be released and Final Merit Position will be released later. Candidates are advised to refer to University website https://drysr.uhsap.in for further notifications I Instructions / Notices regarding schedule for exercising web options.

Note: The process of admissions into UG Medical/Dental (MBBS/BDS) courses will be in accordance with the orders issued from time to time by Government of Andhra Pradesh.

c) The On-line application form with the following lacunae will be rejected automatically. No communication will be sent in this regard.

• If any of the mandatory certificates are not uploaded.

• Applications with incomplete details I photo and signature.

• If any of the uploaded certificates are invisible/not properly uploaded.

• If the certificates are not properly scanned due to which the eligibility criteria cannot be determined.

d) The verification of certificates will be done basing on the uploaded scanned certificates. No separate notification will be given for verification of Original certificates. The candidates claiming reservation under Special Categories i.e. PwBD, NCC, CAP, Sports & Games, Bharath Scouts and Guides are advised to watch the University website for further Notifications / Notices.

e) Hence, the candidates should register and upload all the mandatory certificates and without fail and verify once again before submission of online application.

f) The candidate should submit the Printout of the filled in Online application form personal verification status along with all Original certificates along with One set of self attested Copies to the Principal of allotted college at the time of joining for final verification. In case of any discrepancy, the Provisional allotment order will be cancelled without any notice. The candidates are informed not to send the printout of application form to the University.

12. Procedure of filling online application form and for payment of fee through online for Application and Processing Fee for MBBS and BDS Courses.

a) The fee can be paid through Debit card / Credit card / Net Banking / UPI ID.

b) The fee paid by the applicants is not transferable / refundable under any circumstances.

c) Read the Detailed Notification, Prospectus I Regulations carefully regarding eligibility under local and non-local.

d) Visit website through Internet Explorer 11 version only to fill the application form.

e) The User ID which will be sent to the registered mobile after entering the basic details should be noted for further use. The User ID should be kept confidential and should not disclose to others.

f) The following Certificates are required to complete the online application process. The certificates are to be scanned and kept ready to upload. Application fee has to be paid through online.

Fill-in all the correct details in the online application form and upload all the documents including Mandatory certificates.

13. Candidate’s admission is strictly provisional. The mere fact that the Merit position issued to him/her does not imply that his/her candidature is accepted by the University and it does not mean that the entries made by him/her in the online application are accepted as true and correct. The eligibility of the candidates for admission into MBBS and BDS, Courses for the academic year 2023-24 will be examined by the University officials and officials of the concerned department only basing on the uploaded scanned original certificates.

An in-eligible candidate obtaining Merit position does not make him/her eligible for admission.

He/she may please note that the University will take up the verification of original certificates with regard to eligibility conditions i.e., Educational qualifications, Local/Non local area status, category etc., at the time of joining at the allotted college.

14. If the information furnished by candidate in the application is incorrect, his/her candidature is liable to be cancelled and further action that deems fit will be taken. If the certificates i roduced by any candidate are found to be fake / false/forqed at any stage of verification or admission, the University has every right to cancel the seat / admission of such candidate without any notice.

15. In case of discrepancy in the downloaded provisional verification form, the same shall be brought to the notice of the University immediately mail:vsruqmedadm23@qmail.com

16. The Orders issued from time to time by Ministry of Health, Govt, of India, New Delhi/NMC/DCI/ Health Medical and Family Welfare, Govt, of Andhra Pradesh with regard to Admission to Medical, Dental Courses shall apply respectively.

17. Admission will be only for candidates, who have secured minimum cutoff score prescribed for that category in MEET UG - 2023 and fulfilling the eligibility conditions.

18. Subsequent notifications with regard to web counseling will be notified on the University website only. Please visit the university website https://drysr.uhsap.in regularly for subsequent notifications I instructions till the completion of admission process. NO INDIVIDUAL INSTRUCTIONS WILL BE SEND.

19. Decision of the Competent Authority is final.
